ENVIRONMENTAL COMMITTEE MINUTES
FEBRUARY 21, 2019 CITY OF KITCHENER
The Environmental Committee met this date commencing at 4:00 p.m.
Present: Ms. T. Driver - Chair
Messrs. D. Bailey, J. Gaudon, J. Jackson, R. Paul, and Ms. T. Belanger, Ms. C. Gaetani,

1. DSD-19-031 - FCM/GMF FEASIBILITY STUDY: MUNICIPAL TOOLS FOR CATALYZING
NET-ZERO ENERGY DEVELOPMENT
The Committee considered Development Services Department report DSD-19-031 entitled
FCM/GMF Feasibility Study: Municipal Tools for Catalyzing Net-
dated February 8, 2019. In addition, the committee was in receipt this date presentation entitled

regarding the results from the feasibility study.
Mr. B. Sloan provided an overview of net-zero energy development research and the technical,
financial, and policy barriers experienced when pursuing net-zero energy developments. He
stated staff anticipate bringing forward a report to March 18, 2019 Community and Infrastructure
Services Committee meeting for consideration. He requested feedback from the
Committee on reducing barriers and pursuing net-zero energy development in the City of
Kitchener.
Mr. D. Satnik, s2e Technologies and Development Inc. provided examples of net-zero energy
buildings and developments. He outlined the design strategies that municipalities may use to
achieve net-zero energy buildings and developments, which includes: Conservation; Energy
Storage; Generation; Performance Verification; and, Vehicle Integration.
Mr. Satnik reviewed examples of policies and programs that support the development of net-
zero energy buildings, noting the importance of the policy framework to implement net-zero
energy tools that are available to municipalities. He stated the key findings and conclusions from
the net-zero energy feasibility study. He indicated there are a number of considerations for the
City of Kitchener regarding implementing net-zero energy programs and pilots. Questions were
raised regarding intensification and density targets. Mr. Satnik further advised there would be a
need to consider district or distributed energy systems.
Mr. Sloan advised of potential requirements or incentive options to increase net-zero energy
developments in the City of Kitchener. The Committee then discussed prioritizing or potential
incentives for pursuing net-zero energy developments in the City of Kitchener. Mr. B. Sloan
advised the Committee he is looking for a motion of support regarding the recommendations in
the report.
A motion was brought forward by Mr. R. Paul to approve the recommendation as outlined in
Report DSD-19-031.
to stating, that, through continuous improvement, the City refine its development review process
to allow for ease of implementation of net-zero energy development.

Areas undergoing significant redevelopment, such as King/Victoria area
The planning of new communities or neighbourhoods
Other City-owned Land that may be deemed surplus and available for development;
and further,
That, through continuous improvement, the City refine its development review process to
allow for ease of implementation of net-zero energy development.
2. ALL ADVISORY COMMITTEE MEETING
Ms. T. Driver and Ms. A. Gingrich Regehr summarized the discussion at the All Advisory
Committee meeting on January 24, 2019. The Committee noted the environment is listed as a
community priority in the draft Strategic Plan and discussed various elements under the broad
category of the Environment. In response to questions, Mr. B. Sloan clarified that draft goals and
actions within the plan are intended to be SMART goals (specific, measureable, achievable,
relevant and timely) to ensure staff and members of Council can identify specific measure of
achievement at the end of this term of Council.
3. 2019/2020 ENVIRONMENTAL COMMITTEE WORK PLAN
Ms. B. Steiner provided an overview and background related to the Environment Committee
work plan discussion for the Committee. She then encouraged the committee members to share
what projects the members think would be appropriate to undertake in the work plan.
Committee members then shared potential work plan items based on their individual passions
and interests. Ms. Steiner advised it is was the Committee's will to include additional items on
the work plan, members will be required to take ownership of those items to advance their
progress over the Committee's term
