HomeMy WebLinkAboutEnv Minutes - 2019-04-18 ENVIRONMENTAL COMMITTEE MINUTES APRIL 18, 2019 CITY OF KITCHENER The Environmental Committee met this date commencing at 4:00 p.m. Present: Ms. T. Driver - Chair Councillor K. Galloway-Sealock and Messrs. D. Bailey, J. Jackson, R. Paul, and Ms. T. Belanger, Ms. K. Fellows, Ms. A. Gingrich Regehr and Ms. E. Waslander. Staff: B. Sloan, Manager, Long Range & Policy Planning K. Cooper, Manager, Chief Administrator Office C. Boomer, Committee Administrator 1. The Committee was in receipt this date of the draft - 2022 Strategic -2022 Strategic Plan, including the proposed themes, goals and actions of the Plan. Ms. K. Cooper presented the draft 2019-2022 Strategic Plan advising she would like to hear feedback from the Committee on the proposed plan, noting Environmental Leadership is one of the proposed themes within the Plan. Several members cautioned around the term natural resources, advising that natural areas also provide mental and health benefits and these benefits may not be captured as a resource. Additionally, Mr. J. Jackson suggested the phrasing around the cycling network should be city- wide and not specifically about connecting the downtown. It was also suggested to include more specific information regarding how waste will be diverted and reduced. In response to questions, Ms. Cooper informed the Committee it is her intent to bring the recommended 2019-2022 Strategic Plan to Council in June, 2019. She advised comments and feedback received from the Committee will be taken into consideration prior to finalizing the Plan. Additionally, she thanked the Committee members who attended the All Committee Meeting on January 24, 2019 and advised that a public survey is available online for Committee members to provide additional feedback. 2. 2019 COMMUNITY ENVIRONMENTAL IMPROVEMENT GRANT (CEIG) The Ms. K. Fellows presented the CEIG Sub-Committee recommendation, noting following a review of the CEIG Terms of Reference, the Sub-Committee made the following recommendation: Six hundred dollars ($600) to Kitchener Master Gardeners specifically for room rentals; Eight hundred dollars ($800) to Sunshine Montessori School to purchase terra-cycle boxes for the school; One thousand and five hundred dollars ($1,500) to Transition Kitchener-Waterloo for room rentals and workshop supplies associated with Neighbourhood Climate Change Adaptation/Mitigation Workshops; Two thousand and seven hundred and twenty dollars ($2,720) to Divest Waterloo for a Resiliency and Regeneration Climate Conversations for Faith Communities Event that would be inclusive to all and marketed to the broadest audience; and; Two thousand and three hundred and eighty dollars ($2,380) be prorated toward the 2020 Community Environmental Improvement Grant program. Several members spoke in support of the Sub-Committee recommendation. A motion was brought forward by Ms. K. Fellows to approve the recommendation as outlined in the memo entitled On motion by Ms. K. Mr. B. Sloan lead the Committee in a discussion related to the 2019-2020 Environmental Committee Work Plan. It was noted before finalizing the Work Plan, the Committee would like to wait until additional members are present to ensure everyone has an opportunity to participate. Ms. T. Driver advised the Committee the Work Plan is a living document and can change as the Committee progresses through their term. Councillor K. Galloway-Sealock entered the meeting at this time, 4. KITCHENER GREAT PLACES AWARDS Mr. B. Sloan advised the Committee that this year is a Kitchener Great Places awards year, where residents are recognized for design excellence and innovation in the areas of urban design, sustainability and heritage conservation, as well as creating a built environment that enhances our quality of life. He requested a volunteer from the Committee to be a representative on the Kitchener Great Places Committee. He provided an overview of the requirements for being on the Committee noting, it has been tentatively scheduled for June 19, 2019 to review the sites up for nomination and the award ceremony has been scheduled for November 6, 2019. Ms. T. Driver put forward her name for consideration and as no other names were forthcoming it was agreed she would be the Environmental Committee Representative for the Kitchener Great Places Awards Committee. 5.
