Bunn, Manager, Council and Committee Services / Deputy City Clerk 1.CSD-20-001-NEIGHBOURHOOD ASSOCIATION AFFILIATION 2020 The Committee considered CommunityServices Department report CSD-20-001,dated December 19, 2019recommending approval of the Neighbourhood Associations, outlined in Appendix ‘A’ as attached to CSD-20-001, for affiliation under Council Policy MUN-FAC-324 (Affiliation –Neighbourhood Association) for 2020, and the addition of the Associations to the City’s third party liability insurance program. On motion by CouncillorB.Ioannidis- it was resolved: “That the list of proposed Neighbourhood Associations, as attached to Community Services Department report CSD-20-001, be approved for affiliation for the year 2020 and added to the City of Kitchener’s third party liability insurance program.” 2.CSD-20-002-APPOINTMENTS TO THE GRAND RIVER ACCESSIBILITY ADVISORY COMMITTEE (2020) The Committee considered CommunityServices Department report CSD-20-002, dated December 9, 2019 recommending various appointments to the Grand River Accessibility Advisory Committee. On motion by Councillor B. Ioannidis- it was resolved: “That the following applicants be appointed to the Grand River Accessibility Advisory Committee (GRAAC) for a 4-year term ending December 31, 2023,as outlined in Community Services Department report CSD-20-002,pending ratification by the partnering municipalities of the City of Waterloo, Region of Waterloo, Township of North Dumfries, Township of Wellesley, Township of Wilmot and Township of Woolwich: Bernardes WesselinkCity of KitchenerNew Heather Clark HarrisCity of KitchenerNew Tamara BellTownship of WellesleyNew Mamie Sealey-BakerCity of KitchenerNew Paula SaundersCity of KitchenerNew Carrie SpeersCity of KitchenerNew” COMMUNITY & INFRASTRUCTURE SERVICESCOMMITTEE MINUTES JANUARY 13, 2020-2-CITY OF KITCHENER 3.DSD-20-003-NAMING OF A PRIVATE STREET –BLOCK 1, 58M-632 -SCHLEGEL URBAN DEVELOPMENTS CORP. (FUSION HOMES INC.) The Committee considered DevelopmentServices Department report DSD-20-003, dated December 9, 2019recommending approval forSchlegel Urban Developments Corp. (Fusion Homes Inc.) to name a private street, “Wheat Lane”, within a multiple residential development located on Block 1, 58M-632. On motion by Councillor B. Ioannidis- it was resolved: “That the City of Kitchener acknowledge that Schlegel Urban Developments Corp.(on behalf of Fusion Homes Inc.) proposes to name a private street within a multiple residential development located on Block 1, 58M-632, as outlined in Development Services Department report DSD-20-003; and further, That the City’s Legal Services be directed to proceed with the required advertising, preparation and registration of the necessary By-law for the naming of ‘Wheat Lane’.” 4.DSD-20-004-NAMING OF PRIVATE STREETS –15 TARTAN AVENUE -PRIMELANDDEVELOPMENTS (2003) LIMITED The Committee considered Development Services Department report DSD-20-004, dated December 4, 2019 recommending approval for Primeland Developments (2003) Limitedto name three private streets within a vacant land condominium development located at 15 Tartan Avenue.Mr.T. Seyler was in attendanceto respondto questions from the Committee. In response to questions, Mr. Seyleradvised he would discuss with the developer changing portions of Woodedge Circle and Woodmeadow Court for better flow. On motion by Councillor S. Davey- it was resolved: “That consideration of the following recommendation contained in Development Services Department report DSD-20-004,be referred to the Council meeting of January 27, 2020,to allow an opportunity for staff to connect with the developer regarding Street naming: ‘That the City of Kitchener acknowledge that Primeland Developments (2003) Limited proposes to name private streets: ‘Woodedge Circle’, ‘Woodlea Court’, and ‘Woodmeadow Court’ within a vacant land condominium development located at 15 Tartan Avenue, as outlined in Development Services Department report DSD-20- 004; and further, That the City’s Legal Services be directed to proceed with the required advertising, preparation and registration of the necessary By-law for the naming of ‘Woodedge Circle’, ‘Woodlea Court’, and ‘Woodmeadow Court’.” 5.DSD-20-005-ON-STREET PARKING REGULATIONS –ST. GEORGE STREET The Committee considered DevelopmentServices DepartmentreportDSD-20-005,dated December 9, 2019 regarding permission foraccessible on-street parking (by permit only) on the north side of St. George Street. Mr. A. McCrimmon-Jonesand Mr. B. Cronkite werein attendance and respondedto questions from the Committee. Councillor M. Johnston joined the meeting at this time. Mr. P. Craig was in attendance to speak in opposition to the recommendation outlined in Report DSD-20-005 recommending accessible on-street parking (by permit only). COMMUNITY & INFRASTRUCTURE SERVICESCOMMITTEE MINUTES JANUARY 13, 2020-3-CITY OF KITCHENER 5.DSD-20-005-ON-STREET PARKING REGULATIONS –ST. GEORGE STREET(CONT’D) In response to questions, Mr. A. McCrimmon-Jones advised on-street parking on St. George Street has been prohibited since the 1980’s. He indicated the right-of-way is too constrained to allow for on-street parking, and noted there are 500 free parking spaces at the Charles and Benton StreetParking Garage on Sundays. In addition, he explained staff were willing to accept the risk of constraining the right-of-way forthose with immediate need by making accessible parking only, but would be against creating open parking spaces for general use. In response to questions, Mr. B.Cronkite advised the City, not the Church, will assume responsibility and liability by constraining the right-of-way with on-street parking. He acknowledged these are typically not actively enforced, but complaint-based, and By-law Enforcement has received complaints from citizens regarding on-street parking on St. George Street. On motion by Councillor C. Michaud- it was resolved: “That four hour parking be permittedon Sunday’s on the north side of St. George Street from a point approximately 12 metres west from Benton Street to a point approximately 41 metres west thereof, as outlined in Development Services Department report DSD-20- 005;and further, That the Uniform Traffic By-law be amended accordingly.” 6.INS-20-001-ADDITIONAL FEDERAL GAS TAX -WOODSIDE PARK & SPORTSFIELDS ALLOCATION The Committee considered Infrastructure Services Department report INS-20-001, dated December12, 2019regardingthe allocation of additional Federal Gas Tax money from the Woodside Park project, as outlined in Financial Services Department report FIN-19-039. In response to questions, Mr. J. Lautenbach advised if Council opted for Option 2 as outlined in report FIN-19-039, the residual funds would remain in the Federal Gas Tax Reserve and would be considered in future budget deliberations on capital projects.He further advised the remaining 2019 Federal Gas Tax funds must be spent within a 5-year period. In response to questions,Mr. D. Chapman, suggested Council could allocate $200,000 to the spot improvements on the sportsfieldsand necessary entrance and exit improvementsto the parking lot, without making the major infrastructure investment. He further suggestedthe remaining $900,000 remain in the Federal Gas Tax Reserve, and highlighted three possible timelines to allocate the funds: during final budget deliberations onMonday, January 20, 2020, Council will receive an Issue Paper to increase investment on climate adaptation capital projects; later in 2020 Council will consider a follow-up report on the facility infrastructure gap; or, if the funds remain unallocated, aspart of the 2021 budget deliberation. On motion by CouncillorP. Singh- it was resolved: “That staff be directed to reallocateFederal Gas Tax money from the Woodside Park project,as outlined in Financial Services Department report FIN-19-039,toward spot enhancements to the artificial turf to extend the asset lifespan (Option 2), and minor entrance and exit improvements to the parking lot; and further, That the remaining $900,000remainunallocatedin the Federal Gas Tax Reserve.” 7.DSD-20-006-AFFORDABLE HOUSING STRATEGY –HOUSING ASSESSMENT REPORT The Committee considered DevelopmentServices Department report DSD-20-006, dated December 23, 2019regarding the Affordable Housing Strategy –Phase 2: Housing Needs Assessment report.Ms. K.Cooperand Mr. B.Sloanwere in attendance to present the report and answer questions from the Committee. COMMUNITY & INFRASTRUCTURE SERVICESCOMMITTEE MINUTES JANUARY 13, 2020-4-CITY OF KITCHENER 7.DSD-20-006-AFFORDABLE HOUSING STRATEGY –HOUSING ASSESSMENT REPORT (CONT’D) Ms. A.Petrovic, Social Development Centre Waterloo Region, was in attendance and urged the Committee to consider moving forward with action itemsnow to alleviate homelessness this winter. Mr. C.Nichols, Disabilities and Human Rights Group, was in attendance to discuss an immediate response to the affordable housing crisis. Mr. Nichols highlighted safety concerns associated with homelessnessand stressed the need to address homelessness immediately. Mr. A.Macallum, President, Waterloo Regional Apartment Management Association (WRAMA), was in attendance to suggest the WRAMA could become a partner in addressing the affordable housing crisis in the City. He further highlighted theissue of “renovictions”, whereby property ownersevict tenants in order to makeupgrades to rental units andre-rent for a higher cost. In response to questions regarding funding options for the affordable housing strategy, Ms.K. Cooper advised staff would be working with the Chief Financial Officer to identify funding sources for the recommendations that will come from the final strategy. On motion by Councillor B. Ioannidis- it was resolved: “ThatCouncil receive Development Services Department report DSD-20-006 (Affordable Housing Strategy –Phase 2: Housing Needs Assessment), and direct staff to proceed to Phase 3: Issues and Options using the Needs Assessment as part of the basis for stakeholder engagement.” 8.ADJOURNMENT On motion, this meeting adjourned at 3:43p.m. J.
