FEBRUARY 24, 2020 CITY OF KITCHENER
A special meeting of City Council was held at 2:05 p.m. this date, Chaired by Mayor B. Vrbanovic with
all members present, except Councillor B. loannidis.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.

Seconded by Councillor P. Singh
"That an in -camera meeting of City Council be held immediately following this special meeting to
consider a litigation/potential litigation matter subject to solicitor -client privilege, three land
acquisition/disposition matters, one of which also relates to negotiation strategy/instruction, a
matter relating to negotiation strategy/instruction, and two matters relating to confidential
information about competitive position/contracts/negotiations, one of which is also related to city
negotiation strategy/instruction and the other subject to solicitor -client privilege."
The meeting then recessed at 2:06 p.m. and reconvened at 2:33 p.m. Chaired by Mayor B. Vrbanovic with
all members present, except Councillor B. loannidis.
STRATEGIC SESSION
a. DSD -20-034 - Affordable Housing Issues and Options
Council considered Development Services Department report DSD -20-034 (K. Cooper) dated February
19, 2020, requesting input from Council on their top issues and possible options related to Affordable
Housing. Mr. J. Readman, General Manager, Development Services, Mr. C. Bluhm, Executive Director,
Economic Development, Ms. K. Cooper, Manager Strategic & Business Planning, Mr. T. Donegani,
Senior Planner and Mr. A. Ramsaroop, Engagement Project Manager, Affordable Housing Strategy
were in attendance to respond to questions from Council.
Mr. J. Readman provided opening remarks, noting the purpose of the meeting this date, is to receive
feedback from members of Council regarding their top issues associated with affordable housing and
receive potential solutions to those top issues. Ms. Cooper provided an overview of the current housing
continuum within the City and the key findings of the Needs Assessment that was completed and
presented to Council in January 2020. Mr. Donegani provided general information on the Planning
Tools, including Inclusionary Zoning, that the City could utilize to address some of the identified housing
challenges and what has been completed to date related to that initiative. Mr. Bluhm further advised
through the Economic Development Strategy update, Make It Kitchener 2.0, employers' raised
concerns with the ability to retain new graduates within the Region, specifically related to housing
affordability. He indicated this issue is anticipated to be an important theme within the strategy.
Mr. Readman advised a worksheet was included within the agenda package this date, which could help
to facilitate the discussion. He stated staff specifically are interested in receiving Council input on the
following three questions:
1. What in your view are the top 3 issues that the Affordable Housing Strategy should address?
2. What are your ideas for resolving your identified issues?
3. Who should be involved in addressing your identified issues?
In response to questions, Mr. Readman agreed to circulate the worksheet to members of Council
electronically, to assist with providing additional feedback following the meeting this date. He further
advised the anticipated next steps include meeting with the Affordable Housing Strategy Advisory
Committee; reporting back to confirm aspects of focus, implications, quick wins; the presentation of a draft
Affordable Housing Strategy; and, Publishing the Draft Strategy for public review by June 28, 2020.
The meeting then recessed at 4:01 p.m. and reconvened in the Council Chamber at 4:20 p.m., Chaired
by Mayor B. Vrbanovic with all members present, except Councillor B. loannidis.

Council considered Infrastructure Services Department report INS -20-005 (A. Qureshi) dated February
10, 2020, regarding the City Hall Outdoor Spaces Rehabilitation project scope and cost reductions. Ms.
D. McGoldrick, General Manager, and Ms. L. Stewart, Manager, Projects & Energy Management,
Infrastructure Services Department, were in attendance and responded to questions from Council.
Ms. T. Krysa, MTE Consultants, was in attendance and responded to questions related to the different
membrane options for the underground parking facility at City Hall.
A motion was brought forward by Councillor S. March, seconded by Councillor D. Schnider, to approve
the recommendation as outlined in Report INS -20-005.
Councillor S. Davey brought forward an amendment, seconded by Councillor C. Michaud, to fund
$900,000. from the Gas Reserve Tax rather than the Tax Capital Reserve fund.

"That the City Hall Outdoor Spaces Rehabilitation Project scope/cost reductions identified in
Infrastructure Services Department report INS -20-005 Table 1 be approved; and,
That $2.8M be added to the City Hall Outdoor Spaces Rehabilitation Project for a total project
budget of $11.8M; and further,
That the funding sources for the additional budget be allocated as follows:
• Parking Capital Reserve - $450,000.;
• Parking Structural Provision Account - $150,000.;
• Gas Tax Reserve - $2,200,000."

"That pursuant to Section 25.4.4 (f) of Chapter 25 (Procedure) of the Municipal Code, the
requirement for Notice of Motion be waived to add a matter of solicitor -client privilege to the in -
camera meeting agenda this date with respect matters before the Local Planning Appeal
Tribunal."
Carried, with the required 2/3 of members present.
