Yantzi, Vice Chair with the following members present: Councillors J. Ziegler, K. Taylor- Harrison, B. Vrbanovic, T. Galloway, J. Haalboom and John Smola. Mayor C. Zehr and Councillors Jake Smola and G. Lorentz entered the meeting after its commencement. Officials Present: Ms. C. Ladd, L. MacDonald and Messrs. B. Stanley, G. Borovilos, J. Witmer and L.W. Neil. 1. BPS-00-069 ADDENDUM TO BPS-00-044 ZONE CHANGE APPLICATION ZC O01151TCIJG (CITY-INITIATED) KITCHENER'S RESIDENTIAL STREETSCAPES-FINAL REPORT VARIOUS WARDS The Committee was in receipt of Business and Planning Services staff report BPS-00-069 dated May 25, 2000 prepared as an addendum to report BPS-00-044. The addendum report deals with Kitchener's Residential Streetscapes which was first considered at the May 1, 2000 Planning and Economic Development Committee. Subsequently at the City Council meeting held May 8, 2000 the Committee recommendation and the proposed by-law to implement the initiative was deferred and a request was made to staff to review the by-law to allow the widening of driveways beyond the width of the garage on 'wide' lots. The addendum staff report discussed the effects of the original proposed by-law and the concern expressed by Council that this would not allow driveways to be widened for large lots which only had a single car garage, even though sufficient space existed for a double driveway, as well as widening provisions respecting existing lots remaining unchanged from the original by-law. Ms. C. Ladd advised that Mr. Steve Grant, who appeared as a delegation at previous meetings regarding this matter, had contacted her to advise that he was in support of the recommendation which now includes the request he had put forward earlier to add the words 'where appropriate' to the third part of the recommendation. Ms. Ladd then advised that staff had nothing further to add to the report under consideration. No delegations were registered respecting this matter. On motion by Councillor J. Ziegler - It was resolved: That Zone Change Application ZC 00/15/TC/JG (City wide changes to Single Detached Residential and Duplex Regulations) be approved in accordance with the Proposed Revised By-law attached, dated May 19, 2000, without conditions. It is the opinion of this Committee that approval of this application is proper planning for the City and is in conformity with the City's Municipal Plan. 2.) That Council adopt the recommendations contained in "Kitchener's Residential Streetscapes Final Report" and direct the Department of Business and Planning Services to prepare a Design Brief based on these recommendations for incorporation in the City's Urban Design Manual approved by Council. 3.) That Council confirm its commitment to mixing lot sizes within subdivisions as set out in the Municipal Plan and direct the Department of Business and Planning Services to continue to include appropriate supportive policies in community plans and prepare implementing zoning by-laws for Plan of Subdivision respecting this objective where appropriate." Councillor Jake Smola entered the meeting at this point. PLANNING & ECONOMIC DEVELOPMENT COMMITTEE MINUTES MAY 29, 2000 - 85 - CITY OF KITCHENER 2. BPS-00-025 - 3040 OLD MILL ROAD - ZONE CHANGE APPLICATION ZC 99/8/0/GR - JANET KUNSCH AND JOHN KINZIE - DOON-PIONEER WARD By way of the Agenda the Committee was advised that the staff report was not recirculated as a request has been made that the Committee defer this matter to its June 12, 2000 meeting, based on the consent of all parties. Ms. C. Ladd provided a brief verbal update explaining that the parties were actively working to resolve issues relative to this Zone Change and expected that the matter could be dealt with at the Committee's June 12th meeting. On motion by Councillor J. Haalboom- It was resolved: "That consideration of Zone Change Application ZC 99/9/0/GR (3040 Old Mill Road - Janet Kunsch and John Kinzie) be deferred and referred to the June 12, 2000 Planning and Economic Development Committee meeting." Mayor C. Zehr and Councillor G. Lorentz entered the meeting at this point. HURON BUSINESS PARK RE: BERMING OF BLEAMS ROAD FRONTAGE Councillor T. Galloway referred to a recent Council purchase of lands from BLM, the rear lots of which abut Bleams Road. He advised that he has received a number of calls from area residents questioning why a berm has never been provided along Bleams Road to screen the uses taking place in the Business Park from the residential uses on the north side of Bleams Road opposite the Business Park. He asked that staff consider the possibility of including berming as a development requirement on the south side of Bleams Road excepting the Steckle Homestead, or alternatively, having the city construct the berm. He noted that Mr. G. Borovilos had been made aware of this issue and would be taking this direction under advisement. Aisc in respect to the rear lots of Huron Business Park properties that abut onto Bleams Road, Councillor J. Haalboom suggested that there should be some requirement to obtain appropriate screening in the way of fences or vegetation to enhance the general area. She asked that staff take this matter under advisement. KITCHENER FARMERS MEAT MARKET RE: PLANNING PROCESS TO RELOCATE THE BUSINESS Councillor Jake Smola noted that the Kitchener Farmers Meat Market business was currently in the process of relocation after purchasing a site at Victoria Street N. / Forwell Road. He asked that staff monitor the necessary approvals process in regards to this relocation for the purpose of its serving as a case study of the time frame required under the planning process for such undertaking to be completed. 5. COUNCIL MEETING RE: ACCESS TO RAYLENE DRIVE FROM WESTMOUNT ROAD WEST Councillor M. Yantzi referred to Council's May 8th resolution respecting the existing access to Raylene Drive from 50 Westmount Road North and the involvement of a Mediator, who was to report to Council on June 5th. He asked that a two-week extension to report to Council be granted due to the fact that it took some time to bring parties together following Council's May 8th resolution. PLANNING & ECONOMIC DEVELOPMENT COMMITTEE MINUTES MAY 29, 2000 - 86 - CITY OF KITCHENER COUNCILMEETING RE: ACCESS TO RAYLENE DRIVE FROM WESTMOUNT ROAD WEST (CONT'D.) On motion by Mayor C. Zehr - It was resolved: "That Council's May 8, 2000 resolution respecting the existing access to Raylene Drive from 50 Westmount Road West be amended to grant an extension from June 5 to June 19, 2000 for the Mediator to report to City Council; and further, That affected parties be notified of this change in meeting date from June 5 to June 19, 2000 at which time Council will further consider this matter."
