HomeMy WebLinkAboutCouncil Minutes - 2000-01-10 SCOU NCI L\2000-01-10-SPE SPECIAL COUNCIL MINUTES JANUARY 10, 2000 CITY OF KITCHENER A special meeting of City Council was held at 12:10 p.m. this date and Chaired by Mayor C. Zehr with all members present: Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council was in receipt of Business & Planning Services report 00\01(D. Corks and T. Fox) dated January 6, 2000 recommending approval of the proposed design of a theatre on lands adjacent to the former Goudies property. Moved by Councillor B. Vrbanovic Seconded by Councillor M. Yantzi "That subject to the site plan approval process, Council approve the design submitted by Lawrence Carter, Architect, on behalf of the K-W Performing Arts Association, operating as Theatre & Company, and dated November 2, 1999, for a theatre to be located on the vacant lands adjacent to the former Goudies department store." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor J. Ziegler "That an in-camera meeting of City Council be held immediately following this special meeting to consider a personal matter, a litigation matter, two land acquisition matters and two matters subject to solicitor-client privilege." Carried. The meeting then recessed at 12:11 p.m. to allow for consideration of the in-camera agenda and re- convened at 3:00 p.m. with all members present. A motion by Councillor J. Ziegler, seconded by Councillor B. Vrbanovic, to add to the Special Council agenda of this date, a recommendation arising from the earlier Finance and Administration Committee discussion of a proposal to study options for municipal restructuring as outlined in the report of J. Gazzola dated January 7, 2000, was Lost as the required unanimous consent of Council was not obtained. The meeting then recessed at 3:15 p.m. and re-convened at 5:03 p.m. and Chaired by Mayor C. Zehr with all members present except Councillors K. Taylor-Harrison and J. Ziegler. Moved by Councillor B. Vrbanovic Seconded by Councillor T. Galloway "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2000-1 by the Clerk." Carried. On motion, the meeting adjourned at 5:04 p.m. MAYOR CLERK
