BACKGROUND: The Development Services Department is in receipt of Heritage Permit Application HPA-2020-IV-008 which is seeking permission to replace four windows in the Wagon Shed building and one window in the Forge Barn with new wood windows,at the property municipally addressed as 811-831Bleams Road and commonly known as the Steckle Heritage Homestead. Location Map:811-831 Bleams Road *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994for assistance. 4 - 1 REPORT: TheSteckle Heritage Homestead, municipally addressed as 811-831 Bleams Road, is located on the south side of Bleams Road between Trillium Drive and Strasburg Road, in the Huron Park Planning Community. The property was designated under Part IV of the Ontario Heritage Actin 1983. Designation By-law 83-116 identifies the following heritage attributes to be of particular interest: the exterior of the house, especially the log walls now covered with brick; the exterior walls of the stone outbuildings; that portion of the barn that dates back to 1891; and the artesian well. 1994 J. Steckle Heritage Homestead Study Cover Layout of Original Buildings (from Study) In 1994, a master plan of the homestead property was undertaken by heritage consultant Andre Scheinman. The study further assessed the cultural significance of the property, and outlines measures to be considered in the maintenance of several buildings and structures deemed to be of primary cultural heritage interest. The Scheinman studyhas since been used to guide conservation efforts and inform Heritage Permit applications and applications for heritage property grants. The following buildings and structures outlined in the Scheinman study are considered to be of particular interest: the farmstead house the summer kitchen the cheese house / butchery the woodshed the forge barn / root cellar the main barn the driveshed / wagon shed the milk house / ice house, and other aspects of the yard (fences, walls, wells). 4 - 2 A Heritage Permit application has been received seeking permission to replace four wooden windows in the Wagon Shed building and one wooden window in the Forge Barn, all of which have deteriorated beyond repair. 2 1 3 4 Wagon Shed bldg. showing windows to be replaced Image of Forge Barn from Scheinmen Study (left) and basement window to be replaced (right) The Heritage Permit application cites that the existing wood windows are rotten and causing damage to the respective structures asthey are no longer secure or protect the buildings from the elements. A quotation from classicwood.ca for the manufacture of 5 new wooden windows to be constructed of Ash and feature detail to match the existing in size, proportion, detail and finish is provided with the application (see Appendix ‘A’) and forms part of the proposed scope of work. In reviewing the merits of the application, Heritage Planning staff note the following: the proposalto replace materials with new elements that match the form, material and detailing of existing historic versions, follows Parks Canada’s Standards and Guidelines for the Conservation of Historic Places in Canada; the new wood windows will protect the Wagon Shed and Forge Barn buildings from exterior elements and further deterioration; and the way in which thework is proposed to be undertaken will not adversely affect thedesign or heritage character of the built heritage resources. 4 - 3 In accordance with the Heritage Permit Application form, the approval of an application under the Ontario Heritage Actshall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law.
