BACKGROUND: In the spring of 2018,Arts &Creative Industries staff werecontacted by Suzi Gursoy, a community member who hasexperienced homelessness,and wishedtorecognizethose experiencing homelessness locally with a public art installation. Ms. Gursoy envisioneda homelessness memorial and inquired withstaff aboutrecommendations forlocal artists. Subsequently,the KW Homelessness Memorial Committee was formed toincludestaff and/or representativesofRay of Hope, The House of Friendship, oneRoof, The Working Centre, YW andthe Mennonite Central Committee, as well as Suzi Gursoy andartistErnest Daetwyler. Mr. Daetwyler is the artist that the committee has commissionedto execute the design and the fabricationof the art work. ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994for assistance. 2 - 1 In late fall of 2018, Arts &Creative Industries staff met with members of the memorial committee to start a conversation about the donation of the sculptureto the City of Kitchener Collection,and about a locationon City propertyto site the artwork. REPORT: The KW Homelessness Memorial: Between a Rock and a Hard Place(Appendix A) will provide a space for friends, families and neighbours to honour those experiencing homelessness. The themes and topics addressed in this particular artwork are a reflection of current societal and regional challenges around housing, poverty, health andmental health. As we attempt to build empathy, caringand belonging, this project communicates the value of every person in this community. Specifically, it honours those who are experiencing homelessness andareoften marginalized ordismissed.In light of the purpose and message of this artwork, this sculpture will be a unique and signiollection. KW Homelessness Memorial: Between a Rock and a Hard Placeisasculpture depicting a backpack cast in bronze on ared sandstone slab.Mr. Daetwylerdeveloped the sculpture concept with Ms. Gursoy, andhe will directits fabricationand assist with installation as required. Mr. Daetwyler has createdmultidisciplinary projects, exhibitions and publicartinterventions both in Canadaand internationally. Hismeaningful interactive designscarryasocial awareness and sensitivity. He is the recipient of numerous awards, including the Canada Council for the Arts, theOntario Arts Council, the SwissFederal Office of Culture and the Waterloo Region Arts Award.Mr. Daetwyler is a founding member and former artistic/executive director of the Contemporary Art Forum Kitchener and Area (CAFKA). His Project,e to Victoria Park, is part of the Collection. TheKW Homelessness Memorial Committee various stakeholders from its contributing organizations and concluded that the idea resonated incredibly well withmanypeople with lived experience of homelessness in this community. Indeed,theimage of thebackpack serves as a strong representation ofpreciousvalued possessions frommanypersonal journeys. The intention of the artwork is to inspire hope, acceptance and positive change. With a silent, non-intrusive and respectful presence, the sculpture KW Homeless Memorial: Between a Rock and a Hard Place will contribute to an atmosphere of meaningful reflection, as well as raise awareness aboutthe experience ofhomelessness in our community. Location After considering a variety of downtown locations, the memorialcommittee and Citystaff have identifiedVogelsang Green asan idealspace to sitethe sculpture. It is centrally locatedand accessiblein downtown Kitchener.This small park is also in the process of beingredeveloped as part of the Queen Street Placemaking initiative,allowingforthoughtfulintegration of the sculpture into the park. The park is meant to be animated, with programming and active use anticipated. Thiscompliments the desire for the artwork to promoteconversation and 2 - 2 consideration.The site is particularly compelling, as it subtly brings visibility to a marginalized group without placing a commemoration of their struggle on the margins. Installation The preferred sculpture locationin Vogelsang Greenwas includedinthe Queen Street Placemaking (QSP) tenderdrawings. The planned installation of the memorialture and signage footings is summer 2020. Asthe City wouldincludeKW Homelessness: Between a Rock and a Hard Placeinits Public Art Collection, installing and maintainingthis donated artworkwould also become the C responsibility. Arts &Creative Industries staff has consulted with City staff from Parks and Cemeteries (Design and Development)regarding the proposal, specific placement in Vogelsang Green, and the process for installation.Theplacement of the artworkwithin the parkdesign has been carefully considered and revisedto ensure accessibility, reflection space,visual appeal and easymaintenance. FINANCIAL IMPLICATIONS: The City will contribute up to $15,000 from the Public Art capital account to support the installation of the artwork.Arts & Creative Industries staff agreed to cover the costs associated with the poured foundationfor the piece, delivery and installation of the sculpture, plus interpretive signage fabrication and installation. Costs associated with granular base provision and signage footing are part of the QSP project. The KW Homelessness Memorial: Between a Rock and a Hard Placehas been funded through the efforts of the KW Homelessness Committee. The total cost is $25,000 and funders include the Waterloo Region Arts Fund, Ray of Hope, House of Friendship, OneRoof, Kitchener- Waterloo Community Foundation and other local stakeholder organizations.The committeealso launchedacrowdfunding campaign. COMMUNITY ENGAGEMENT: The Public Art Working Group and the Arts &Culture Advisory Committee reviewed the proposal as a concept andas a proposed donation to the City. Both committees applaud thiscommunity initiative and the heartfelt endeavour to employ public artwork as a meansfor inclusion,dialogue and social justice. PAWG provided an official endorsement ofthe donation of the proposed artwork and installation. A supportiverecommendation was also expected to be provided by ACAC at itsMarch 2020 meeting, but that meeting was cancelled due to thepandemic.
