Vrbanovic with all members present. Johnston declared a pecuniary interest with respect to Report DSD -20-099 — Digital Service Squad Agreement With Ontario Business Improvement Area Association (OBIAA) and City of Kitchener for the Waterloo Region Small Business Centre, listed as Item 1 on the Special Council agenda this date, as she is employed by the University of Waterloo Co-operative Education Department; accordingly, she did not participate in any discussions or voting regarding this matter. Councillor C. Michaud declared a pecuniary interest with respect to Report DSD -20-100 — KW Homelessness Memorial Acquisition by Donation, listed as Item 2 on the Special Council agenda this date, as she is a sponsor for YW Kitchener -Waterloo; accordingly, she did not participate in any discussions or voting regarding this matter. DSD -20-099 — DIGITAL SERVICE SQUAD AGREEMENT WITH ONTARIO BUSINESS IMPROVEMENT AREA ASSOCIATION (OBIAA) AND CITY OF KITCHENER FOR THE WATERLOO REGION SMALL BUSINESS CENTRE Council considered Development Services Department report DSD -20-099 (C. Farrell), dated July 15, 2020, recommending the delivery of the Digital Service Squad program. C. Bluhm, Executive Director, Economic Development, introduced the matter, and C. Farrell, Manager, Waterloo Region Small Business Centre Kitchener Office, spoke to the program. In response to questions from Council, C. Farrell discussed the program, partnerships, and funding. Councillor M. Johnston declared a pecuniary interest with respect to Digital Service Squad agreement; accordingly, she did not participate in any discussion or voting regarding this matter. Moved by Councillor S. Davey Seconded by Councillor B. loannidis "That the Mayor and Clerk be authorized to sign a funding agreement with Ontario Business Improvement Area Association (OBIAA) Small Business Centre to deliver the Digital Service Squad program, with said agreement to be to the satisfaction of the City Solicitor: and further, That the General Manager, Development Services be authorized to execute on behalf of the City of Kitchener any amendments to the funding agreement provided such amendments are to the satisfaction of the City Solicitor." Carried. DSD -20-100 — KW HOMELESSNESS MEMORIAL ACQUISITION BY DONATION Council considered Development Services Department report DSD -20-100 (C. Bluhm), dated July 16, 2020, recommending the approval and acceptance into the City of Kitchener's Public Art Collection of the proposed donation of the public artwork entitled KW Homelessness Memorial: Between a Rock and a Hard Place. E. Robson, Manager, Arts and Creative Industries, and K. Varin, Public Programs Administrator, Arts and Creative Industries, spoke to the proposed public artwork, the artist, and its location. In response to questions from Council, staff spoke to public consultation, the public art process, the artwork location, and funding. Councillor C. Michaud declared a pecuniary interest with respect to the KW Homelessness Memorial Acquisition; accordingly, she did not participate in any discussion or voting regarding this matter. SPECIAL COUNCIL MINUTES JULY 20, 2020 -74- CITY OF KITCHENER Moved by Councillor K. Galloway-Sealock Seconded by Councillor D. Chapman "That the proposed donation of the public artwork by Ernest Daetwyler entitled KW Homelessness Memorial: Between a Rock and a Hard Place be approved and accepted into the City of Kitchener's Public Art Collection; and further, That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the City Solicitor, with a representative of the KW Homelessness Memorial Committee and Ernest Daetwyler, regarding the donation of the artwork and outlining the obligations for the acquisition and installation of the artwork, entitled KW Homelessness Memorial: Between a Rock and a Hard Place." Carried. IN -CAMERA MEETING AUTHORIZATION Councillor J. Gazzola questioned the appropriateness of discussing the city negotiation strategy/instruction item regarding city lands in -camera. D. Chapman, Chief Administrative Officer noted as the report identifies, the intention is to outline for Council a plan and strategy to be applied to a negotiation and to engage Council in a dialogue on this matter. It was further noted that discussions relating to city negotiations and strategies are a permitted open meeting exemption authorized by the Municipal Act. Councillor J. Gazzola requested the motion be voted on by recorded vote. Moved by Councillor P. Singh Seconded by Councillor K. Galloway-Sealock "That an in -camera meeting of City Council be held to consider a matter related to city negotiation strategy/instruction." Carried on a recorded vote. In Favour: Mayor B. Vrbanovic and Councillors S. Davey, K. Galloway- Sealock, B. loannidis, D. Schnider, M. Johnston, S. Marsh, C. Michaud, and P. Singh. Contra: Councillors J. Gazzola and D. Chapman. BY-LAW FOR THREE READINGS Moved by Councillor P. Singh Seconded by Councillor K. Galloway-Sealock "That leave be given the Mover and Seconderto introduce the following by-law for three readings and that the same be taken as read a first, second and third time, and finally be passed and numbered serially by the Clerk."
