Due to COVID-19 and recommendations by Waterloo Region Public Health to exercise physical
distancing, City Hall is closed to the public. Members of public are invited to view this meeting
electronically by contacting the Committee Administrator. While in-person delegation requests
are not feasible at this time, written comments may be submitted, and electronic participation
can be facilitated by contacting Darren Kropf at Darren.kropf@kitchener.ca. Delegates must
register by 4:00 p.m. on the business day prior to the meeting in order to participate
electronically. Written comments will be circulated prior to the meeting and will form part of
the public record.

1. Online meeting protocols

Overview
Due to COVID-19, this and future meetings are being held electronically. The chair will
introduce how online meetings will function.
Expectations of Committee
Please read the attached Virtual Meeting Protocol – Committee Members and follow the
procedures described.
2. General updates

Overview
A lot has happened in the world of trails and active transportation since the committee
last met. City staff and committee chair will provide brief updates on several initiatives,
including:
Activation of Streets staff report
Rapid Reallocation of Road Space (Region)
Separated bike lane pilot
Micromobility Feasibility Report
Bikeshare and e-scooters
E-bike regulatory definition
Expectations of Committee

3. Winter sidewalk maintenance

Overview
Currently, the City of Kitchener clears approximately 10% of the sidewalks in the City,
having responsibility for city property frontage, the downtown and back lotted properties.
In addition, an extensive Multi Use Trail network is maintained through the winter to
further support non-vehicular transportation. All other sidewalks are cleared by private
property owners and residents, guided by the snow and ice bylaw. Recognizing the
importance of providing year-round safe and accessible sidewalks to support
accessibility and active transportation options, Council tasked staff over the winters of
2018/19 and 2019/20 to investigate alternative winter sidewalk maintenance options.
Kitchener Cycling and Trails Advisory Committee
Staff have developed, implemented and evaluated a number of alternative options
through 9 pilot projects/studies over the past winter. In this consultation meeting staff
will present the evaluation results and recommendations.
Expectations of Committee
To inform you about the alternative options evaluations and recommendations and to
get your valuable input and suggestions on this matter. The committee may choose to
formulate a motion in response to the presentation.
4. Committee name and mandate

Overview
Earlier in 2020, the committee discussed a possible name and mandate change and
passed a motion that supports further exploration of an expanded mandate and
requests that staff draft a new terms of reference for the committee to review.
Given the challenges caused by COVID-19, a new terms of reference is not yet drafted.
Recruitment for the new term of members will begin in September, which is too soon to
change the terms of reference. Deferring this item to 2021 may be reasonable, with
current members providing some tangible options for the new term.

Provide feedback on timing and potential changes to the terms of reference.
5. Remembering Walter
From: Matt Rodrigues, committee chair
Overview
With sadness, the committee learned of the passing of committee member Walter
Waganka. Walter was known for building strong personal connections, helping out as
needed, and had a passion for education. At our last meeting, the committee suggested
ideas for honouring Walter. Given current realities, the best option seems to be a
donation in his honour. Causes suggested at last meeting include the Ukrainian Church,
Heart and Stroke Foundation or Cycling into the Future.

Make a decision on how to honour Walter’s contribution to this committee and
community.
