RECOMMENDATION:
That, pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2020-
V-014be approved to permit the construction of a thirdstorey rear addition,new exterior
staircase, and new second storey balcony guard railon the property municipally addressed as
226 Queen Street South, in accordance with the plans and supplementary information submitted
with the application and subject to the following condition:
1.That the final building permit drawings be reviewed and heritage clearance provided by
Heritage Planning staff prior to the issuance of a building permit.

BACKGROUND:
The subject property is located on the west side of Queen Street South between Joseph Street and
CourtlandAvenue West, within the Victoria Park Area Heritage Conservation District (VPAHCD), which
is designated under Part V of the Ontario Heritage Act.Built c. 1900, it is described in the 1995 VPAHCD
allystyled 1&1/2 storey stone residents with massive gambrel roof and front dormer,
decorative porch and side bay window.

REPORT:
HPA-2020-V-014seeks approval for the construction of a third storey rear addition and exterior staircase
to facilitate additional bedrooms for current residents of the group home that occupies this building. The
proposed third storey rear addition is approximately 51 square metres (approximately 552 square feet)
and is proposed to be clad in cement board siding, to match the colour of the existing masonry, with new
vinyl windows to match the existing.

Anew exterior staircase isproposed to replace the existing exterior staircase in order to provide access
to the new third storey addition. The new staircase will be located to the side and rear of the existing
addition, behind the original building.

Victoria Park Heritage Conservation District Plan
For major work such as additions in the VPAHCD, the District Plan policies require submission and
approval of a Heritage Permit Application. Given that the property municipally addressed as 226 Queen
required.
The VPAHCD Plan contains policies and guidelines for alterations. The building addition policies within
the VPAHCD Plan encourage additions that complement the architecture of existing buildings by blending
comfortably and inconspicuously with their surroundings. The policies regulate the following: location,
design, height, materials, roof, chimneys, walls, entrances, windows, porches, colours, and guidelines.
The proposed third storey addition and exterior stairs comply with the policies contained within the
VPAHCD Plan for the following reasons:
The addition is located at the rear of the building and the staircase is located at the rear and side
of the building;
The addition is distinguishable from the original building;
The height of the addition is relatively flush with the roof ridge of the existing building;
The roofline of the new addition will match the existing roofline of the existing addition;
The windows on the new addition match the existing windows; and
The colour of the proposed addition is complementary to the existing cladding on the existing
addition and original building.
In reviewing the merits of the application, Heritage Planning staff note the following:
The subject property is designated under Part V of the Ontario Heritage Act;
e VPAHCD;
The existing addition is not original to the building;

The proposed third storey addition and exterior staircase is compatible with the existing addition
and the original building;
The design of the third storey addition complies with the policies of the VPAHCD Plan; and
The third storey addition and exterior staircase will not detract from the heritage value of the
property or the VPAHCD as a whole.
In accordance with the Heritage Permit Application form, the approval of an application under the Ontario
Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or
legislation including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law.
In this regard, staff confirm that a Building Permit is required to carry out this work.

Draft Heritage Impact Assessment
The Planning Division is in receipt of a draft Heritage Impact Assessment (HIA) dated June 2020
and revised August 2020, prepared by Amy Barnes Consulting, regarding a proposal for a
severance at 518 Bridgeport Road East. The subject property is listed on the Municipal Heritage
Register.
The applicant’s heritage consultant will be in attendance at the September 1, 2020 meeting of
Heritage Kitchener to present the draft HIA and answer questions. Heritage Planning staff will be
seeking the committee’s inputand comments, which will be taken into consideration as part of
staff’s review of the HIA. A motion of recommendation to Council will not be required.
Excerpts from the draft HIA are attached to this memo, including:
