SUBJECT:Budd Park Indoor Soccer HVAC upgrade

RECOMMENDATION:
That staff be directed to proceed with installation of a new mechanical ventilation unitat
Budd Park Indoor Soccer Facility; and
That a budget of $150,000 be established for installation of new mechanical ventilation
unitwithfundingbeingallocatedfrom the COVID Tracked Cost operating account.
BACKGROUND:

Budd park indoor soccer fieldis an approximately 19,400 ftfacility and is primarily used by
Kitchener Soccer club which provides programming over approximately a 20week season
during winter.The facility is also rented by other sport groups and adult groups who have no
alternative facility to use.
The facility has two primary areas, an office area and a soccer field. The soccer field areahas
six unitheaters in placewhich provides heat only and there is no outdoorair ventilation system
bringing in fresh air supply.A new mechanical unitis required to provide required fresh air supply
and exhaust ventilationfor the soccer field. The office area is already supplied with adequate
fresh air supplyand exhaust ventilation.
REPORT:
Staff engaged a consultant to reviewthecurrent HVAC systemat this facility.The consultant
provided their professional opinion that while the current HVAC system does not meet the
Ontario Building Code, the facility can remain operational without mechanical ventilationas it
is an existing condition and the City would only be required to meet the requirements when any
major renovations are undertaken.

In consideration of the COVID-19 pandemic, Staff reviewed ASHRAE (American Society of
Heating, Refrigerating and Air-Conditioning Engineers)guidelines. ASHRAE’s position is that
airborne transmission of virus is likely and changes to the operation of HVAC systems can
reduce airborne exposures. One of the key recommendationsrelated to HVAC systemsby
AHSRAE is to increase outdoor air ventilation.Area municipalities’ Facilities Managers also
reviewed the ASHRAE guidelines and recommended increasing outdoor air supply.
Considering there is currently no ventilation system inthe soccer field area, staff are
recommendinginstallation of a new mechanical unit. The new unit installation will also ensure
that facility meets current Ontario Building Code and ASHRAE Standard62.1.
There is an extremely tight timeline to design, source and install the unit. The installation will
need to be completed by end of this year which will allow Kitchener Soccer Club to program a
12 week season from January till end of March. This is already a much shorter season than a
typical 20 week season every year. Further reduction to number of weeks can potentially result
in cancellation of the whole season as it may not be viable from anoperational cost
perspective.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic vision through
the delivery of core service.
FINANCIAL IMPLICATIONS:
Staff have estimated the cost ofreplacing the HVAC systemto be $150,000.Currently there are
no funds allocated to this project.As thisworkis only required at this time due to COVID,the
replacement of the HVAC systemisbeing treated as an unbudgeted cost, with funding being
allocated from COVID Tracked Cost operating account.
