Weber Contracting Limited,Breslau,Ontario, at their tendered price of $336,750.00,plus H.S.T. of $43,775.50, for a total of $380,527.50,for a one (1) year term, with an option to renew for two(2) additional twelve (12) month terms. BACKGROUND: The Storm & Sanitary Utility (SSU) requires contracted services to support the Pipe Repairs Program which addresses known defects within both Storm and Sanitary assets, mainly pipe segments such as storm mains, storm leads, sanitary mains and sanitary laterals. While the SSU Operations team does perform many sewer repairs on an annual basis, the intention of this contract is to be able to utilize a contractor to complete pipe repairs that require either specialized equipment, training or construction methodologie well suited to attempt.Examples of work may include use of trench boxes or sites that may have poor soil or high ground water conditions, complicated traffic control plans, requirement to shut down a regional road for several days at a time, the need to pipe burst and larger scale work. There is currently a backlog of sites that need to be completed, the bulk of which are planned for 2021. The need for a continuation of these services will be reviewed by SSU Operations on an annual basis. Documents were downloaded by eight(8) interested parties and by the closing date of Monday July 6,2020,two (2)proposalshad been received. The following proposalswere received: J. Weber Contracting LimitedBreslau ON * NavaconConstruction Inc.Brantford ON The proposals were rated on the following criteria: Company Capacity and Response Times Available Tools and Equipment Warranty on Workmanship Added Value Proposed Completeness of Proposal Hourly Rates, Material Costs, Cost Markup The proposals were reviewed by L. Hesch, Supervisor Operations (Sewers), B. Dubrick, Supervisor Operations (Sewers), and L. Walter, Manager Maintenance and Operations (Sanitary and Storm), who concur with the above recommendation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: the delivery of core service. 1.i - 2 FINANCIAL IMPLICATIONS: The net cost for this proposal (A), is fair and reasonable for a purchase of this scope and the upset limit is within the budget allowance (B) provided within the budget. Funding for this project is included within the approved operating budget. The estimated surplus (D) will remain in the account to fund other contracted services.
