HomeMy WebLinkAboutCompass Kitchener - 2020-10-07COMPASS KITCHENER ADVISORY COMMITTEE MINUTES OCTOBER 7, 2020 CITY OF KITCHENER The Compass Kitchener Advisory Committee met electronically this date, commencing at 4:05 p.m. Present: Ms. J. Stephens -Wells, Chair Ms. L. Fioze, Ms. L. Trumper, Ms. E. Duhaime and Mr. O. Samad Staff: K. Cooper, Manager, Strategic & Business Planning L. Korabo, Committee Administrator 1. DEBRIEF RE COUNCIL PRESENTATION Compass Kitchener received a copy of the PowerPoint presentation given at Kitchener Council on September 14, 2020; Ms. J. Stephens -Wells and Ms. L. Trumper presented. The presentation covered implementation of the Committee's recommendations as part of the 2019- 2022 Strategic Plan, the process used to develop evaluation criteria to measure progress within the Plan as well as the resulting evaluation criteria. The Chair offered thanks to Ms. K. Cooper for the significant amount of effort put into writing the staff report and assembling the PowerPoint presentation. She commented on the tie-in of having the WCCD Platinum Certification presented to the municipality prior to the Compass Kitchener presentation be given. Ms. Cooper thanked the Committee for their support and commented that their work is highly valued by City Council. As a further sign of the confidence in the Committee's work, Ms. Cooper advised that staff will be sharing a draft version of a new 'Planning 101' course with the Committee and requesting their'citizens' perspective and input on the content. This will be part of the November meeting 2. 2020 BUSINESS PLAN PROGRESS REPORT Ms. K. Cooper provided an overview of the August 2020 Business Plan Progress Report recently shared with Council. The report provides for the status of the 25 Strategic Plan actions as 1) not started 2) in progress or 3) completed. She provided commentary regarding various aspects of the report and highlighted where the recommendations of Compass Kitchener were incorporated. Ms. Cooper advised that actions shown as not started are mostly due to staffing changes tied to the pandemic; however, she also commented that despite this disruption, good progress has been made in many areas. It was noted that the UN's Sustainable Development Goals (SDG) have been included in the Strategic Plan, with each of the 25 actions connected to at least one SDG. As a direct result of its commitment to the SDGs, Ms. Cooper advised the City received funding from Employment and Social Development Canada to help with localizing them. Part of this funding is being used for consultants to work with the Corporate Leadership Team to reframe governance to integrate strategic planning with social equity, environmental and economic objectives. The report's appendix also provides information on the project manager assigned as well as a timeline to completion. Where possible links have been embedded into this document to provide ease of access to information containing a greater level of detail. The Committee was also provided with the evaluation criteria document and was advised this information has been well received by staff. It was suggested that the term `evaluation criteria' be changed to `evaluation measure' to more accurately describe the purpose of the impact(s) COMPASS KITCHENER ADVISORY COMMITTEE MINUTES OCTOBER 7, 2020 -13- CITY OF KITCHENER 3. CITIZEN DASHBOARD PROJECT CHARTER (CONT'D) The citizen dashboard project is to develop a public -facing, user-friendly, interactive dashboard to display progress in implementing the Strategic Plan. The dashboard will be updated regularly and available on the city's website. It will make use of metrics to illustrate the impact of the 25 actions in the 2019-2022 Strategic Plan and will allow the public to access information at varying levels of detail based on interest. The dashboard will initially be created by staff using either the Microsoft Power BI or K-Geohub platforms (testing underway to determine). If future iterations required a more complicated approach, staff will reach out for consultants. Ms. K. Cooper led Compass Kitchener through the various sections contained in the Charter and received feedback on several components. The sections reviewed were: • Objectives of the dashboard project; • Key deliverables; • Project Timelines; • Communications Plan; • Constraints and Assumptions; • Success Factors; • Risk Mitigation; and • Budget. Ms. L. Fioze commented that the Region had used Microsoft Power BI and experienced some issues with web compatibility and was pleased to note that the City's TIS Division will be a partner in this project. Mr. O. Samad emphasized the importance of user testing and feedback as the dashboard is being developed. Overall, Compass Kitchener members were pleased with the draft project charter and thanked staff for their work in developing same. 4. OTHER BUSINESS The minutes of the September 2, 2020 meeting were reviewed. Notes from the March 2020 All Advisory Committee meeting were circulated. 5. ADJOURNMENT The meeting adjourned at 5:05 pm.
