SUBJECT: Nominating Committee—Appointments to Advisory Committees
(2016-2018)
RECOMMENDATION:
That the list of recommended candidates for 2016-2018 Advisory Committee vacancies
be approved, as attached to staff report FCS-16-178 in Appendix "A".
BACKGROUND:
In November 2014, Council appointed various citizens to its Advisory Committees, Boards and
special committees based on the recommendations of the Nominating Committee (the
Committee). Appointments vary in length from 1 to 4 years depending on the Advisory
Committee/Board.
The Committee, comprised of five (5) members or their designates, were reappointed by
Council for a two-year term from May 2016 to May 2018 as follows:
• K-W Community Foundation (Director of Community Investments),
• K-W Multicultural Centre (Executive Director),
• K-W United Way (Chief Executive Officer),
• Capacity Waterloo Region (Executive Director), and
• Greater K-W Chamber of Commerce (President/Chief Executive Officer).
The Committee's mandate is to assess applications for the City's various Advisory Committees
of Council and to present Council with a list of suggested applicants for each committee. When
assessing applications, the Committee considers the Terms of Reference for each Advisory
Committee as well as the following to determine the best fit for applicants:
1) The applicant's 1St choice of committee, wherever possible;
2) Applicant's expertise and interest as outlined in the application;

3) A mix of returning members and new members to support succession planning and
continuity within the Committee; and,
4) The application of a "diversity lens" to increase diversity on each committee to more
accurately reflect the makeup of the community.
REPORT:
Recruitment took place over a 3-week span at the beginning of September using various means
including the Kitchener Post, the Kitchener Citizen, radio, a poster campaign, social media, and
the City's website. As well, current members of the advisory committees were encouraged to
re-apply and citizens who were registered in the City's volunteer database were contacted.
Supported by Christine Tarling, Director of Legislated Services/City Clerk and Linda Korabo,
Executive Assistant/Committee Administrator, the Nominating Committee met on two (2)
separate occasions on October 25 and November 1 to review the 126 applications received for
102 vacancies on the following City Advisory Committees:
• Arts and Culture Advisory Committee;
• Compass Kitchener;
• Cycling and Trails Advisory Committee;
• Downtown Action and Advisory Committee;
• Economic Development Advisory Committee;
• Environmental Committee;
• Heritage Kitchener; and,
• Safe and Healthy Community Advisory Committee.
In response to feedback received from various stakeholders including the 2014-2016
Nominating Committee, Advisory Committee Administrators, and Volunteer Resources staff,
Legislated Services staff implemented a number of improvements for the recruitment process.
Information on the City's website regarding the City's Advisory Committees has been enhanced
to now include testimonials from current and past Advisory Committee members, greater clarity
around vacancies, and more information about the roles and responsibilities of Advisory
Committee members. As well, extensive work has been done to enable online applications to
better facilitate citizens wishing to apply. New for this recruitment cycle was the addition of
questions regarding what interests the applicant about the Advisory Committee(s) to which they
were applying and why they have applied. It was felt these additional questions would augment
the questions around skills and experience to help improve the Committee's ability to assess the
best fit for the various Advisory Committees. As previously done at the conclusion of every
major recruitment cycle, staff will follow-up with the Committee in order to solicit feedback for
further enhancements.
Wherever possible, the Committee provided applicants with their first choice but in some cases
where that was not possible, applicants were given their second and even their third choice in
order to have the opportunity to serve on an Advisory Committee of some kind. The application
form included messaging to encourage applicants not to select a second or third choice if they
were not committed to serving on those Advisory Committees if selected for one of them.
As with previous recruitments, the Committee was challenged to fill all sector vacancies for the
Downtown Action and Advisory Committee, Economic Development Advisory Committee, and
Heritage Kitchener. Specific vacancies remain as follows:

Notwithstanding those vacancies, the Committee is recommending appointing more members-
at-large given the number of applicants interested in those Advisory Committees; thus,
Downtown Action and Advisory Committee has a total of 12 recommended appointees out of a
possible 15 positions; Economic Development Advisory Committee has 13 recommended
appointees out of a possible 16; and Heritage Kitchener has 10 out of a possible 14. For that
reason, staff is not recommending a targeted recruitment to fill these vacancies at this time.
Staff will list the vacancies on the City's website and entertain any applications for those
vacancies should there be any. As well, should a mid-term vacancy occur, staff will try to recruit
for all the vacant positions available at that time.
A listing of applicants for each Advisory Committee is presented as a suggested slate for
Council's consideration and is attached as Appendix W. Also attached is Appendix `B' which is
a listing of applicants not designated to an Advisory Committee.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic vision
through the delivery of core service.
FINANCIAL IMPLICATIONS:
None at this time.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in advance of the
council / committee meeting.
COLLABORATE — Enhancements to the recruitment process were discussed with various staff
and other stakeholders. As well, the Nominating Committee is comprised of citizens who
provide direct advice and recommendations regarding the composition of the City's Advisory
Committees. The members of the various Advisory Committees also provide advice and
recommendations to Council and, in this way, partner with the City in decision-making.
