1.DSD-20-157-KGMS 2020 ANNUAL MONITORING REPORT
The Committee considered DevelopmentServices Department report DSD-20-157,dated
October 8, 2020regarding receipt of the 2020 Kitchener Growth Management Strategy (KGMS)
and providing the Monitoring Report to the Region of Waterloo.
On motion by CouncillorM. Johnston-
it was resolved:
“That the Kitchener Growth Management Strategy 2020 Annual Monitoring Report,as
outlined in Development Services Department report DSD-20-157,be submitted to the
Regional Municipality of Waterloo in fulfillment of Clause 22.1 of the Administrative
Agreement between the City of Kitchener and the Region regarding delegated approval
authority.”
2.DSD-20-175-ALL-WAY STOP CONTROL -THOMAS SLEE DRIVE & SOUTH CREEK DRIVE
The Committee considered DevelopmentServices Department report DSD-20-175, dated
October 9, 2020 recommending approval of the installation of an all-way stop control at the
intersection of Thomas Slee Drive and South Creek Drive.It was noted there was a clerical error
in the Report, the all way stop waslocatedin Ward 4 rather than in Ward 5.
On motion by Councillor M. Johnston -
it was resolved:
“That the Uniform Traffic By-law be amended for the installation of an all-way stop control
at the intersection of Thomas Slee Drive and South Creek Drive, as outlined in
Development Services Department report DSD-20-175.”
3.INS-20-017-KITCHENER URBAN FOREST CANOPY -UPDATE
The Committee considered InfrastructureServices Department report INS-20-017, dated
October 20, 2020regarding the development of the Kitchener Urban Forest Canopy specifically
regarding the development of a tree target. Dave Schmitt presented the Report and responded
to questions from the Committee. Niall Lobley was also in attendance to respond to questions
from the Committee.
In response to questions, Niall Lobley advised he would not be able to commit to the use of
edible forests as part of the urban forest canopy target. He stated it was something staff could
possibly consider as part of the report back in Spring 2021 to seek further Council direction on.

On motion by Councillor B. Ioannidis-
it was resolved:
“That staffbe directedto undertake engagement and consultation with stakeholders and
the community in respect to developing an Urban Forest Canopy Cover target for the City
of Kitchener, as outlined in Infrastructure Services Department report INS-20-018;and
further,
That staff report back to Council on a recommended target in late Spring 2021.”
