ALSO PRESENT: Councillor Tom Galloway, Valerie Gibaut~ and Jane Jantzi REGRETS: Tito Gughelmi, Wayne Hussey, Jim McCutcheon and Jerry Mclnnis RECORDER: George Borovilos 1. Review of Minutes of October ~1, 1993 The minutes of October 9L 1993 were adopted. Kitchener Asphalt Presentation Paul Britton of McNaughton Hermson Britton Clarkson and Terry Waites, Ih'esident of Kitchener Asphalt appeared before the committee to make a presentatio~ P. Britton tabled a proposal by Kitchener Asphalt to acquire Lot 84 in Huron Business ParlL He prefaced his remarks by indicating that the company has been currently operating on leased land in the Huron Business Parl~ The acquisition of these lands by the City of Kitchener and Council's recent approval of the Interim Control By-law has resulted in Kitchener's Asphalt search being accelerated for a permanent locatiom In support of their position, the following points were presented: The lot is zoned B-1 according to By-law 85-1. This zoning category pro, nits the proposed use. The only other zoning category pm~nit this use is M-4. Co A site which meets the MOE "rule of thumb" minimum distance separation from existing residential use~ A location which does not overlap with trade areas presently being served and which is close to their customer market in order to minimize transportation costs because of the need for the hot mix asphalt to be laid hot~ eo PI'oximity of site to the company's existing location which should result in no net traffic impact to the road networl~ Economic Development Division November 25, 1993. B~qtton illustrated on a map of the City several other appropriately zoned sites which were plotted and analyzed to the previously summarized c~qteri& It was their opinion that Site 84 of the Huron Business Park met their location and market considerations A lengthy di~ussion ensued raising several areas of concern by the Committee. They are as foHowg The height of the berm which buffers the site. T. Waites indicated a berm height of 3 to 4 feel bo The height of trees on top of the berm. T. Waites suggested that mature trees would be considered in the vicinity of 15 to 90 feel Co The height of the stack T. Waites indicated that it would be in the range of 30 to 35 feel MOE restrictions regarding the new facility. T. Waites indicated that the plant would require a Certificate of Approval pursuant to the Environmental PI'otection AcL Additionally, the company is proposing a "baghouse" rather than a "wet scrnbber system" because it is acknowledged to be more efficienL P. B~qtton added that the facility would also be subject to site plan approval eo The decibel level of noise being emitted from the facility. T. Waites suggested that the new facility would be quieter than the existing facility. The capacity of the road network P. B~qtton rephed that the movement of the facility from its present location to the proposed site on Lot 84 would not have any noticeable increased traffic volume~ Economic Development Division November 25, 1993. Waites indicated that in both processes no odour occurs~ however the end product (hot mLx asphalt) does have a smell normally associated with this product~ Are there any solids or residues. T. Waites indicated no. Has there been any complaints with respect to the current facility. T. Galloway indicated he has not received any to date. kVL Hiscott replied that he did receive some complaints when he was the Ward Alderma~ The Committee concluded that further discussion of this issue should take place and that that the Committee members review Kitchener Asphalt's proposal in deptl~ It should be noted that the video provided by the company will be shown prior to discussion of this matter at the next meeting. 3. K-W Chamber's Report on Economic Development Greg Weiler, Chah' of the Chamber's sub-committee on economic development activities appeared before the committee to solicit input to the ch'aft report on economic development activities in Canada's Technology Triangle. He pointed out that the Chamber struck a sub-committee to review Gerry Thompsoffs proposal for regional economic development D. Beach pointed out the G. Thompsoffs report was the result of the Beingessner Task Force on the Regional Economy. G. Weiler outlined the five recommendations of the repo~q; Economic development activities should provide greater emphasis on assisting local Economic Development Division November 25, 1993. BUSINESS AND INDUSTRY ADVISORY COMMITTEE - MINUTES busines~ bo Economic development activities should continue to occur at the local municipahty level through theh' respective economic development office~ Co Rationalize and co-ordinate local municipal economic development activities by marketing the CT~ concepk ck Canada's Technology Triangle (CLX) should become more than just a concept Cl~ should be the entity to perform regional economic development activitie~ eo CIT should assist in the co-ordination of activities, communication and administ~'ative support for the local business organizations and committees focusing on computer technology, environment, export development, educational excellence, total quahty management and venture capital A discussion ensued which focused on the following issues The need to rationalize CIW as a formal organizatiom bo Perception w reahty of how Cl~ k functionally locally as opposed to internationally. Co The reahty that the majority of the activities mentioned in the report are currently being performed by CT~ or individually in the respective economic development organization~ The committee suggested that a report be prepared by the Economic Development staff to adch'ess this Economic Development Division November 25, 1993. Other Business Due to the length of the discussion on items 1 and ~, a number of scheduled items would be deferred to the next meeting.
