MINUTES
THURSDAY, OCTOBER ~1, 1993

Review of Minutes of September ~3, 1993
The minutes of September 93, 1993 were adopted.
Business arising from Minutes:
Georgian Bay Water Pipeline Concept
Committee discussed the request from Jack Young to making a presentation on the Georgian
Bay Water Pipeline concept. IVL Hiscott explained the present system running from the
Grand River to Mannhein~ It was noted that the City's current usage has decreased over the
past five year~ Committee decided that the issue is political at the regional level and that a
presentation to this Committee would not accomplish anything. V. Gibaut was asked to
advise ~Vh'. Young.

Display l:q'esentation in City HaH
V. Gibaut gave Committee a brief overview of what she felt was required in order to display
locally manufactured products in City Hall She asked Committee for their support in setting
up a sub-committee to investigate the possible locations wit|lin City Hall as well as costs,
maintenance and to come up with a recommendation to take to City Council D. Beach, IVL
Hisco~ IVL Wagner and C. Schneider volunteered to assist V. Gibaut.

V. Gibaut and Irk Wagner gave an overview on the City Council and Management workshop

entitled "F~xplorations '93". Most of the material covered was on internal issues such as
administration; relationships - staff with staff; council with council; and staff with council
NL Wagner felt that one of the more important issues raised and supported by those present
were leadership and communicatio~ Both V. Gibaut and Councillor Wagner felt that the
fh~t session was successful l~qday, October 2gnd has been set aside for the next sessiom
It was noted that the Kitchener Downtown Business Association will be hosting a conference
on Saturday November 6th at a cost $90. per person entitled "Vision '93". Another conference
hosted by the Arts & Cultural Advisory Committee will take place in late winter or early
sp~qng '94.

Joint CTT/Advisory Committee
NL Itiscott gave an overview of the meeting held l~qday, October 15, 1993 with
representatives from Guelph, Cambridge, Waterloo and Kitchener's Economic Development
Department and representatives from each respective Advisory Committee.
Discussion dealt with the issues of joint marketing, relationship, and role with the Waterloo-
Guelph Regional Ahl0ort and the impending report regarding Regional economic
development prepared by a sub-committee of the K-W Chamber of Commerce. Concern was
expressed that this report is being discussed by the Chamber Board without input from the
stakeholders~ D. Beach was asked to take concerns to the Board on behalf of Committee. V.
Gibaut was asked to obtain copies of the Reporb
3. Economic Development Division Marketing Plan '94
V. Gibaut reviewed the ch'aft Marketing Plan for 1994 which was prepared using the same
budget figure as in the past 3 years ($98,500). In response to a memo from Nh'. McKay
suggesting all Departments consider a 5% reduction in theh' 1994 budget~ adjustments to the
Marketing Plan were made. The net effect on the Economic Development budget is
approximately $9L000 and V. Gibaut suggested that $90,000 be removed from the Marketing
Budget~ more specifically in the allocation for the Downtown external marketing. It was
pointed out that we can assist the KDBA in theh' marketing efforts by following our existing

Marketing Plan, and that a very small amount of the allocation was used du~qng 1993. After
further discussion, it was recommended by the Committee that $90,000 be eliminated from
the Marketing budget for 1994 and that this be presented as responsible budgeting.
V. Gibaut continued to review the new programs suggested in the Marketing Plan, more
specifically - $5,000 allocated for an analysis of the local economy using Nuala Beck &
Associate~ It was suggested by Committee that references should be obtained from some of
theh' municipal chents prior to ente~qng into a contract with then~ $5,000 has been allocated
for purchase of a new trade show booth, one that is portable and easily assembled by staff. It
was pointed out that continuing to use a part of the CTT booth is extremely costly, and staff
felt that the cost of purchasing a booth would be offset in the fhst two or thi'ee show~ It
would also enable staff to make more use of the booth at local events, thereby enhancing the
local awareness of the services offered by the Economic Development Divisiom

Prospective Land Sales
V. Gibaut reviewed the status of thi'ee land sales which staff is presently handling. In
particular, the issue regarding Site 196, 9.4 acres of which a locally company is interested in
purchasing. To subdivide the site would leave approximately 9.7 acres for sale. The comittee
felt that it was not a good idea to divide the site, and suggested that the prospective purchaser
be encouraged to consider other sites in the Business ParlL The price in question of $70,000.
per acre was considered to be fab'. V. Gibaut agreed to contact the company and discuss other
alternative~

The Breald'ast Seminar held October 14th had 18 local business people in attendance.
This fhst session was well received by those who participated.
As a result of the Breald'ast Seminar, the pubhsher of K-W Business News will be
featu~qng Kitchener in a special issue in December.
As a point of interest N was noted that both the Ihqce Club, and M & M Meat Shops
train managers at theh' Kitchener facilities which generates business for hotels,
restaurants and other businesses du~qng the training period. Holiday Inn has
indicated that todate this has been theh' best year ever. J. Tibbits advised Committee
that in February 9-11, 1994, Conestoga College is hosting the annual Association of
Colleges of Apphed Arts & Technology of Ontario (ACAATO) conference which
represents 23 colleges across Ontario. Du~qng this 3 day event approximately 500
people will be utilizing the Valhalla Inn facility.
