MINUTES
WEDNESDAY, JANUARY 14, 1998

1. Appointment of Chair and Vice Chair

A Delegation from Stax' of Fortune consisting of Eric Luke, PI'esident/Dh'ector along with
lqYank Fisch, Jeff Wilby, Michele McKenzie and lqYed Goldberg were present at todays
meeting to give Committee an overview of the principals/operating philosophy of theh'
operatio~ In order to control the current roving Monte Carlo events, the provincial
government is pm~nitting 44 charity gaming clubs to be set up in Ontario which will replace
these Monte Carlo event~ Stax' of Fortune was the
only Canadian operator selected by the Government of Ontario Gaming Commission, to
develop Charity Gaming Casinos in the Kitchener-Waterloo, Ottawa, Durham Region, and
York Regiom
A few of the highlights mentioned are:
94 hour per day, 7 days a week operation
appro×imately 950 full time local jobs- average $13. per hour excluding tip pooling
skills training provided which have to meet the Policy PI'ocedures and Training
Standards set out by the Ontario Gaming Control and Ontario Lottery Corporation
and will require the help of local Universities and College. The Canadian
Foundation of Compulsive Gambling regulates the standards set out by the above
organizations
high standards and top level management within clubs
site selection - possible LuLu site on Highway #8 - 95,000 sq. ft, at north end (1/3 of
existing building)
gaming floor will be 10-19,000 sq. ft,

Committee concluded that todays presentation was of great interest, It k undemtood that Council
cannot veto this decision, however they are currently reviewing the interim by-law which is slowing
down the process

This item was deferred to the February 19th meeting.

4. MINUTES OF NOVEMBER 19, 1997
a) Minutes of November 19, 1997 were approved and adopte&
b) Business arising from minutes;
a (h'aft extension pohcy report will go to Planning & Economic Development
Committee on February 9th which proposes that all owners, that have currently been
extended an extension on theh' property will have one year to construct a building on
theh' property. Any new owners will have two years to buil&

4. OTHER BUSINESS
Meeting Date Schedule
Committee agreed that meetings be held every second Wednesday of the month, 1lam
- lpm in the Council Caucus Room, City Hall until June 30th, 199S.
Meeting dates for 1997:
January 8th; February 19th; March llth; Ap~ql 8th; May 13th; and June 10t]~
Committee members will be made aware of any changes to the above schedule.
b) Restructuring/Downloading
There are several issues with respect to PI'ovincial downloading and the effect on the
City. How the City deals with these issues will be dealt with at the Regional level
Committee agreed that theh' position/input be discussed at the meeting of February
18th to make theh' comments to Regional Council In order to understand the issues,
Pauline Houston, City Treasurer will be asked to attend this meeting.
c)
V. Gibaut announced that Canada's Technology Triangle is going thi'ough a new look
to make CTT more visible. A web site is currently being developed and a formal
launch of this new look will be in the Sp~qng of '98.
d) Huron Woods land swap proposal is on hold at this time.

Two Call Centres are currently negotiating space in the downtown and MEDq~ k
competing with Ottawa for one which will possibly generate LO00 jobs~
Gateway Park has sold 7 acres to Chapters Bookstore for a 10 screen movie theatre.
Anticipated date of opening is unknown at this time.

a recent survey sent out to local businesses asking il' they plan on expanding and/or
hi~qng within the next two years, majo~qty said yes
