Due to COVID-19 and recommendations by Waterloo Region Public Health to exercise physical
distancing, City Hall is closed to the public. Members of public are invited to view this meeting
electronically by contacting the Committee Administrator. While in-person delegation requests
are not feasible at this time, written comments may be submitted, and electronic participation
can be facilitated by contacting Darren Kropf at Darren.kropf@kitchener.ca. Delegates must
register by 4:00 p.m. on the business day prior to the meeting in order to participate
electronically. Written comments will be circulated prior to the meeting and will form part of
the public record.

1. Welcome and volunteer support

Overview
The shift to virtual meetings and other competing pressures, such as virtual school for
families, during the pandemic are placing strain on peoples' time. The Committee
Administrators and Chair/Vice-Chair are committed to supporting all members of
KCTAC to ensure they can continue to participate in meetings and committee activities.
As the 2021-2022 term proceeds, Committee members are encouraged to speak with
staff or other committee members to identify ways to support your continued
participation with KCTAC.
Expectations of Committee
For information. Members are asked to share ways that the Committee can proactively
support and address barriers to their participation in KCTAC as they arise.
2. Workplan development

Overview
At the start of each term, advisory committees are encouraged to brainstorm potential
priorities and projects to form a workplan for the next two years. Returning committee
members will share some of their highlights from the past term.
Committee members are encouraged to review the committee’s Terms of Reference to
ensure ideas are within the scope and mandate for the committee.
A good source of idea generation is the Cycling and Trails Master Plan.
Expectations of Committee
Come prepared to share ideas of things you’d like the committee to focus their time on
for the next two years.
3. New terms of reference

Overview
In 2020, the previous members of this committee considered possible changes to the
committee’s Terms of Reference. The changes would expand the committee’s mandate
to emphasize safety, accessibility, comfort and convenience of streets and trails for all
users, with an emphasis on protecting vulnerable users (pedestrians and cyclists).

Expectations of Committee
Please review the Terms of Reference. Members are asked to share if they feel an
update is needed, and if so, what changes they would like to see. Comments will be
used to review a new draft Terms of Reference at the next meeting before any final
decisions are made.
4. E-scooter consultations

Overview
The Ontario Ministry of Transportation (MTO) launched a new, five-year pilot to permit
Electric Kick Scooters (e-scooters) on roads.
The province outlined that it is up to municipalities to pass by-laws to permit the use of
e-scooters locally and determine where they can and cannot operate.
Staff from the Region of Waterloo and Cities of Cambridge, Kitchener, and Waterloo
have prepared several options for permitting e-scooters locally. These options range
from nowhere to anywhere a bike can go.
Expectations of Committee
For information. Please learn more and complete the survey at
https://www.engagewr.ca/e-scooters. A representative from the Region of Waterloo will
attend a future meeting to summarize what was heard and gather feedback for
implementation of an e-scooter pilot project.
5. Upcoming infrastructure projects

Overview
Kitchener City Council approved the 2021 budget in January. City staff will describe the
infrastructure projects that were included in that budget.

6. Winter Bikealoopza

Overview
Last year, the city celebrated Winter Bike to Work Day. Things look a lot different this
year, but we can still stay connected while being far apart. On Friday, February 12, get
your essential exercise by riding a bike loop through your neighbourhood. Share your
commitment with the world to put Kitchener on the map! Learn more at
