The Community and InfrastructureServices Committee held an electronic meeting this date,
commencing at 2:02p.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor
J. Gazzola to discuss Consent items3, 4 and 5listed on the agenda, which was voted on and was
Carried.
Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor
D. Chapmanto discuss Consent item 1 listed on the agenda, which was voted on and was Carried.
Councillor S. Marsh entered the meeting at this time.
1.CSD-21-003 -AMENDMENT TO ADMINISTRATIVE PENALTY BY-LAW -IDLING CONTROL
The Committee considered CommunityServices Department report CSD-21-003, dated January
27, 2021 recommending approval ofan amendment to the Administrative Penalty By-law for
idling control. G. MacNeil was in attendance to respond to questions from the Committee.
It was noted any recommendation arising from this matter would be considered at a special
Council meeting later this date.
On motion by Councillor S. Davey -
it was resolved:
“That the fine amount set out in Schedule ‘A’ of the Administrative Penalty By-law 2019-
039 outlined in Community Services Department report CSD-21-003as it relates to idling,
be approved.”
2.DSD-21-009-REMOVAL OF HOLDING PROVISION -ZBA20/014/S/JVW
-STRASBURG ROAD AT ROCKCLIFFE DRIVE
-HALLMAN CONSTRUCTION
The Committee considered DevelopmentServices Department report DSD-21-009, dated
January 8, 2021 recommending approval of Zoning By-law Amendment Application
ZBA20/014/S/JVW for the purpose of removing holding provision 73H for Strasburg Road. In
addition, the Committee was in receipt of a written submission from Paul Britton, MHBC
Planning, dated February 6, 2021 in support of the recommendation as outlined in Report DSD-
21-009. J. von Westerholt was in attendance and responded to questions from the Committee.

-HALLMAN CONSTRUCTION (CONT’D)
On motion by CouncillorS. Davey-
it was resolved:
“That Zone Change Application ZC20/014/S/JVW for Strasburg Road, (Hallman
Construction) for the purpose of changing the zoning by removing Holding Provision 73H
from the lands specified in the attached Map No.1, in the form shown in the ‘Proposed
By-law’ dated February 8, 2021, attached to Development Services Department report
DSD-21-009 as Appendix ‘A’, be approved.”
3.COR-21-001-HOUSEKEEPING AMENDMENTS TO PAYDAY LOAN ESTABLISHMENTS
SCHEDULE
The Committee considered Corporate Services Department report COR-21-001, dated
December 15, 2020 recommending approval of amendments to Payday Loan establishments as
attachedto Appendix ‘A’ in the Report. H.Fylactou was in attendance and responded to
questions from the Committee.
Councillor P. Singh entered the meeting at this time.
On motion by Councillor S. Davey -
it was resolved:
“That Schedule 17.1 of the BusinessLicensing By-law 2017-139, be amended to update
the list of recognized addresses within the Payday Loan Establishments Schedule
(Schedule 17.1), attached to Corporate Services Department report COR-21-001 as
Appendix ‘A’.”
4.DSD-21-018-ASSIGNMENT OF LEASE -200 KING STREET WEST
The Committee considered Development Services Department report DSD-21-018, dated
January 13, 2021 regarding the execution of an assignment and amending lease agreement
with 2609699 Ontario Inc and Feelings fromthe Heart. C. Bluhm was in attendance and
responded to questions from the Committee.
On motion by Councillor S. Davey -
it was resolved:
“That the Mayor and Clerk be authorized to execute an assignment and amending lease
agreement, subject to the satisfaction of the City Solicitor, with 2609699 Ontario Inc. and
Feelings from the Heart allowing for the assignment of the existing City Hall wedding
chapel lease for a five year term, with an option to renew for an additional five years and
other minor amendments, as outlined in Development Services Department report DSD-
21-018.”
5.DSD-21-019-ON-STREET PARKING REGULATIONS
The Committee considered Development Services Department report DSD-21-019, dated
January 14, 2021 recommending approval of various on-street parking regulations.
On motion by Councillor S. Davey -
it was resolved:
“That parking be prohibited on the south (odd-numbered) side of Wilson Avenue from
Woodhaven Road to a point 25 metres west of the intersection of Wilson Avenue and
Woodhaven Road, as outlined in Development Services Department report DSD-21-019;
and,

5.DSD-21-019-ON-STREET PARKING REGULATIONS (CONT’D)
That parking be prohibited on the south (odd-numbered) side of Hidden Valley Road from
the north intersection of Hidden Valley Road and Wabanaki Drive to a point 300 metres
west of the north intersection of Hidden Valley Road and Wabanaki Drive; and,
That on-street parking be prohibited on the north side of Old Carriage Drive from Homer
Watson Boulevard to a point approximately 100 metres west thereof; and,
That parking be prohibited on the east (even-numbered) side of Sienna Street from
Sienna Crescent to Fischer-Hallman Road; and,
That stopping be prohibited from 8:00 AM to 4:30 PM Monday-Friday on the west (odd-
numbered) side of Autumn Hill Crescent from Westheights Drive to a point 35 metres
south thereof; and,
That parking be prohibited on the north (even-numbered) side of Dekay Street from a
point 41 metres west of Shanley Street, to a point 10 metres west thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.”
6.DSD-21-021-STORMWATER MARKET INCENTIVE PROGRAM
The Committee considered Development Services Department report DSD-21-021, dated
January 22, 2021 regarding the Stormwater Market Incentive program.C.Bennett presented
the report. B. Lamand J. Readman were also in attendance and responded to questions from
the Committee.
On motion by CouncillorS. Marsh-
it was resolved:
“That staff proceed with the development of a Market Incentive Program, as outlined in
Development Services Department report DSD-21-021, to encourage implementation of
source-control stormwater management practices on private properties and report back
to Council with recommended program details by December 2021.”
7.DSD-21-020-CONTINUED SUPPORTS FOR BUSINESSES IMPACTED BY PROVINCIAL
RESTRICTIONS
The Committee considered Development Services Department report DSD-21-020, dated
January 28, 2021 recommending approval of continued supports for businesses impacted by
Provincial restrictions as outlined in the Report.C. Bluhm presented the report and responded
to questions from the Committee.
It was noted any recommendation arising from this matter would be considered at a special
Council meeting later this date.
On motion by Mayor B. Vrbanovic-
it was resolved:
“That, as part of the City’s ongoing efforts to support businesses impacted by Provincial
restrictions due to the COVID-19 pandemic, the City undertake the following:
a.Continue to provide necessary resource supports in the Waterloo Region Small
Business Centre to continue to provide needed services where Provincial funding
is unavailable;
b.Utilize all relevant and applicable City of Kitchener communication channels to
ensure local businesses are aware of all funding supports, including Federal and
Provincial programs;

7.DSD-21-020-CONTINUED SUPPORTS FOR BUSINESSES IMPACTED BY PROVINCIAL
RESTRICTIONS(CONT’D)
c.Continue to provide support to the KW Chamber of Commerce, Business
Improvement Areas and Waterloo Region Tourism Marketing Corporation for their
recovery initiatives, such as the Live: Ask an Expert webinar series;
d.Extend the waiving of fees for portable signs until June 30, 2021, authorizing staff
to further extend the waiving of these fees until the end of the pandemic if deemed
necessary;
e.Extending 2021 Business Licensing due dates and deferring late fees until June
30, 2021;
f.Continue to provide free parking in Downtown surface parking lots after 5pm and
on weekends until June 30, 2021, authorizing staff to further extend said free
parking until the end of the pandemic if deemed necessary;
g.Ensure an expeditious patio approval program remains in place in advance of
warmer weather, including the waiving of municipal patio fees;
h.Continue to support tenants of City of Kitchener facilities, such as the Kitchener
Market, with accessing applicable Federal and Provincial support programs, such
as rent relief subsidies; and further,
That City staff continue with a phased and agile approach to industry consultation and
business recovery, as outlined in Development Services Department report DSD-21-
020.”
8.DSD-21-006-DEVELOPMENT SERVICES REVIEW PROJECT CLOSE-OUT REPORT
The Committee considered Development Services Department report DSD-21-006, dated
January 21, 2021 summarizing the final results from the City’s Development Services Review.
M. Love presented the report and responded to questions from the Committee.
In response to questions, J. Readman advised expanding the mailed circulation notice from 120
to 220m increases the current mailing costs by approximately 5 times the current amount.
Councillor P. Singh requested additional information prior to the Council meeting on what the
actual dollar amounts would be for the mailout circulation on Planning Act Applications. In
response to further questions, M. Love advised updating the mailout to the newly proposed post
card is a pilot project. Staff anticipate reviewing the results of the pilot as part of the Public
Engagement Policy update anticipated to be completed in June 2021.
On motion by Councillor P. Singh -
it was resolved:
“That Development Services Department report DSD-21-006, regarding Development
Services Review Project Close-out Report, be received for information.”
