The Community and Infrastructure Services Committee held an electronic meeting this date, commencing
at 10:04 a.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor J.
Gazzola to discuss Consent items 4, 5 and 6 listed on the agenda, which was voted on and was Carried.
1.DSD-2021-6-PRIVATE STREET NAMING REPORT -623 BECKVIEW CRES.
The Committee considered Development Services Department report DSD-2021-6, dated February
19, 2021 regarding the proposed naming of a private street ‘Wheat Lane’ by Fusion Homes within
the residential development locatedat 623 Beckview Crescent.
On motion by Councillor J. Gazzola -
it was resolved:
“That the private street located at 623 Beckview Crescent be named “Wheat Lane”, as
outlined in Development Services Department report DSD-2021-6; and further,
That the City’s Legal Services division be directed to proceed with the required advertising,
preparation and registration of the necessary By-law for the naming of “Wheat Lane”.”
2.DSD-2021-8-REMOVAL OF HOLDING PROVISIONS UNDER BY-LAW 2019-051
-ZONING BY-LAW AMENDMENT APPLICATION ZBA20/007/W/AP
The Committee considered Development Services Department report DSD-2021-8, dated February
16, 2021 recommending approval of Zoning By-law Amendment Application ZBA20/007/W/AP, for
the purposes of removing holding provisions 10H, 11H, and 17H under by-law 2019-051 for the
property municipally addressed as 1333 Weber Street East.
It was noted any recommendation arising from this matter would be considered at a Special Council
meeting later this date.
On motion by Councillor J. Gazzola -
it was resolved:
“That Zoning By-law Amendment Application ZBA20/007/W/AP for 1333 Weber Street East
for 1776411 Ontario Ltd. for the purpose of removing Holding Provisions 10H, 11H, and 17H
from the zoning on lands specified in the attached Map No.1, in the form shown in the
“Proposed By-law” dated February 2, 2021, attached to the Report DSD-21-032 as
Attachment A, be approved, as outlined in Development Services Department report DSD-
2021-8.”

3.CSD-2021-3-NEIGHBOURHOOD ASSOCATION AFFILIATION 2021
The Committee considered Community Services Department report CSD-2021-3, dated February
19, 2021 recommending approval of the Neighbourhood Associations, outlined in Appendix ‘A’ as
attached to Report CSD-2021-3, for affiliation under Council Policy MUN-FAC-324 (Affiliation -
Neighbourhood Association) for 2021, and the addition of the Associations to the City’s third party
liability insurance program.
On motion by Councillor J. Gazzola -
it was resolved:
“That the list of proposed Neighbourhood Associations, as attached to Community Services
Department report CSD-2021-3, be approved for affiliation for the year 2021 and added to
the City of Kitchener’s third-party liability insurance program.”
4.DSD-2021-3-ON STREET PARKING REGULATIONS -ROCK AVENUE AND BELMONT
LANE WEST
The Committee considered Development Services Department report DSD-2021-3, dated February
25, 2021 recommending approval of a two-hour parking limit on both sides of Rock Avenue from
Belmont Avenue West to Belmont Lane West, and a one-hour parking limit on the south side of
Belmont Lane West from Rock Avenue. A. McCrimmon-Joneswas in attendance and responded to
questions from the Committee.
On motion by Councillor J. Gazzola -
it was resolved:
“That parking be limited to 2 hours on both sides of Rock Avenue from Belmont Avenue West
to Belmont Lane West, as outlined in Development Services Department report DSD-2021-
3; and,
That parking be limited to 1 hour on the south side of Belmont Lane West from Rock Avenue
to a point 18 metres east thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.”
5.FIN-2021-6-2021 DONATIONS TO CITY-RELATED ORGANIZATIONS
The Committee considered Financial Services Department report FIN-2021-6, dated February 25,
2021 recommending the 2021 donations received by the City of Kitchener on behalf of City-related
organizations be redistributed to those organizations as intended by the donor. J. Lautenbach was
in attendance and responded to questions from the Committee.
In response to questions, J. Lautenbach agreed to follow up prior to the Council meeting to confirm
the status of Chicopee Ski Club and whether they could be included as a City-related organization.
On motion by Councillor J. Gazzola -
it was resolved:
“That for the fiscal year 2021, donations received by the City of Kitchener on behalf of City-
related organizations, namely Minor Sports Groups, Neighbourhood Associations, KW Golf
Committee, KW Chamber of Commerce Physicians Recruitment and Advocacy Group, and
Tier 1 and Tier 2 grant recipients, as outlined in Financial Services Department report FIN-
2021-6, be redistributed to those organizations as intended by the donor.”
6.INS-2021-2 - DRINKING WATER QUALITY MANAGEMENT STANDARD (DWQMS):
MANAGEMENT REVIEW SUMMARY FOR 2020
The Committee considered Infrastructure Services Department report INS-2021-2, dated February
1, 2021 regarding receipt of the Drinking Water Quality Management Standard (DWQMS)
Management Review Summary for 2020. A. Mick was in attendance and responded to questions
from the Committee.

“That the City of Kitchener Drinking Water Quality Management Standard (DWQMS):
Management Review Summary for 2020 Report, as outlined in Infrastructure Services
Department report INS-2021-2, be received for information.
7.INS-2021-1-SUMMARY WATER REPORT -2020
The Committee considered Infrastructure Services Department report INS-2021-1, dated January
29, 2021 regarding receipt of the 2020 City of Kitchener Summary Drinking Water Report.
On motion by Councillor J. Gazzola -
it was resolved:
“That the 2020 City of Kitchener Summary Drinking Water Report, as outlined in Infrastructure
Services Department report INS-2021-1, be received for information as required by O.Reg.
170/03 Schedule 22 of the SafeDrinking Water Act; and further,
That the City of Kitchener provide a copy of the Summary Drinking Water report to the
Township of Woolwich and the City of Waterloo as required by Schedule 22 of O.Reg.
170/03.”
8.DSD-2021-4-2019 TRAFFIC CALMING REVIEWS -IMPLEMENTATION APPROVAL
The Committee considered Development Services Department report DSD-2021-4, dated February
18, 2021 recommending implementation approval for various 2019 traffic calming reviews. The
Committee was also in receipt of written submissions from C. Tootill, P. Keizer, J. Gruetzmacher, R.
Tomchick & J. Fryfogel, D. Psutka, L. MacGregor, A. Keizer, C. Zehr, R. & A. Peters, S. Arsenault,
L. Jordao, Settler’s Grove Community Association, S. Gillespie, K. Power, T. Horvat and S. D’Andrea
related to the proposed traffic calming measures on Deer Ridge Drive; as well as, R. Bulka with
regards to the proposed traffic calming measures on Robert Ferrie Drive.
A. McCrimmon-Jones provided a brief overview of the 2019 traffic calming reviews for Deer Ridge
Drive, Robert Ferrie Drive and Holborn Drive, including the process which was undertaken related
to the reviews. A. McCrimmon-Jones stated due to the global pandemic there was a delay in the
implementation of the proposed traffic calming measures from 2020 to the summer of 2021. A.
McCrimmon-Jones provided further clarification specifically related to Deer Ridge Drive, noting 8
traffic calming measures were initially proposed but due to voting results, only 3 traffic calming
measures are proposed to be installed.
Adam Zimmer and Brad Fairley addressed the Committee in opposition to the recommendation
outlined in Report DSD-2021-4 related to the proposed implementation of traffic calmingmeasures
on Deer Ridge Drive. A. Zimmer expressed opposition to the installation of traffic calming measures,
stating as per the City’s traffic calming policy the survey results to not justify the installation of traffic
calming measure. B. Fairley expressed concerns with the traffic calming process, noting after a year
of consultation, residents have the understanding that they were voting in support or opposition to 8
traffic calming measures, stating it was not clear that a hybrid installation was an option. B. Fairly
expressed further concerns that residents received letters related to themeeting this date and were
given 10 days to review and potentially express opinions related to the proposed hybrid traffic
calming approach. B. Fairley further advised the traffic calming policy and survey results do not justify
the installation of traffic calming measures on Deer Ridge Drive.
Lurdes Jordao, President, Settler’s Grove Community Association, addressed the Committee on
behalf of the residents of Settler’s Grove Community in support of the proposed traffic calming
measures for Deer Ridge Drive, as outlined in Report DSD-2021-4. L. Jordao stated the
neighbourhood association has been lobbying the City for approximately 20 years to receive traffic
calming measures on the street to reduce speeds and increase safety.
Councillor P. Singh entered the meeting at this time.
In response to questions, staff agreed to forward the additional information related to the surveys for
Deer Ridge Drive to Council prior to the next Council meeting.

8.DSD-2021-4-2019 TRAFFIC CALMING REVIEWS -IMPLEMENTATION APPROVAL (CONT’D)
The following motion was voted on and Carried on a recorded vote, with Mayor B. Vrbanovic and
Councillors S. Davey, D. Schnider, J. Gazzola, C. Michaud, K. Galloway-Sealock, P. Singh, B.
Ioannidis, M. Johnston and D. Chapman voting in favour; and, Councillor S. Marsh voting in
opposition.
On motion by Councillor J. Gazzola -
it was resolved:
“That on Holborn Drive a segment of sidewalk be constructed at Holborn Court to improve
the pedestrian connection between the court and the bus stop, as outlined in Development
Services Department report DSD-2021-4; and,
That on Holborn Drive a narrowing be installed midblock between Holborn Court and Old
Chicopee Drive; and,
That on Holborn Drive a speed hump be installed on the northern leg at the intersection with
Carnaby Crescent adjacent Eby Park; and,
That on Holborn Drive a speed cushion be installed midblock between the northernmost
intersection with Carnaby Crescent and Coventry Drive; and,
That on Robert Ferrie Drive a raised crosswalk be installed at the Tilt Drive trail; and,
That on Robert Ferrie Drive an intersection narrowing be installed at the intersection with
Bridleridge Street; and,
That on Robert Ferrie Drive a speed cushion be installed between Bridleridge Street and
Doon South Drive; and,
That on Deer Ridge Drive a narrowing be installedmidblock between Lantern Street and Fall
Harvest Drive; and,
That on Deer Ridge Drive speed cushions be installed midblock between Terrace Wood Drive
and Deer Ridge Drive, and between Winifred Street and Master Court; and,
That the Deer Ridge Driveneighbourhood speed limit be reduced to 40 km/h; and further,
That the Uniform Traffic By-law be amended accordingly.”
9.COR-2021-12-APPOINTMENT OF TRIBUNAL MEMBERS -LODGING HOUSE
The Committee considered Corporate Services Department report COR-2021-12, dated February
19, 2021 regarding the appointment of three Councillors as members of the Licensing Tribunal for
the hearing of Lodging House for the remainder of 2021.
On motion by Mayor B. Vrbanovic -
it was resolved:
“That Councillors C. Michaud, S. Marsh, D. Schnider and J. Gazzola (Alternate) be appointed
as the members of the Licensing Tribunal for a term ending November 14, 2022, as outlined
in Corporate Services Department report COR-2021-12.”
