Present: Councillor P. Singh - Chair Mayor B. Vrbanovic and Councillors D. Chapman, K. Galloway-Sealock, J. Gazzola, B. Ioannidis, M. Johnston, C. Michaud, D. Schnider, S. Davey and S. Marsh. DSD-2021-5 - REGIONAL OFFICIAL PLAN REVIEW The Committee considered Development Services Department report DSD-2021-5, dated recommending that staff forward Report DSD-2021- The Chair stated that written submissions had been received from Hanna Domagala from Pearl Valley Development and Vaughn Bender from Schlegel Urban Development. T. Donegani presented to the Committee regarding the Regional Official Plan, how the policy affects local planning, the review process, key staff comments, and next steps. Hal Jaegar requested their comments be forwarded to the Region and highlighted their comments to the Region and Province regarding intensification, transit corridors, affordable housing, and consultation. In response to Committee questions, H. Jaegar further discussed affordable housing considerations and inclusionary zoning. The Chair clarified that while the City will provide the Region with any comments received, residents are directed to share their submissions regarding the Regional Official Plan Review potential zoning in the intensification corridor, possible zoning in transit stations, the timing of when intensification corridors might be addressed, and movement of the countryside lines. Staff further discussed density targets and intensification, a map to display impacts to City wards, communications and the Engage WR page, the affected City policy, and parkland dedication. The Committee commented on consultation with the Region and the setting of future targets, ation of the Countryside Line, and the implication of On motion by B. DSD-2021-11 - LOWER DOON LAND USE STUDY RECOMMENDATIONS REPORT Councillor P. Singh left the meeting at this time and Councillor S. Marsh assumed the role of Chair. The Committee considered Development Services Department report DSD-2021-11, dated February 16, 2021, recommending approval of the Lower Doon Land Use Study Final Report, including a Secondary Plan for Lower Doon, investigation of heritage protections and policy, pursuing opportunities to create new public space, collaboration with Conestoga College on options for purpose-built student housing, licensing of lodging houses, and forming a formal neighbourhood association for all Lower Doon residents. The Chair noted that written submissions on this matter had been received from Robert MacFarlane and Mary Cunningham. C. Dumart presented to the Committee regarding the Lower Doon Land Use Study Recommendations Report, including the study background, process, and the final recommendations. Consultants Donna Hinde and Ron Palmer from The Planning Partnership and Carl Bray from Bray Heritage further spoke to the s and recommendations regarding the protection of heritage, enhancing the supply of housing, enhancing the public realm, allowing lodging housing, preparing a planning framework, the role of the College, overseeing property standards, and the role of Lower Doon residents. Mary Cunningham addressed the Committee regarding her concerns for the Lower Doon community, including the number of students and the need for change. and consultants spoke to the heritage character Heritage Kitchener, licensing of lodging houses, and implementation. The Committee further discussed the report, the public consultation process, the strengths and challenges present in the Lower Doon community, changes to the college system, and the heritage character area. Councillor P. Singh re-entered the meeting at this time. Councillor S. Davey requested that the second and eighth clauses be voted on separately and Councillor M. Johnston requested a recorded vote. On motion by Councillor C. Michaud - it was resolved: Development Services Department report DSD-2021-11, be approved; and, That Planning staff undertake a Secondary Plan for Lower Doon which will include identifying a Heritage Character Area in Lower Doon, accompanying Official Plan and Zoning By-law amendments, related urban design guidelines and heritage guidelines/preservation, which will include additional public engagement and consultation, in order to implement the recommendations of the Lower Doon Land Use Study Final Report; and, That Planning staff conduct further research to determine the potential cultural heritage value of the following properties inventoried previously and situated outside of the Upper Pinnacle Heritage Character Area: No. 55 and No. 75 Pinnacle Drive, No. 500 Doon Valley Drive, Nos. 1751, 1754, 1763, 1765, 1857 Old Mill Road; and, That Planning Staff pursue designating key properties under Part IV of the Ontario Heritage Act: Willowlake Park (including the southern portion between Homer Watson Boulevard and Old Mill Road and the Doon Mill ruin); and, That Parks and Planning staff pursue opportunities to create new public space, in the Lower Doon Area; and, PLANNING & STRATEGIC INITIATIVES COMMITTEE MINUTES MARCH 8 2020 -5- CITY OF KITCHENER 2. DSD-2021-11 - LOWER DOON LAND USE STUDY RECOMMENDATIONS REPORT _____ That Planning staff collaborate with Conestoga College on options for purpose-built student housing on lands owned by Conestoga College; and, -law for Lodging Houses; and, That Planning staff design and implement heritage interpretation in the Lower Doon area; and further, That Planning staff direct Lower Doon residents to connect with the Neighbourhood Development Office for support in forming a formal neighbourhood association for all Clauses two and eight Carried on a recorded vote. In Favour: Mayor B. Vrbanovic and Councillors D. Schnider, J. Gazzola, C. Michaud, K. Galloway-Sealock, M. Johnston, D. Chapman, and S. Marsh. Contra: Councillors S. Davey, P. Singh, and B. Ioannidis. Balance of recommendation Carried unanimously on a recorded vote. 3. DSD-2021-10 - RESOLUTION REACHED BETWEEN POLOCORP AND WORKING GROUP - 19-41 MILL STREET _____ Councillor P. Singh resumed the role of Chair. Joseph Puopolo of Polocorp Inc. reported to the Committee that all parties had reached an agreement following further consultation with the Working Group, and staff would be bringing forward a report regarding the amended proposed development. In response to questions from the Committee, staff discussed zoning and relevant policy. 4. ADJOURNMENT On motion, this meeting adjourned at 4:45 p.m. S. Goldrup Committee Administrator
