BY-LAWS AS LISTED ON THE AGENDA - 2ND READING It was resolved: "That the by-laws considered by this Committee be taken as read a second time and be recommended for enactment." B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Variance to Sign By-law - WEST & CENTRE WARDS It was resolved: "That the decision of the Committee of Adjustment sitting as a Standing Committee of City Council, of December 13, 1988, recommending approval of Submission No. S 10/88 - Suncor Incorporated and Submission No. S 11/88 - Kitchener Y.M.C.A. - Be Ratified and Confirmed." 2. Raffle Lottery It was resolved: "That the City of Kitchener has no objection to a Provincial licence being issued to the Catholic Charities Lottery, Waterloo Region Catholic Community Foundation, Kitchener, to conduct a Raffle Lottery in the City of Kitchener commencing May 17, 1989, and ending June 6, 1990." 3. CTA Application - WEST WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and Draft Plan to expedite a Certificate of Titles Act Application by Manor House Construction Limited with respect to lands situated at the northwest corner of Highland Crescent and Highland Road in the City of Kitchener." 4. Volunteer Week It was resolved: "That the week April 9 to 15, 1989 inclusive be proclaimed 'Volunteer Week' in Kitchener, provided that if publication of this proclamation is requested costs associated therewith be paid for from the Kitchener Parks and Recreation Volunteerism Committee Budget. Further, that in conjunction with Volunteer Week permission be given for a banner reading 'Thank You Volunteers. You Have Made Us a Better Community' to be erected on King Street at Frederick/Benton Streets from April 7 to 17, 1989 inclusive, with the erection and removal of the banner to be charged to the Kitchener Parks and Recreation Volunteerism Committee Budget. And further, that the City Clerk be authorized to imprint mail processed through the City's postage meter during the month of April with the message 'Volunteering - A Great Way to e row'." REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (Cont'd) Conservation Review Board Hearinq- 307 Queen Street South - VICTORIA PARK WARD It was resolved: "That pursuant to Section 29(7) of The Ontario Heritaqe Act R.S.O. 1980, the City Clerk be directed to refer the notice of objection to the designation of 107 Queen Street South, submitted by Mr. K. Murphy on behalf of Waterloo-Wellington Non-Profit Homes Inc. and dated December 19, 1988, to the Conservation Review Board for a subsequent hearing and report to Council." 7. Tender It was resolved: "That tender T88-91, IBM Computer Disks, be awarded to Boothe Computer Limited, Burlington for their lease option proposal of $120,000. immediate payment plus thirty-one monthly lease payments of $1,576." 8. Roads Inventory Management System (RIMS) The Committee was in receipt of a memorandum dated January 4, 1989, from Mr. S. Gyorffy recommending execution of agreements for the supply and support of Roads Inventory Management System software. The software is available for purchase at a nominal cost of $300.00. It was resolved: "That the Mayor and Clerk execute the following agreements for the supply and support of RIMS (Roads Inventory Management System) software to the City of Kitchener: 1) a licensing agreement with the Public Roads Tri-Committee (Ontario) Association; and, 2) a support/maintenance agreement with Buckley Fraser Williams Inc., the software developers." 9. Ministry of Municipal Affairs - Unconditional Grants The Committee was in receipt of a letter dated January 6, 1989, from Mr. J. Gazzola commenting on the announcement by the Minister of Municipal Affairs that the City of Kitchener would receive the same amount of unconditional grants from the Province in 1989 as it received in 1988. It was resolved: "That the City of Kitchener request that the Ministry of Municipal Affairs reconsider its position on unconditional grants in 1989 and in future years."
