BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Requests - Banner/Flaq at Rockway Gardens, Taq Day
It was resolved:
"That the North Waterloo Unit, Canadian Cancer Society, be granted permission to have
banners erected across King Street at Francis Street and in front of Rockway Gardens
from March 31, 1989 to May 1, 1989.
Further, that this organization make the necessary arrangements with the Department of
Parks and Recreation and Kitchener-Wilmot Hydro for the erection and removal of the
banners and the payment of any costs associated therewith.
Further, that the North Waterloo Unit, Canadian Cancer Society, be granted permission to
fly a flag at Rockway Gardens during the month of April.
And further, that in conjunction with the 10th Annual Air Cadets Scott Wilson Tag Day for
Cancer the City of Kitchener approves a Tag Day to be held in downtown Kitchener on
April 8, 1989."
2. Proclamation/Taq Day
It was resolved:
"That the week of May 29, 1989 to June 4, 1989, be proclaimed Amyotrophic Lateral
Sclerosis Week in Kitchener, provided that if publication of this proclamation is requested,
same be done at no expense to the City.
Further, that the Waterloo-Wellington Chapter of the Amyotrophic Lateral Sclerosis
Society of Ontario be permitted to conduct a Tag Day in Kitchener on June 2 and June 3,
1989."
3. Execution of One-Call Locate System Aqreement
It was resolved:
"That the Mayor and Clerk be authorized to execute an agreement between the City of
Kitchener, Union Gas, Bell Canada, Roger's Cable T.V., the City of Cambridge, the City of
Waterloo, the City of Kitchener and the Regional Municipality of Waterloo and Early Bird
Communicators Ltd. of Kitchener for the purpose of jointly operating a one-call locate
system."
4. Variance to City's Sign By-law - CENTRE WARD
It was resolved:
"That the decision of the Committee of Adjustment sitting as a Standing Committee of City
Council, of March 14, 1989, recommend-ing approval of Submission No. S 2/89 - Ronald
Firmi- Be Ratified and Confirmed."

5. Provincial Licence
It was resolved:
"That the City of Kitchener has no objection to a Provincial licence being issued to the
Central Ontario Exhibition Association to conduct a Monte Carlo Event during the C.O.E.
June 13-18, 1989, at 400 East Avenue, Kitchener."
6. Encroachment Aqreement - VICTORIA PARK WARD
It was resolved:
"That the Mayor and Clerk be authorized to execute an Encroachment Agreement with the
registered owners of 450 Belmont Avenue West to legalize a portion of a retaining wall
running 36.25 metres in length, more or less, and extending 0.75 metres, more or less,
onto the road allowance known as Belmont Avenue West."
7. P.R.I.D.E. Aqreement - 1988/89
It was resolved:
"That the Mayor and Clerk be authorized to execute an Agreement with Her Majesty the
Queen in right of Ontario, as represented by the Minister of Municipal Affairs, with respect
to the Provincial contribution to the implementation of the Kitchener Downtown Community
Improvement Plan through the PRIDE Program, 1988/89."
8. Kitchener Housinq Inc. - Election of Lay Director
It was resolved:
"That Council of the Corporation of the City of Kitchener approve the election of John
Griggs as a Lay Director on the Board of Kitchener Housing Inc."
9. Resolution - City of Burlinqton
It was resolved:
"That the February 27, 1989, resolution from the City of Burlington relative to pension
benefits for municipal elected officials be endorsed.
And further, that a copy of this resolution be forwarded to the Ontario Municipal
Employees Retirement System and the Association of Municipalities of Ontario."
10. Processinq of Routine Street Liqhtinq Requests
For Council's information only, a report was provided from the Commissioner of Public Works
outlining street lighting fixtures approved for installation in 1988 together with costs associated
therewith.
11. Conservation Review Board Hearinq - WEST WARD
It was resolved:
"That pursuant to Section 29(7) of the Ontario Heritaqe Act R.S.O. 1980, the City Clerk be
directed to refer the Notice of Objection to the designation of 1198 Highland Road West,
submitted by Mr. D. George on behalf of Monarch Construction Limited and dated March
16, 1989, to the Conservation Review Board for a subsequent hearing and report to
Council."

12. 1989 City of Kitchener Development Charqe Policy
This item was dealt with under Delegations.
13. Lease - Bridqeport Municipal Buildinq - BRIDGEPORT NORTH WARD
This item was dealt with under Delegations.
14. 1989 Road Proqram
It was resolved:
"That the Clerk be authorized to execute the Program of Proposed Expenditures for
Highway Improvements for the year 1989 and further that the Mayor and Clerk be
authorized to execute the request for a Supplementary Allocation of Subsidy Monies for
the year 1989."
At the request of Alderman Ferguson, it was directed that staff circulate the 1989 City Roads
Program to Council members prior to the next Council meeting.
15. Applications for Cancellation, Refund, Reduction or Levy of Taxes - Second Sittinq - 1989
It was resolved:
"That the applications attached hereto and forming part of these minutes relative to
cancellation, reduction, refund or levy of taxes be disposed of as recommended therein."
