A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Annual Bus Push for Biq Sisters
It was resolved:
"That we approve the University of Waterloo Engineering Society B taking up a collection
along the route of the annual bus push for the K-W Big Sisters to be held on Saturday,
March 18, 1989."
2. Shrine Circus
It was resolved:
"That we grant permission to the Waterloo County Shrine Club to conduct its third annual
Shrine Circus at Fairview Park Mall in the Woolco portion of the parking lot on June 23
and 24, 1989."
3. Execution of Enqineerinq Aqreement
It was resolved:
"That the Mayor and Clerk be authorized to execute an agreement for the provision of
professional engineering services made between the City of Kitchener and M.M. Dillon
Ltd., regarding Chicopee Vale III, Phase IV."
4. Monte Carlo Licenses
It was resolved:
"That the City of Kitchener has no objection to a Provincial licence being issued to St.
John's-Kilmarnock School for a Monte Carlo Event to be held at the Valhalla Inn,
Kitchener, on April 28, 1989."

"That the City of Kitchener has no objection to a Provincial licence being issued to the
Optimist Club of Stanley Park, Kitchener, for a Monte Carlo Event to be held at Bingeman
Park Farms, 1380 Victoria Street North, Kitchener, on June 2, 3 & 4, 1989."
5. CTA Application - CHICOPEE WARD
It was resolved:
"That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and
Draft Plan to expedite a Certificate of Titles Act Application by Hallman Brierdale Limited
with respect to lands located east of Lackner Boulevard, south of Oldfield Drive, Part Lot
119, German Company Tract in the City of Kitchener."
6. Raffle Lottery
It was resolved:
"That the City of Kitchener has no objection to a Provincial licence being

Society to conduct a Raffle Lottery in the City of Kitchener with a series of draws
commencing September 1, 1989 and ending August 3, 1990."
Resolution - Retrofit of Municipal Administration Buildinqs to
Accommodate the Handicapped
It was resolved:
"That Kitchener City Council endorse the following resolution from the Town of Iroquois
Falls relative to the retrofitting of municipal administrative buildings to accommodate the
handicapped:
'WHEREAS amendments to the Ontario Human Rights Code proclaimed April 18,
1988, stipulates that employers, landlords and people who provide goods and
services to the public must reasonably accommodate persons with special needs
resulting either from a handicap or other prohibited ground of discrimination;
AND WHEREAS the Honourable Remo Mancini, Minister Responsible for Disabled
Persons, by way of letter dated July 27, 1988, has advised that 'With the recent
proclamation of amendments to the Ontario Human Rights Code, municipalities will
be required to provide equal access to services and facilities for all residents';
AND WHEREAS the said Minister has also, by way of letter dated September 20,
1988 advised that '1 regret to inform you that there are no provincial grants specifically
for the retrofit of municipal administrative facilities';
AND WHEREAS the cost of the retrofit required under the amendment to the Ontario
Human Rights Code may, in many instances, impose substantial financial burdens on
the taxpayers of the municipality, especially smaller municipalities;
NOW THEREFORE BE IT RESOLVED THAT the Province of Ontario be petitioned
to provide funding to assist municipalities to retrofit municipal administrative facilities
to provide equal access to all persons, and further,
That copies of this resolution be forwarded to the Honourable David Peterson,
Premier of Ontario, the Honourable Robert Nixon, Treasurer of Ontario, the
Honourable Remo Mancini, Minister Responsible for Disabled Persons, the
Honourable Gerry Phillips, Minister of Citizenship and Minister Responsible for the
Human Rights Commission, Mr. Alan Pope, M.P.P. Cochrane-South, the North
Eastern Ontario Municipal Association, the Federation of Northern Ontario
Municipalities, the Association of Municipalities of Ontario and all municipalities in
Ontario."'
City of Kitchener Retail Water Rate - 1989
The Committee was in receipt of a memorandum from Mr. O. den Ouden dated March 8,
1989, and a letter from Mr. J. Gazzola dated March 13, 1989. Mr. Gazzola suggested that the
rate increases outlined in Mr. den Ouden's memo could be implemented March 1, 1989 rather
than the March 15, 1989, date in the recommendation. He indicated that this would result in a
savings to the City of between $55,000.00 and $65,000.00. He explained that the Region's
new rate for the whole- sale purchase of water is effective March 1, 1989.

8.City of Kitchener Retail Water Rate - 1989 (Cont'd)
It was resolved:
"That effective March 1, 1989, the City of Kitchener's Retail Water Rate be increased from
$0.54 per cubic metre to $0.5883 per cubic metre."
9. Uncollectable Business Tax List
The Committee was in receipt of a memorandum dated March 9, 1989, from Mr. O. den
Ouden and attached listing of uncollectable business taxes.
It was resolved:
"That Kitchener Council approve the uncollectable business tax list dated February 28,
1989 and totalling $27,168.15, as appended to the memorandum from Mr. O. den Ouden
dated March 9, 1989."
