BY-LAWS AS LISTED ON THE AGENDA - 2ND READING It was resolved: "That the by-laws considered by this Committee be taken as read a second time and be recommended for enactment." B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Banner Request It was resolved: "That in conjunction with The Mutual Group International Soccer Tournament to be held in Kitchener on August 12th and 13th, 1989, Kitchener Minor Soccer be granted permission to have a banner erected across King Street at Frederick/Benton Streets from July 24, 1989 to August 7, 1989, inclusive. Further, that this organization make the necessary arrangements with the Department of Parks and Recreation for the erection and removal of the banner and the payment of any costs associated therewith." Execution of Computer Traininq A.qreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement dated May 31, 1989 between the City of Kitchener and A.L.I. - Applican Inc., subject to Ontario Municipal Board approval." 3. Temporary Street Closure - CHICOPEE WARD It was resolved: "That Parkview Crescent be closed from 1:00 p.m. on June 24, 1989 to 1:00 a.m. on June 25, 1989 for the purpose of a pig roast and that the appropriate By-law under Section 352(61) of the Municipal Act be enacted. Ministry of Transportation - Noise Barrier Erection It was resolved: "That the City convey to the Ministry of Transportation, Ontario, a portion of the lands located at Frederick and Becker Streets being an area of approximately 1,000 square metres for a nominal sum and with all survey costs being paid by the Ministry. Further, that the Mayor and Clerk are hereby authorized to execute all documentation prepared by the City Solicitor and that immediate permission be given to enter on the property for construction purposes." 6. Berkshire Buildinq Corporation Lease - Huron Industrial Park It was resolved: "That the City of Kitchener consent to a lease from Berkshire Building Corporation to D.S. Fraser Equipment Inc. and a lease to Van Oordt Landscaping for space at the property described as Part 14 on Reference Plan 58R-5566 and municipally known as 500 Trillium Drive, Kitchener, subject to applying for and obtaining occupancy certificates." Certificate of Titles Application It was resolved: "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and Draft Plan to expedite a Certificate of Titles Act Application No. L-6114 by Monarch Construction Limited with respect to lands described as Part of Lots 3 and 4, Biehn's Tract Part of Biehn's Unnumbered Tract, Part of Lot 2, Beasley's New Survey, Part of Lot 8, Beasley's Old Survey and Lot 14, Registered Plan No. 594 to be designated as Parts 1, 2, 3 and 4 on a Future Reference Plan." Tender It was resolved: "That tender T89-15, Glasgow Street Reconstruction, be awarded to Steed and Evans Limited, Kitchener at their tendered price of $617,141.25." 9. Land Transactions - Balzer Road It was resolved: "That the City accept and the Mayor and Clerk be authorized to execute the offer of Rosen Industries Ltd., dated May 3, 1989, to sell Part 1 on Plan 58R-64-92, to purchase Park 1 on Plan 58R-5453 and to lease and receive first refusal respecting Part 1 on Plan 58R-6492 and part of Lot 7, Registered Plan 757, subject to the approval of the Ontario Municipal Board." 10. City of Kitchener General Insurance Coveraqe - June 1, 1989 - May 31, 1990 It was resolved: "That the General Insurance Plan as set out on the attached Summary of Premiums Schedule 1 be implemented effective June 1, 1989, and that a Reserve Fund of $250,000 be established to implement the $1,000 deductible (self insurance) plan, and further, That the newly established Reserve Fund be charged and credited with interest on monthly cash balances or overages." 11. Charitable Specific Location Daily Sales Licence It was resolved: "That Mothers and Others Making Change be granted a charitable Hawkers and Pedlars licence authorizing them to sell baked goods and hand-crafts at a garage sale and bazaar to be held at Victoria Park Picnic Shelter on June 24, 1989, with all proceeds to be used for their educational fund." 12. Northstar Youth Orqanization re: Annual Taq Day It was Resolved: "That the Northstar Youth Organization Inc. be granted permission to hold a Tag Day in Kitchener on Friday, June 2, 1989 and Saturday, June 3, 1989, to raise funds for The Dutch Boy Drum and Bugle Corps, The Cadets of Dutch Boy Drum and Bugle Corps and the Pre-Cadets of Dutch Boy." Banner Request - Downtown Annual Sidewalk Sales It was resolved: "That the Kitchener Downtown Business Association be granted permission to have banners erected on King Street at Frederick Street and on King Street at Francis street from July 4 to July 10, 1989 and from August 14 to August 21, 1989 to promote its annual Sidewalk Sale to be held July 5-8, 1989 as well as a second Sidewalk Sale to be held August 16-19, 1989, and further, That the Kitchener Downtown Business Association make the necessary arrangements with the Department of Parks and Recreation or Kitchener-Wilmot Hydro for the erection and removal of the banners and the payment of any costs associated therewith." 14. Banner Request - Greek Food Festival It was resolved: "That the Greek Food Festival Association be granted permission to have a banner erected on King Street at Frederick Street from May 23 to May 29, 1989 to promote its Annual Greek Food Festival being held at the Kitchener Farmers' Market on Sunday, May 28, 1989, and further, That the Greek Food Festival Association make the necessary arrangements with the Department of Parks & Recreation or Kitchener-Wilmot Hydro for the erection and removal of the banner and the payment of any costs associated therewith."
