B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Illumination of Christmas Liqhtin,q It was resolved: "That illumination of special decorations on City Hall and of the special Christmas Lighting on the downtown streets commence on Friday, November 10, 1989 and continue through Tuesday, January 2, 1990 with illumination from 4 p.m. to 12 midnight daily." 2. Variance to Fence By-law - CENTRE WARD It was resolved: "That the decision of the Committee of Adjustment sitting as a Standing Committee of City Council, of September 26, 1989, recommending approval of Submission No. F 6/89 - Sandra Alexander, Be Ratified and Confirmed." 3. Assessment Appeal - WEST WARD It was resolved: "That the Mayor and Clerk be authorized to execute Minutes of Settlement with respect to an Assessment Appeal to the O.M.B. for premises described as Part 1, Plan 58R-5148, Glasgow Road." 4. Quit Claim - BRIDGEPORT NORTH WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Quit Claim Deed in favour of Carinvest Group Incorporated with respect to any City interest in lands described as Part Lot 59, German Company Tract, designated as Part 2, Plan 58R-6508." 5. Easement - BRIDGEPORT NORTH WARD It was resolved: "That the City agree to acquire an easement for gas and water purposes over lands described as Part of Lot 59, German Company Tract, and designated as Part 1, Plan 58R-5188 from the Ministry of Transportation for the sum of $2,689; and, further, that the Mayor and Clerk be authorized to execute any documentation required to complete this transaction." 6. Enqineerinq Aqreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement for the provision of professional engineering services between the City of Kitchener and Planning Initiatives Ltd. regarding Old Maple Lane Extension, Plan 30T-88004." 7. Tenders It was resolved: "That Tender T89-70 be awarded as follows: a) For seven 5,600 lb. GVW pick up trucks complete to City of Kitchener specification CK-87A, to Bennett Chev Olds Ltd. of Cambridge, Ontario at their tendered price of $94,955.00 plus provincial tax. b) For one 8,600 lb. GVW pick up truck complete to City of Kitchener specification CK-197C, to Highview Motors of Cambridge, Ontario at their tendered price of $15,659.00 plus provincial tax. c) For one 4,400 lb. GVW Four Wheel Drive pick up complete to specification CK-254A, to Parkway Ford Sales of Waterloo, Ontario at their tendered price of $22,219.00. - and - "That tender T89-71, Supply and Delivery of Highway Coarse Salt be awarded to Domtar Inc., Toronto, at their tendered price of $502,200." - and - "That Expression of Interest E 89-61, Consultant's Services - Land Utilization Study - Trussler-South Plains Area, be awarded to MacNaughton, Hermsen, Britton Planning Ltd., Kitchener to provide consulting engineering services as identified in the terms of reference supplied, subject to an acceptable contract being negotiated and an upset fee established." 8. City Hall Expropriation The Committee was in receipt of a memo dated October 6, 1989, from Mr. J. Shivas, Assistant City Solicitor, advising that 678963 Ontario Inc. (Mediterranean Cafe), 228 King Street West, which is owned and operated by Messrs. George and Bill Giannakopoulos, is located in the City Hall Block. The City is responsible under expropriation legislation for relocation costs and the Giannakopoulos brothers wish to replacate their restaurant at a location close to their existing clientele and requested if they could receive a cash advance to assist in the planning of their move. It was resolved: "That the sum of $10,000 be paid on a without prejudice basis to 678963 Ontario Inc. (Mediterranean Cafe) on account of costs to relocate from 228 King Street West." 9. Monte Carlo Event - Rotary Club of Kitchener-Westmount It was resolved: "That the City of Kitchener has no objection to a Provincial licence being issued to the Rotary Club of Kitchener-Westmount to conduct a Monte Carlo event at Concordia Club during Oktoberfest, October 6-8 & 10-14, 1989, inclusive."
