PLANNING & STRATEGIC INITIATIVES COMMITTEE MINUTES
APRIL 19, 2021 CITY OF KITCHENER
The Planning and Strategic Initiatives Committee held an electronic meeting this date, commencing
electronically at 7:05 p.m. with all members present.

Councillor P. Singh advised this is a formal public meeting to consider applications under the
Planning Act. If a person or public body that would otherwise have an ability to appeal a decision
of the City of Kitchener to the Local Planning Appeal Tribunal, but the person or public body
does not make oral submissions at the public meeting or make written submissions to the City
of Kitchener before the By-law is passed, the person or public body is not entitled to appeal the
decision.
1. DSD-2021-37 - OFFICIAL PLAN AMENDMENT OPA/19/003/M/KA
- ZONING BY-LAW AMENDMENT ZBA/19/009/M/KA
- 19-41 MILL STREET
- POLOCORP INC.
The Committee considered Development Services Department report DSD-2021-37, dated
March 14, 2021, recommending adoption of Official Plan Amendment Application
OPA/19/003/M/KA; approval of Zoning By-law Amendment Application ZBA/19/009/M/KA; that
applications for minor variances shall be permitted for land subject to Zoning By-law Amendment
Application ZBA/19/009/M/KA; and, that the Urban Design Guidelines for 19-41 Mill Street be
adopted and used as principle guiding documents for site plan approval. In addition, the
Committee was in receipt of a written submission from Justin Fitzgerald.
C. Dumart presented to the Committee to provide site context for 19-41 Mill Street, noting the
previous development concept brought to the February 8 meeting of the Planning and Strategic
Initiatives Committee and reviewing the revised concept site plan, which incorporated feedback
from the Working Group. C. Dumart highlighted the key differences of the revised concept site
plan.
Joseph Puopolo, Polocorp Inc. stated their support of the staff report and recommendation. In
described the development of the revised
concept site plan and the consultation with the Working Group, the need for housing density and
supply, the difficulty of estimating the economics of the proposed development, site parking and
access to transit, and the loss of units and affordable housing units.
The Committee heard delegations from Jane Pellar; Deb Westman; and, John Ryrie, in support
of the staff report and revised concept site plan. In response to questions from the Committee,
Deb Westman confirmed the revised concept site plan addressed previous concerns noted
regarding drainage.

On motion by Councillor D. Chapman -
it was resolved:
That Official Plan Amendment Application OPA/19/003/M/KA for Polocorp Inc.
requesting a change in designation from Low Density Commercial Residential to Medium
Density Multiple Residential to permit 4 storey multiple dwellings on the parcel of land

The Committee considered Development Services Department report DSD-2021-39, dated
March 17, 2021, recommending adoption of Official Plan Amendment Application
OPA20/007/L/ES; approval of Zoning By-law Amendment Application ZBA20/016/L/ES; and,
that applications for minor variances shall be permitted for land subject to Zoning By-law
Amendment Application ZBA20/016/L/ES. The Committee was also in receipt of written
submissions from Mark Tonin, Dawn Parker, and Justin Fitzgerald.
E. Schneider presented to the Committee to provide site context for 298 Lawrence Avenue,
including the history of the building and the proposed new use of the property.
Kristen Barisdale of GSP Group spoke on behalf of the applicant in support of the staff report
and recommendation. In response to questions from the Committee, K. Barisdale described the
paces.
On motion by Councillor M. Johnston -
it was resolved:
That Official Plan Amendment Application OPA20/007/L/ES for Thresholds Homes and
Supports Inc. requesting the addition of Specific Policy Area 53 be adopted in the form
shown in the Official Plan Amendment attached to Development Services Department
report DSD-2021-
for approval; and,
That Zoning By-law Amendment application ZBA20/016/L/ES for Thresholds Homes and

3. DSD-2021-9 ZONING BY-LAW AMENDMENT ADDITIONAL DWELLING UNITS
The Committee considered Development Services Department report DSD-2021-9, dated April
8, 2021, recommending approval of City-initiated Zoning By-law amendment ZC21-001-COK/RK
to By-law 85-1 (Additional Dwelling Units). The Committee was in receipt of written submissions
from Mark Tonin, Dawn Parker, and Justin Fitzgerald.
R. Kelly-Ruetz presented the proposed Zoning By-law Amendment to the Committee to provide
-rise neighbourhoods. R. Kelly-Ruetz reviewed the
proposed changes to allow detached additional dwelling units and semi-detached duplexes in
alignment with Bill 108, the More Homes, More Choice Act, 2019. R. Kelly-Ruetz spoke to the
public engagement conducted as well as future monitoring and reporting on the impacts of these
units.
Heather Majaury expressed concerns for the proposed Zoning By-law Amendment regarding
requirements for parking, pathways, and municipal servicing. In response to questions from the
Committee, H. Majaury expressed support for the potential of additional dwelling units, the
affordable and accessible housing crisis, concern for requirements that might limit
implementation, and the need for incentives to encourage affordable housing.
Mark Tonin requested that the Committee consider a deferring this matter until the City could
accommodate in-person meetings and undertake additional public outreach. In response to
questions from the Committee, M. Tonin discussed potential improvements to public notice or
consultation, the development of a neighbouring duplex, the need for greater housing supply
and affordable housing, and concerns about short-term rentals.
Darlene Francis spoke in support of the proposed Zoning By-law Amendment. In response to
questions from the Committee, D. Francis shared concern for the affordable and accessible
housing crisis.
In response to questions from the Committee, staff reviewed the proposed Zoning By-law
Amendment changes to allow detached additional dwelling units and semi-detached duplexes
in alignment with Bill 108; parking, pathing, and municipal servicing requirements; future
communications, public notice and consultation; and, confirmed that a future report on his matter
would be brought to the Committee.
Councillor B. Ioannidis brought forward a motion to approve the staff recommendation as
outlined in Report DSD-2021-9.
