REPORT HIGHLIGHTS:  The purpose of this report is to obtain approval to proceed with an award as per Purchasing By-law 2017-106;  There were seven (7) tenders received for this procurement;  This report supports the delivery of core services. BACKGROUND: Fire system inspections and tests are necessary to ensure that all existing alarm and suppression systems are compliant with the Ontario Fire Code and other applicable codes and standards. These inspections may also reveal areas of a building’s fire signaling and protection systems in need of repair or replacement. Additionally, by properly maintaining the systems as a whole, the City can protect itself in the aftermath of a fire emergency by proving their systems align with the insurance provider’s fire protection requirements. Fire alarm and suppression system inspections are essential to the safety of the building’s occupants, as well as the integrity of the City’s physical assets. The average annual spend over the past three (3) years was $185,233.33. The cost for fire system inspections has increased 3%, the cost for listed parts has decreased 17%, and the cost of labour has increased 10% over the 2018 contract. REPORT: Tenders were advertised publicly on the City of Kitchener website. Documents were downloaded by seventeen (17) interested parties and by the closing date of Wednesday April 14, 2021, seven (7) tenders had been received. Edmondson, Manager Facilities Management, J. Joukema, Supervisor Facilities Management, J. Maxwell, Supervisor Support Services and Quality Assurance, and A. TenBruggencate, Construction Project Manager, who concur with the above recommendation. STRATEGIC PLAN ALIGNMENT: This report supports the delivery of core services. FINANCIAL IMPLICATIONS: Funding will be provided from various operating accounts. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
