The Planning and Strategic Initiatives Committee held an electronic meeting this date, commencing
electronically at 7:15 p.m. with all members present.

Councillor P. Singh advised this is a formal public meeting to consider applications under the
Planning Act. If a person or public body that would otherwise have an ability to appeal a decision
of the City of Kitchener to the Local Planning Appeal Tribunal, but the person or public body
does not make oral submissions at the public meeting or make written submissions to the City
of Kitchener before the By-law is passed, the person or public body is not entitled to appeal the
decision.

ROCKWAY HOLDINGS LTD.
The Committee considered Development Services Department report DSD -2021-41, dated April
6, 2021, recommending adoption of Official Plan Amendment Application OPA20/002/E/KA;
approval of Zoning By-law Amendment Application ZBA20/005/E/KA; that applications for minor
variances shall be permitted for lands subject to Zoning By-law Amendment Application
ZBA20/005/E/KA; and, that the Grand River South Community Plan be repealed in its entirety.
The Committee was also in receipt of written submissions Christine Small, Deb Mair, and Alex
Chik.
C. Dumart presented to the Committee and reviewed the site context, including the 2016
development concept and the revised concept plan with reduced building heights, number of
units, and vehicular access points. C. Dumart further compared the previous and proposed
Official Plan Amendments and proposed Zoning Permissions.
James MacLean, Waterloo Region YIMBY, spoke in support of the application and the need for
housing supply and stock diversity in Waterloo Region.
Mike Kroutil, Explorers Walk, stated their opposition to the proposed development and noted
concerns regarding density, access to transit, potential effects on the watershed, and impacts
to existing residents.
On motion by Councillor D. Schnider -
it was resolved:
That consideration of the following recommendation be deferred to the June 14, 2021,
Planning and Strategic Initiatives Committee meeting, as requested by the applicant:
"That Official Plan Amendment Application OPA12010021E/KA for Rockway
Holdings Ltd. requesting a change in designation from Low Rise Residential to
Medium Rise Residential to permit 4 multiple dwelling buildings on the parcel of

and accordingly forwarded to the Region of Waterloo for approval; and
That Zoning By-law Amendment Application ZBA20/005/E/KA for Rockway
Holding Ltd. be approved in the form shown in the "Proposed By-law", and "Map
No. 1", attached to Report DSD -2021-41 as Appendix `B"; and,
That in accordance with Planning Act Section 45 (1.3 & 1.4) that applications for
minor variances shall be permitted for lands subject to Zoning By-law Amendment
Application ZBA20/005/E/KA; and,
That the Grand River South Community Plan be repealed in its entirety."
2. DSD -2021-42 - NEW ZONING BY-LAW (STAGE 2A) — RESIDENTIAL BASE ZONES
- COMPREHENSIVE REVIEW OF THE ZONING BY-LAW (CRoZBy)
FINAL APPROVAL
The Committee considered Development Services Department report DSD -2021-42, dated April
28, 2021, recommending approval of City -initiated Zoning By-law amendment
ZBA19/011/COK/TD to By-law 2019-51 (CRoZBy Stage 2a -Residential Base Zones). The
Committee was also in receipt of written submissions Alex Vandersluis, Schlegel Urban
Developments, and Hal Jaeger.
T. Donegani presented to the Committee regarding the previous stages of the project and the
scope, zone categories and regulations of Stage 2a. T. Donegani explained the review's key
drivers and issues, such as housing affordability, additional dwelling units, and the Residential
Intensification in Established Neighbourhoods study. T. Donegani further reviewed transitions to
low-rise residential, community engagement, application of the new regulations, and the timing
of Stage 2b in late 2021.
Alex Vandersluis, Schlegel Urban Developments, stated their support of the proposed Zoning
By-law Amendment and requested the building height exemption for single -detached dwellings
be extended to street townhomes and cluster townhomes. In response to questions from the
Committee, A. Vandersluis discussed the proposed Zoning By-law amendment, the potential
implications of maximum building heights, and the Committee of Adjustment process.
Matthew Kerwin stated their support for the proposed Zoning By-law amendment and the benefit
of additional dwelling units on residential properties.
Councillor P. Singh left the meeting, and Councillor S. Marsh accepted the role of Chair.
Steve Burrows spoke in opposition to the proposed Zoning By-law amendment. S. Burrows
shared concerns regarding the process and notification of residents, a lack of maps included in
the report, and questioned the definition for lodging and lodging houses, parking restrictions,
stacked versus street townhouses, and the transition between residential zones. S Burrows
noted further questions regarding multiple dwelling units, including municipal servicing, lot width
requirements, requirements for existing dwellings, maximum structure heights, and the required
distance from property lines. The Committee encouraged S. Burrows to connect with Planning
staff regarding their questions.
Councillor P. Singh returned to the meeting and resumed the role of Chair.
In response to questions from the Committee, T. Donegani spoke to the Zoning for Lower Doon,
the housing strategy, parking requirements for electric vehicles, and regulations for lodging
houses. T. Donegani further answered questions regarding public education on City policies and

regulations, implementation in the Residential Intensification in Established Neighbourhoods
study area, maximum building height, how building height is measured, and considerations for
middle Zoning. R. Bustamante stated any changes that staff cannot incorporate into this stage
of the Comprehensive Review of The Zoning By-law due to timing could be addressed in Stage
2b. R. Bustamante confirmed Planning staff would bring future reports to the Committee with
more information regarding public consultations and next steps for the Neighbourhood Planning
Review, the Comprehensive Review of The Zoning By-law Stage 2b, and the Downtown Zoning
project.
On motion by Councillor B. loannidis -
it was resolved:
"That the City -initiated Zoning By-law amendment ZBA1 9/01 1/COK/TD to By-law 2019-
51 (CRoZBy Stage 2a -Residential Base Zones), be approved in the form shown in the
"Proposed By-law" dated April 28, 2021, and included as Attachment A to report
DSD2021-42."
