1. City Strategy and Plans
Vision Zero
(Faranak Hosseini, Transportation Planning Project Manager)
The purpose of this project is to put together a road safety plan for the next five
years with the goal of reducing the number of collision-related serious injuries and
fatalities. Work started on this project in fall 2020 and the plan is to complete the
project and report back to Council by end of 2021 . More information on the project

At this point, public engagement has been completed and collision
analysis/network screening completed to understand where and what the traffic
safety concerns are and where there might be room for improvement. Based on
the results of these analyses and stakeholder engagement there have been some
high level and preliminary traffic safety improvements to the Vision Zero plan.
Comments/Feedback
• Impairment and drug use one of the main factors of fatalities
•Automated speed enforcement permissions were granted by the province to the
municipalities in 2015 but only for school safety zones. This is a regional driven
program, but municipalities are working closely with the Region to locate high
speed school safety zones
• Has there been any engagement with the planning department — traffic calming
measures should start at the planning level. Complete Streets guidelines help with
this; however, it will take time.
• Both City of Waterloo and the City of Kitchener are working with the University of
Waterloo PHD students. Looking at other municipalities on what has worked and
not worked. Interviews with other municipalities to
Accessible formats and communication supports are available upon request. If you require assistance to take

• Red light cameras are for intersections with signal lights and that is the
responsibility of the Region of Waterloo

Suzanne Charles Watson joins the City in this inaugural role June 7.

2. Working Group Breakout sessions — 30 minutes
Gemma Smyth from Windsor, and Graham Hudson from Toronto presented
the Stream 3 working group on the topic of "successes and failures of Access
Without Fear policies". Other committee members were invited to participate
in this presentation. All of the committee members in attendance at the
meeting participated in the Stream 3 working group "Successes and Failures
of Access Without Fear policies". Meeting was extended a half an hour in
order to facilitate all of the questions after the presentation.
