Hossack - Chair Councillors D. Chapman, J. Gazzola, C. Michaud, and D. Gundrum, D. Vongphakdy, I. Bodendorfer, J. Haalboom, M. Asling, P. Ciuciura, R. Schwarz, V. Mance. Staff: V. Grohn, Heritage Planner S. Goldrup, Committee Administrator The Heritage Kitchener Committee unanimously agreed to add the discussion of livestreaming meetings to the agenda. 1. DSD-2021-145 - HERITAGE PERMIT APPLICATION HPA-2021-V-021 - 34-36 RICHMOND AVENUE - DEMOLITION OF DETACHED GARAGE AND CONSTRUCTION OF NEW DETACHED GARAGE The Committee considered Development Services Department report DSD-2021-145, dated July 7, 2021, recommending approval of Heritage Permit Application (HPA) HPA-2021-V-021 to permit the demolition of an existing detached garage, and construction of a new detached garage located on the property municipally addressed as 34-36 Richmond Avenue. The subject property is designated under Part V of the Ontario Heritage Act. V. Grohn presented the Report, advising staff are recommending approval of the HPA, subject to one condition. In response to questions from the Committee, V. Grohn confirmed that the footprint of the proposed garage would be smaller than the existing structure but have a similar building height. The following motion was voted on and was Carried unanimously. It was noted that any recommendation arising from this matter will be forwarded to Council for consideration on August 23, 2021. On motion by Councillor D. Chapman - it was resolved: That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2021-V-021 be approved, as outlined in Development Services Department report DSD-2021-145, to permit the demolition of an existing detached garage located on the property municipally addressed as 34-36 Richmond Avenue; and, That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA- 2021-V-021 be approved to permit the construction of a detached garage on the property municipally addressed as 34-36 Richmond Avenue, in accordance with the plans and supplementary information submitted with the application and subject to the following condition: i. That the final building permit drawings be reviewed and heritage clearance 2. DRAFT HERITAGE IMPACT ASSESSMENT (HIA) - 50-56 WEBER ST W / 107 YOUNG ST - PROPOSED 8-STOREY RESIDENTIAL DEVELOPMENT The Committee considered a memorandum dated July 20, 2021, regarding a Heritage Impact Assessment (HIA) for the property municipally addressed as 50-56 Weber Street West and 107 Young Street. The subject lands are located within the Civic Centre Neighbourhood Heritage Conservation District (CCNHCD) and designated under Part V of the Ontario Heritage Act. The Committee also received a written submission from the North Waterloo Region branch, Architectural Conservancy Ontario. V. Grohn provided opening remarks, stating a draft Heritage Impact Assessment (HIA) has been prepared by MHBC Planning Ltd. regarding the property municipally addressed as 50-56 Weber Street West and 107 Young Street and its proposed redevelopment of the property with an 8- HERITAGE KITCHENER MINUTES AUGUST 3, 2021 - 35 - CITY OF KITCHENER 2. DRAFT HERITAGE IMPACT ASSESSMENT (HIA) - 50-56 WEBER ST W / 107 YOUNG ST - PROPOSED 8- a heritage permit application would be required for the relocation of 107 Young Street and the proposed development, and so this matter would return before the Committee for their review. Rachel Redshaw, MHBC Planning, was in attendance in support of the proposed development and the draft HIA. R. Redshaw presented the draft HIA, reviewing the subject property, the proposed development, as well as the retention, temporary relocation, and integration of 107 Young Street. R. Redshaw noted the impacts of the proposed development, including the alteration of 107 Young Street and potential land disturbances for 48 Weber Street West and 107 and 109 Young Street. R. Redshaw further spoke to the implementation measure and the conservation plan. Steve Burrows, Facet Design Studio, was in attendance in support of the proposed development and the draft HIA. S. Burrows presented regarding the design considerations, proposed site plan, building massing, and transition. In response to questions from the Committee, S. Burrows confirmed considerations for traffic and parking on Young Street by placing parking access on Weber Street. R. Redshaw spoke to the retention of 107 Young Street, gateways, and density in the district. Pierre Chauvin, MHBC Planning, reported that the angular plane analysis provided had been based on the Secondary Plan land use designation. In response to further questions, V. Grohn confirmed that the City had previously required applicants to enter into a land-use covenant agreement and provide a letter of credit for heritage properties that have been moved or relocated. R. Redshaw reviewed the portion of masonry and roofline to be extracted from 107 Young Street to provide for the integration with the proposed development and confirmed the alterations would not subtract from useable space in the residential unit of the building. S. Burrows stated that the stone and masonry would be maintained following the return of the structure to its foundations and spoke to the temporary relocation of the structure. V. Grohn confirmed that staff have requested details regarding the logistics of the temporary relocation of 107 Young Street and that further information will be reviewed at the site plan Committee meeting. S. Burrows explained the factors considered in the proposal for an 8-storey building. 3. 2021 HERITAGE PLANNING AND HERITAGE KITCHENER WORK PLANS 2021 Work Plan and the Draft Heritage Kitchener 2021-2022 Work Plan. V. Grohn reviewed the determine two to three projects of interest and establish corresponding sub-committees. STATUS UPDATES - HERITAGE BEST PRACTICES UPDATE AND 2021 PRIORITIES - HERITAGE IMPACT ASSESSMENT FOLLOW-UPS 16-20 Queen Street North and the temporary postponement of the Mike and Pat Wagner Heritage Awards. DISCUSSION OF THE LIVE STREAMING OF MEETINGS The Committee heard concerns from its members about the live streaming of meetings regarding the true record of the meeting, minutes, the impact on discussion or participation, the promotion of matters not germane to the agenda or Committee, and the life and potential use of this record. S. Goldrup, Committee Administrator, explained that similarly to Council meetings, the meetings of quasi-judicial committees were to be live-streamed to increase transparency and accessibility for the public. Staff stated that they would share a future update with the Committee to provide a more fulsome response to the concerns raised. 6. ADJOURNMENT On motion, this meeting adjourned at 6:20 p.m. S.
