Heritage Planning Work Plan The committee was circulated a memo on July 19, 2021 regarding Heritage Planning’s 2021 work plan and the draft Heritage Kitchener 2021-2022 work plan. The memo advised the committee that Heritage Planning’s work plan is full but that staff encourage Heritage Kitchener to develop a work plan with projects that volunteer committee members can take the lead on and report back to staff and the committee. Heritage Kitchener Work Plan & Sub-Committees Heritage Kitchener agreed to establish four sub-committees at their August 3, 2021 committee meeting. Several volunteers agreed to participate on one or more of the four sub-committees. The specific sub- committee topics are outlined below. 1.The Effects of Designation on Affordability 2.Promoting Cultural Heritage 3.Decolonizing the Heritage Process 4.Designations and the Municipal Heritage Register th September 7Heritage Kitchener Committee Meeting In September, members will be provided an opportunity to further discuss the four sub-committees. The purpose of this discussion is to allow the full committee to identify the process, goals/objectives, and next steps for each sub-committee.The discussion of process may be similar for each sub-committee, while the goals/objectives, and next step will likely be different for each sub-committee. Process Heritage Planning staff offer the following background information: sub-committees do not need to have a formal governance structure or a terms of reference; sub-committees should include both volunteers and Council members with a maximum of one Council member per sub-committee; sub-committees should have three or four members; and, sub-committees do not require a formal chair but are encouraged to identifyan informal chair who can help lead the work. The discussion may include items such as: who, how and when each sub-committee will seek feedback and/or provide updates to Heritage Planning staff and the full Heritage Kitchener committee(e.g., standing agenda item, updates provided 1 - 1 when new information is available, input is requested, or decisions/recommendations are required, etc.); role of Heritage Planning staff, Heritage Kitchener and each sub-committee; is training required (e.g., training on architectural styles for the ‘Designations and the Municipal Heritage Register sub-committee, etc.); additional resource requests (e.g., list of previously evaluated properties for ‘Designations and Municipal Heritage Register sub-committee, etc.); and, the need for budget dollars (Note: sub-committees should identify if they have a need for budget dollars as early as possible so that Heritage Planning staff may confirm how much, if any, is available). Goals/Objectives The discussion may include items such as: goal(s) or objective(s)of each sub-committee; milestones and deadlines; and, What will be the final deliverable of each sub-committee? Next Steps informal chairto connect with sub-committee members to schedule meetings; sub-committees proceed with their work; and, sub-committees report back to Heritage Planning staff and the full Heritage Kitchener committee as agreed under earlier discussion around process. The mission of CHO is to be an advocate for heritage in Ontario, to encourage the development of municipally-appointed heritage advisory committees, and to further the identification, preservation, interpretation, and wise use of community heritage at the local, provincial and national levels(source: CHO website). CHO hosts the annual Ontario Heritage Conference, provides educational resources to municipal heritage committees including webinars, and publishes a quarterly newsletter. Educational resources and additional information about CHO can be found on their website: www.communityheritageontario.ca. TheHeritage Kitchener committee has been a member ofCHO for several years, and as part of this membership the committeewould receive a hard copy of the quarterly newsletter.However, due to ongoing fiscal challenges resulting fromthe pandemic, themembershipwas not renewed for 2021.
