Bike parking in new development From: Richard Kelly-Ruetz, Project Manager, Planning Division, City of Kitchener Overview The city has zoning by-law bike parking regulations for multiple dwellings (i.e. apartments or condos). These include Class A spaces for indoor secure parking and Class B spaces for outdoor bike parking. The regulations are included in an attachment with the agenda. Expectations of Committee For information, questions and discussion. 2. A pedestrian-first street: Market District From: D. Kropf, Active Transportation Planning Project Manager, City of Kitchener Overview The City of Kitchener is planning to create a pedestrian-first street between the Kitchener Market ION Station and the Kitchener Market. A pedestrian-first space makes it easier to walk to the Market and host events and activities out on the street. Learn more and complete a survey at https://www.engagewr.ca/pedestrianfirstmarket. Downtown Cycling Grid bike ride with mayor From: Events & Promotions subcommittee Overview Some portions of the Downtown Cycling Grid are expected to open this fall. This committee is invited to celebrate this first phase with the mayor and members of city council. Expectations of Committee For information. 4. Neighbourhood speed limit project From: Aaron McCrimmon-Jones, Manager, Transportation Planning, City of Kitchener To assess the effectiveness of the reduced speed limits on a neighbourhood-wide scale, City Council approved a pilot project in 2019 (Report DSD-19-159) that reduced Kitchener Cycling and Trails Advisory Committee the speed limits from 50 km/h to 40 km/h in three (3) residential neighbourhoods using the Neighbourhood Speed Limit approach (i.e. speed limit signs were installed at the entry and exit points of the neighbourhoods). This was coupled with communication efforts to education residents in their neighbourhoods about the change. Staff are currently compiling and analyzing the results of this pilot project in preparation for a future staff report to Council. Expectations of Committee Committee members are invited to ask questions and provide comment on the pilot project and neighbourhood-wide speed reductions. 5. New terms of reference From: Darren Kropf, Active Transportation Planning Project Manager, City of Kitchener Overview By the time of this meeting, Community & Infrastructure Services will have reviewed the new terms of reference. If approved, it will still require ratification at City Council on September 20, 2021. Expectations of Committee For information. 6. Subcommittee updates Overview All subcommittees are encouraged to provide an update on their discussions and actions since our last meeting in July. New active transportation resources Overview On July 28, 2021, the federal government introduced their new Active Transportation Strategy and Active Transportation Fund. The grant program will provide $400 million over 5 years directly to municipalities. Application forms and deadlines have not yet been provided. On September 9, 2021, the Ontario Ministry of Transportation and Ontario Traffic Council announced the Ontario Traffic Manual Book 18: Cycling Facilities is now available. This guide provides practical guidance on the planning, design Kitchener Cycling and Trails Advisory Committee and operation of cycling infrastructure in Ontario. Since the last publication of the guide in 2013, design of cycling infrastructure has evolved and this guide reflects the desire to attract a wide range of people, including families with children, seniors and new riders so that they consider cycling as an option for most short trips.
