REPORT HIGHLIGHTS: The purpose of this report is to obtain approval to proceed with an award as per Purchasing By-law 2017-106; There was one (1) response received for this procurement; This report supports the delivery of core services. BACKGROUND: The community plan that provided background context for development in east Kitchener around the area known as Lackner Woods, bounded by Lackner Woods to the north, Fairway Road to the south and the Grand River to the east, proposed a trail connection between the Country Clair Subdivision and the school site at Chicopee Hills. This new trail would connect to an existing trail at Landgren Court and cross the creek to access the east of the school property, north from the private properties fronting on Fairway Road. In 2015, through plans of subdivision, the City agreed to complete a trail study in support of this connection. The purpose of the feasibility study is to determine: a. The environmental impact, accessibility concerns, the cultural impact of each design option of the trail including safety and security short and long term risk considerations; c. The optimal / only position of any special features / e.g., a pedestrian bridge; d. The options and the most feasible routing of the trail connections; e. The preliminary costs associated with implementation of the proposed trail connection; and f. To identify other development related requirements (access easements, environmental assessments, GRCA, MNRF, Department of Fisheries and Oceans requirements, etc.). REPORT As per clause 170.7.1 of the Purchasing By-law 2017-106, all consulting services greater than $100,000 (excluding taxes) must be approved by Council. Quotations were advertised publicly on the City of Kitchener website. Documents were downloaded by five (5) interested parties and by the closing date of Wednesday October 6, 2021, one (1) quotation had been received. The one (1) responding party follows for your reference: WSP Canada Inc. Thornhill ON * Quotation submissions were reviewed and rated by the selection committee, N. Lobley, Director Parks and Cemeteries and L. Christensen, Project Trails Manager. The committee recommends awarding the project to WSP Canada Inc., Thornhill, Ontario. STRATEGIC PLAN ALIGNMENT: This report supports the delivery of core services. FINANCIAL IMPLICATIONS: The net cost for this quotation (A), is fair and reasonable for a project of this scope and the upset limit is within the funding available (B) for this project. Funding for this project is included within the approved capital budget. The estimated surplus (E) will remain in the New Neighbourhood Parks account to fund other parks.
