Due to COVID-19 and recommendations by Waterloo Region Public Health to exercise physical
distancing, City Hall is closed to the public. Members of public are invited to view this meeting
electronically by contacting the Committee Administrator. While in-person delegation requests
are not feasible at this time, written comments may be submitted, and electronic participation can be
facilitated by contacting Darren Kropf at Darren.kropf@kitchener.ca. Delegates must register by 4:00
p.m. on the business day prior to the meeting in order to participate electronically. Written comments
will be circulated prior to the meeting and will form part of the public record.

1. Vision Zero
From: Vision Zero subcommittee
Overview
We want to make roads, sidewalks and trails in Kitchener safer for all ages, abilities,
and modes of transportation. The City is developing a Vision Zero strategy and we’re
looking forward to your feedback and input on the plan.
The City is taking a multi-step approach towards meeting the Vision Zero goal. The draft
strategy includes clear actions items that will be informed based on your input and
evaluated and revised to ensure continuous progress towards the Vision Zero goal.
Expectations of Committee
Please read the draft strategy and the Vision Zero subcommittee memo of comments in
advance. The committee will be asked to provide suggested changed to the
subcommittee’s memo and pass a motion to approve the memo as an addition to the
staff report to City Council.
2. 2022 Budget
Overview
The City of Kitchener has unveiled its proposed 2022 budget, which outlines the City’s
plan to move forward on its shared community priorities. This budget builds on
investments made in each of the five areas outlined in the City’s 2019-2022 Strategic
Plan and resumes the long-term capital investments in infrastructure that will provide
consistent, reliable services to meet the needs of a rapidly growing city. More

The survey includes an option to share how you would invest $1 million between
affordable housing, renovating city facilities and new community trails. The issue paper
