BY-LAWS AS LISTED ON THE AGENDA - 2ND READING It was resolved: "That the by-laws considered by this Committee be taken as read a second time and be recommended for enactment." B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Certification of Title Applications - CHICOPEE WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and Draft Plan to expedite a Certificate of Titles Act Application by 810066 Ontario Limited with respect to lands described as Part of Lot 4, Easterly Range Joseph Erb's Survey, Registered Plan No. 589, Part of Lot 1, Municipal Compiled Plan No. 975 and Part of Lot 4, Municipal Compiled Plan No. 966." - and - "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and Draft Plan to expedite a Certificate of Titles Act Application by Hallman Brierdale Limited with respect to lands described as Part of Lot 119, German Company Tract, City of Kitchener." It was resolved: "That the Mayor and Clerk be authorized to execute a Release in connection with the settlement of Supreme Court of Ontario Action No. 19/89, being a Claim for damages from the City and several named employees by Schreiter-Sandrock Limited arising out of the funeral of Mrs. Cecelia Lavigne on July 27, 1988." Taq Days It was resolved: "That the City of Kitchener approves of the Waterloo-Wellington Chapter of the Amyotrophic Lateral Sclerosis Society conducting a Tag Day in Kitchener on June 1 and June 2, 1990 in conjunction with National Amyotrophic Lateral Sclerosis Week to be held across Canada from June 1st to June 9th, 1990." - and - "That the City of Kitchener approves of No. 80 K-W Squadron, No. 822 Squadron and No. 530 Waterloo Squadron, Royal Canadian Air Cadets, conducting a joint Tag Day in Kitchener on May 11th and May 12th, 1990." Quit Claim Deed - SOUTH WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Quit Claim Deed in favour of Joseph Emil Wittig, Gordon Thaler Ariss, and Ward Joseph Dunbrook, as Trustees, for lands described as Part of Lot 9, Biehn's Tract, designated as Part 2, Plan 58R-6984." Art Auction It was resolved: "That the $1.00 Charitable Organization licence fees apply to the Hawkers and Pedlars and Auctioneer's licences required by the Freeport Hospital Volunteer Services for their Art Auction to be held on May 9, 1990." 6. Variance to Siqn By-law - STANLEY PARK WARD It was resolved: "That the decision of the Committee of Adjustment sitting as a Standing Committee of City Council, of January 23, 1990, recommending approval of Submission No. S 1/90 - The McColl Frontenac Inc., Be Ratified and Confirmed." 7. Monte Carlo Licence It was resolved: "That the City of Kitchener has no objection to a Provincial licence being issued to the St. John's Kilmarnock School for a Monte Carlo Event to be held at the Valhalla Inn, Kitchener, on April 27, 1990." 8. Raffle Lottery It was resolved: "That the City of Kitchener has no objection to a Provincial licence being issued to the Freeport Hospital, Kitchener, to conduct a Raffle Lottery in the City of Kitchener at Lulu's Roadhouse, 4263 King Street East on June 22, 1990." 9. Industrial Land - Consent - FAIRVIEW WARD It was resolved: "That the City consent to a transfer from 742914 Ontario Limited to 868256 Ontario Inc. and a debenture from 868256 Ontario Inc. to the Royal Bank of Canada of the property described as Part 2 on Reference Plan 58R-5418 and municipally known as 64 Shoemaker Street, Kitchener." 10. Raffle Lottery & Monte Carlo Event It was resolved: "That the City of Kitchener has no objection to Provincial licences being issued to the Royalaires Drum & Bugle Corps of Guelph to conduct a Raffle Lottery and Monte Carlo event at Bingeman Park Farms, Kitchener, on June 2, 1990." 11. Write-Off of Uncollectible Receivables for 1988/89 It was resolved: "That Council pass a resolution authorizing the write-off of the uncollectible receivables for 1988 and 1989 amounting to $3,202.67 and $3,349.54 respectively." 12. Tender It was resolved: "That tender T89-68, Pumping Stations at Doon and Rockway Golf Courses, be awarded to Commercial Pump Service, Mount Brydges, at their tendered price of $246,776., minus deductions agreed upon for a lump sum total of $237,276." 14. Grants to Municipalities Dealt with under Unfinished Business. 15. Group Homes/Residential Care Facilities The Committee was in receipt of a letter from Alderman M. Yantzi dated January 29, 1990, concerning the over-concentration of group homes/residential care facilities in the Cedar Hills Neighbourhood. It was resolved: "That Council direct the appropriate staff to address concerns regarding the over-concentration of group homes/residential care facilities in the Cedar Hills Neighbourhood and propose a solution, either specifically for that neighbourhood, or for the neighbourhood as part of a City-wide scheme, and further, That the issue of zoning for residential care facilities in all residential zones be addressed as part of the Institutional Official Plan Policies and Zoning amendments." 16. Petition for Subsidy - Public Transportation & Hiqhwa¥ Improvement Act It was resolved: "That the Mayor and Clerk be authorized to execute the City's annual petition for subsidy under the provisions of the Public Transportation and Highway Improvement Act for expenditures made during the year 1989 in the amount of $6,467,823.00."
