B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Contract - City Hall Canteen It was resolved: "That the Mayor and Clerk be authorized to execute an agreement with Ella Koster dated February 16, 1990 for operating the City Hall Canteen for a term of one year commencing January 1, 1990 in consideration of annual remuneration in the sum of $22,000.00." 2. Execution of Enqineerinq Aqreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement for the provision of professional engineering services made between the City of Kitchener and Wright- Dietrich, regarding Hidden Valley Subdivision, 30T-88045." 3. Subsidy Requests It was resolved: "That the Mayor and Clerk be authorized to execute Request No. 1 with the Ministry of Transportation pursuant to the Public Transportation and Highway Improvement Act, for the allocation of subsidy funds for public transportation in the amounts of $3,316,500. for the Capital Assistance Program and $2,860,094. for the Transit Operating Assistance Program." - and - "That the Mayor and Clerk be authorized to execute Request No. 1 with the Ministry of Transportation pursuant to the Public Transportation and Highway Improvement Act, for the allocation of subsidy funds to provide public transportation service for the physically disabled as follows: Capital: $ 64,050. Banner Request It was resolved: "That in conjunction with Mental Health Week we grant permission to the Canadian Mental Health Association, Waterloo Region, banner erected on King Street at Rockway Gardens from Friday, April 27th to Saturday, May 5th, 1990 inclusive. Further, that this organization make the necessary arrangements with the City's contractor for the erection and removal of the banner and the payment of any costs associated therewith. And further, that the Chief Administrative Officer be authorized to schedule the erection COMMITTEE OF THE WHOLE MINUTES APRIL 9, 1990 and removal of this banner on an annual basis as requested." Offer to Purchase - ROCKWAY-ST. MARY'S WARD Alderman W. Ferguson questioned why a lease was necessary and Mr. J. Wallace advised that there were technical reasons for leasing rather than selling the land. Mr. D. Suzuki pointed out that the lease Offer to Purchase - ROCKWAY-ST. MARY'S WARD (CONT'D) arrangement was done on his request in view of the location of a trunk sanitary sewer and this would overcome any future maintenance problems. It was resolved: "That the City of Kitchener accepts the Offer from Tony and Xenia Berdeklis to purchase from the City 350 sq. ft. of vacant land for $1,050.00; And further, that Tony and Xenia Berdeklis be permitted to lease from the City vacant land comprising of 263 square feet for $95.00 per year. And Whereas, the Mayor and Clerk are hereby authorized to execute any documentation approved by the City Solicitor required to complete this transaction." Tenders In response to a question from Alderman G. Lorentz, Mr. F. Clement advised that the articles requested under Tender T90-28 for sidewalk snow plows would replace existing equipment. It was resolved: "That tender T90-12, Schneider Creek Trunk Sewer Landscape Rehabilitation, be awarded to Gateman-Milloy Inc., Kitchener, at their tendered price of $251,885.20." - and - "That tender T90-28, Sidewalk Snow Plows, be awarded as follows: 1. One track type sidewalk snow plow and sander to Inland Tracked Equipment, Toronto, at their tendered price of $45,947.12.
