A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Certification of Title Application - FAIRVIEW WARD
It was resolved:
"That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and
Draft Plan to expedite Certificate of Titles Act Application L-6860 by High Street
Construction Limited In Trust, with respect to lands described as Part of Lot 11, Biehn's
Tract, Huron Road in the City of Kitchener."
2. Consents
It was resolved:
"That the City consent to a lease from Berkshire Building Corporation to Ontario Shade
Industries Ltd. of the property described as Parts 14, 15, 16, 17, 18 and 19 on Reference
Plan 58R-2072 and municipally known as 25 Groff Place, Kitchener."

"That the City consent to a transfer from lan M. Matthew, In Trust to 883950 Ontario Inc.
and a lease from 883950 Ontario Inc. to New Balance Canada Inc. of the property
described as Part 2 on Reference Plan 58R-6949 and municipally known as 258 McBrine
Drive, Kitchener."

"That the City consent to a transfer of a unit from Waechtersbach Canada Limited to Ivica
Strkaij and Constantino Tsetsekas and to Chris Koufatzis at the property described as
Part 6 on Reference Plan 58R-5849 and municipally known as 565 Trillium Drive, subject
to applying for and being issued an Occupancy Permit."
3. 1990 Aqreement between the City & the Central Ontario Exhibition
It was resolved:
"That the Mayor and Clerk be authorized to execute an agreement dated May 17, 1990 to
allow The Central Ontario Exhibition Association to use the Memorial Auditorium Complex
for an exhibition running from June 13 to June 18, 1990."
4. Multicultural Festival - Civic Celebration
It was resolved:
"That in conjunction with the Multicultural Festival to be held July 1 and July 2, 1990, the
week June 25 to July 3, 1990 be declared a period of Civic Celebration in the City of
Kitchener."
5. Tenders
It was resolved:

"That tender T90-50, Refurbishing of Transit Coaches, be awarded to Paling
Incorporated, Hamilton, at their tendered price of $255,378.96."

Tenders (Cont'd)
"That tender T90-54, Natural Gas Steel Pipe, be awarded to the Garth Company,
Mississauga at their tendered price of $78,705.60."

"That, subject to Ontario Municipal Board approval of the City's application for a capital
expenditure and the issuance of debentures in the amount of $2,660,000.00, tender T90-
52, Street Light Conversion, be awarded as follows:
Part A:
Supply of luminaires only to Emergi-Lite/Landmark Ltd., Dorval, Quebec at
their tendered price of $1,292,439.20.
Part B:
Supply of lamps only to Ruddy Electric Wholesale Ltd., Kitchener, at their
tendered price of $159,207.95.
Part C:
Supply of tapered brackets only to GTE Sylvania Canada Ltd., Mississauga
at their tendered price of $38,383.20.
Part D:
Supply of special brackets only to Ruddy Electric Wholesale Ltd., Kitchener
at their tendered price of $312,807.77.
Part E:
Installation only to B & M Utility Contractors of Scarborough at their tendered
price of $548,080.57."
Industrial Condominium - BRIDGEPORT NORTH WARD
It was resolved:
"That the Mayor and Clerk are hereby authorized to sign and seal the Agreement dated
the 29th day of May, 1990 between 781198 Ontario Limited and the City with respect to
the Industrial Condominium development at 100 Campbell Avenue."
The Committee was in receipt of a report from Mr. T. McCabe, Director of Development, dated
May 28, 1990, requesting a revision to the conditions of approval for the condominium located
at 100 Campbell Avenue.
It was resolved:
"That the City Council's July 17, 1989 approval of Draft Plan of Condominium 30CDM-
89002 (781198 Ontario Limited - 100 Campbell Avenue) be revised by adding the
following sentence to the end of Condition f) contained therein:
'In this regard, the Owner agrees to undertake or
otherwise satisfy any additional requirements as
identified by the Ministry of the Environment or
the City with respect to the environmental safety
of the site."'
General Insurance Coveraqe
It was resolved:
"That the General Insurance Coverage for the period June 1, 1990 to May 31, 1991 as
detailed in Appendix A of the 'General Insurance Proposal 1990', dated April 19, 1990, be
awarded to Frank Cowan Company Limited, and the deductibles recommended in

Appendix A be implemented, and further,
That an amount of $2,000,000.00 be transferred to the Insurance Reserve Fund to
provide for the 1990/91 premiums and the recommended increase in deductibles, and
further,
That any expenditures resulting from an on-going Risk Management Survey be charged
against the Insurance Reserve Fund."
