HomeMy WebLinkAboutCOR-2021-34 - Memorandum of Settlement, CUPE 791 and IATSE 357 REPORT TO: Council DATE OF MEETING: November 22, 2021 SUBMITTED BY: David Godwaldt, Manager, Employee Relations and Recruitment 519-741-2200 x 7251 PREPARED BY: David Godwaldt, Manager, Employee Relations and Recruitment 519-741-2200 x 7251 WARD (S) INVOLVED: N/A DATE OF REPORT: November 22, 2021 REPORT NO.: COR-2021-34 SUBJECT: Memorandum of Settlement, CUPE 791 and IATSE 357 ___________________________________________________________________________ RECOMMENDATION: That Council approve the terms and conditions contained in the Memorandum of Settlement dated October 22, 2021 to establish the 2021-2025 Collective Agreement with CUPE Local 791, as outlined in Corporate Services Department report COR-2021-34; and, That the wage, health and dental benefits and vacation enhancements negotiated with CUPE 791 for 2021, 2022, 2023, and 2024 be applied to non-union/management positions consistent with the City's approach to joint job evaluation; and, That the CUPE 791 wage settlements for 2021, 2022, 2023, and 2024 be applied to 9000 series positions; and, That Council approve the terms and conditions contained in the Memorandum of Settlement dated July 26, 2021 to establish the 2020-2022 Collective Agreement with IATSE 357; and further, That the Mayor and the Clerk be authorized to execute documentation arising there from. · BACKGROUND: Following a series of collective bargaining meetings with both union groups, tentative settlements for a renewal of the Collective Agreements were reached as follows: 1. CUPE 791 covering the period April 1, 2021 to March 31, 2025 2. IATSE 357 covering the period January 1, 2020 to December 31, 2022 *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. REPORT: The purpose of the recommendation is for Council to ratify the terms and conditions contained within the tentative settlements. CUPE 791 ratified the tentative settlement on October 27, 2021. IATSE 357 ratified the tentative settlement on October 13, 2021. To ensure compliance with any potential pay equity obligations, the negotiated CUPE 791 wage, health and dental and vacation adjustments will also be applied to non- union/management positions given that these positions are part of the same joint job evaluation system as CUPE 791 positions. In addition, the applicable wage adjustment will also be applied to 9000 series positions for the years 2021-2024. (9000 series positions are part-time, casual, and summer employees not covered by any of the collective agreements). If approved, applicable Council policies will be updated to reflect the changes. FINANCIAL IMPLICATIONS: The proposed settlement with CUPE 791 and IATSE 357 will be funded from within the approved operating budgets for each year of the respective collective agreements. COMMUNITY ENGAGEMENT: Community engagement was not conducted for this item as it is not a requirement of the collective bargaining process.
