COMMITTEE OF THE WHOLE MINUTES

A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Execution of Enqineerinq Aqreement - FAIRVIEW WARD
It was resolved:
"That the Mayor and Clerk be authorized to execute an agreement for the provision of
professional engineering services made between the City of Kitchener and Progressive
Engineering Limited, regarding Blockline Road and Homer Watson Boulevard."
Raffle Lottery
It was resolved:
"That the Kitchener Knights of Columbus, Father Funcken Council No. 1504, be granted
permission to sell Raffle Lottery tickets in the City of Kitchener under City of Toronto
Lottery Licence #863923 for a draw to be held in the City of Toronto on May 18, 1991 ."
Appointment to Kitchener-Waterloo Hospital Commission
The Committee was in receipt of a report from Mr. R.W. Pritchard, City Clerk, regarding the
appointment of a citizen representative to the Kitchener-Waterloo Hospital Commission.
Appointments to the Kitchener-Waterloo Hospital Commission were then considered and the
following nominations were forthcoming to fill the one lay vacancy, namely:
Veronica Kerr
Nelson C. Stead
Norman H. Freund
Allyson J. Eadie
Sandra F. Miller
Elizabeth Templin
The voting procedure, as approved by City Council, was then undertaken and following
tabulation of the results Veronica Kerr was declared appointed.

Grant to Subsidize University and Colleqe Bus Passes
The Committee was in receipt of a report from Mr. W. Beck, Director of Transit, relating to the
continued and automatic awarding of grants to subsidize University and College bus passes.
It was resolved:
"That a $4,700 grant, for the period January to April, 1991 be awarded to Kitchener
Transit as a further subsidy toward the purchase of monthly bus passes by University and
College students."

The Committee was in receipt of a memorandum from Mr. J. Shivas, Assistant City Solicitor,
dated December 17, 1990 requesting the City's consent to the transfers.
Transfer of Condominium Units - Twinqate Construction Ltd. (Cont'd)
It was resolved:
"That the City consent to transfers of condominium units from Twingate Construction Ltd.
to Fred and Angela Mary Bahr; Jozef and Hilda Krajnc; and Barbara Miendl for the
property described as Part 3 on Reference Plan 58R-5840 and municipally known as 62
McBrine Place, Kitchener, subject to applying for and obtaining occupancy certificates."
Confirmation of Compliance -Waechtersbach Canada Limited
The Committee was in receipt of a memorandum from Mr. J. Shivas, Assistant City Solicitor,
dated December 17, 1990 requesting that Council confirm that the subject property complies
with various restrictive covenants.
It was resolved:
"That the City confirms that the property municipally known as 565 Trillium Drive complies
with the restrictive covenants set out in Instrument No. 988600, subject to the removal of
the debris currently being stored on the property by January 11, 1991 ."
Transfer & Mortqaqe -A-T Holdinqs Ltd.
The Committee was in receipt of a memorandum from Mr. J. Shivas, Assistant City Solicitor,
dated December 17, 1990 requesting that the City consent to the tranfser and a mortgage.
It was resolved:
"That the City consent to a transfer from Gary Jeske, Gary Dietrich, Pat McDaid and Tim
Hinsperger to A-T Holdings Ltd. and a mortgage from A-T Holdings Ltd. to Mutual Life for
the property described as Parts 6 & 25 on Reference Plan 58R-5840 and municipally
known as 128 McBrine Place, Kitchener."
Expropriation Claims - 180-188 Kinq Street West
It was resolved:
"That the City accepts the offer of 643666 Ontario Limited, set out in the December 14,
1990 letter from its solicitors, Mr. Peter Giffen, to settle in full all its claims respecting the
expropriation of 180-188 King Street West for the additional all inclusive sum of
$196,675.77."
