BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Raffle Lotteries
It was resolved:
"That the Ontario Federation of Anglers & Hunters be granted permission to sell Raffle
Lottery tickets in the City of Kitchener under a Provincial Lottery Licence #848957 for a
draw to be held in the City of Peterborough on May 31, 1991 ."
- and -
"That the City of Kitchener has no objection to a Provincial Licence being issued to
Kitchener-Waterloo Oktoberfest Inc. to conduct a Raffle Lottery at the Valhalla Inn,
Kitchener on November 21, 1991 ."
- and -
"That the Stanley Park Rosemount Preschool be granted permission to conduct a Raffle
Lottery in the City of Kitchener with the draw to be held on April 10, 1991 at St. James-
Rosemount Church in Kitchener."
2. Taq Day
It was resolved:
"That the City of Kitchener approves of No. 80 K-W Squadron, No. 822 Tutor Squadron
and No. 530 Waterloo Squadron Royal Canadian Air Cadets, conducting their annual Tag
Day in Kitchener on May 10th and May 11th, 1991 ."
3. Assessment Appeal - ROCKWAY-ST. MARY'S WARD
It was resolved:
"That the Mayor and Clerk be authorized to execute the Minutes of Settlement with
respect to an appeal by A.E.C. Appraisals Inc. on behalf of J.M. Schneider Inc., wherein
the Assessment of 1988 and 1989 for realty assessment and business assessment is
fixed for each roll number as outlined in the Minutes of Settlement dated the 28th day of
December 1990."
4. Land Sale - SOUTH WARD
It was resolved:
"That the time for obtaining the severance as outlined in the conditions of the Purchase
and Sale between the City and John and Elpida Matsias, dated December 28, 1990, be
extended by a further period of eight (8) days and that all other terms and conditions of
the Purchase and Sale remain the same and time to continue of the essence."

5. Resolution - Ukrainian Food Relief Committee
The Committee was in receipt of a letter from the City-to-City Ukrainian Food Relief Agency of
Canada requesting the City's support for the establishment of a community Ukrainian Food
Relief Committee.
It was resolved:
"That the City of Kitchener support the concept of establishing a Ukrainian Food Relief
Committee and encourage participation throughout the community, with such support by
the City not being construed as financial in nature."

Hearinq
It was resolved:
"That the applications attached hereto and forming part of these minutes relative to the
cancellation, reduction, refund or levy of taxes be disposed of as recommended therein."
7. Expropriation Settlement
It was resolved:
"That the City accepts the offer from Bill Christou c.o.b, as Harvest Inn Restaurant as set
out in the February 5, 1991 letter from his solicitor, John Doherty, to settle in full all claims
arising from the expropriation of 198 King Street West for the sum of $50,000.00 plus
legal and appraisal costs of $10,372.44."
