BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and
be recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. Taq Day
It was resolved:
"That the City of Kitchener approves of 'The Air Cadets Scott Wilson Tag Day for
Cancer' sponsored by the Kitchener-Waterloo Unit of the Canadian Cancer Society to
be held in Kitchener on Saturday, April 13, 1991 ."
2. 1991 Road Proqram
It was resolved:
"That the Mayor and Clerk be authorized to execute the City of Kitchener Program of
proposed expenditures for highway improvements for the year 1991 totalling
$4,181,294.00."
3. Monte Carlo Licences
It was resolved:
"That the City of Kitchener has no objection to a Provincial licence being issued to the
Twin City Sertoma Club to conduct a Monte Carlo Event on April 9, 1991 at Bingeman
Park Farms, 1380 Victoria Street North, Kitchener."

"That the City of Kitchener has no objection to a Provincial licence being issued to the
Society of St. Vincent de Paul, Kitchener Particular Council to conduct a Monte Carlo
Event on May 10, 1991 at Bridgeport Community Centre, 20 Tyson Drive, Kitchener."
4. Purchase of Easement for Schneider Creek Sanitary Trunk Sewer
It was resolved:
"That the City of Kitchener accepts the Offer from F-J Leasing & Developments
Limited to sell to the City an easement in perpetuity on Part of Lots 17 and 18,
Registered Plan 791 for the sum of $8,000.00. Said easement is required to protect a
new sanitary trunk sewer to be built; and further,
That the City accepts the Offer from F-J Leasing & Developments Limited to buy a
temporary construction easement at $500.00 per month plus replacement of the
security fence and $1,000.00 to be paid to A.J. Braun Manufacturing for removal of
inventory presently stored on land required for said easement; and further,
That the Mayor and Clerk are hereby authorized to execute any documentation
approved by the City Solicitor required to complete these transactions."

Kitchener Housinq Inc. - Bank Account
It was requested that staff provide a report detailing the number of occurrences by month
repsecting NSF cheques received by the City on behalf of Kitchener Housing Inc.
It was resolved:
"That a separate bank account be established for Kitchener Housing Inc. to be used for
rental deposits only."
Composition of Kitchener Downtown Action Committee
It was resolved:
"That the 1991 composition of the Downtown Action Committee will be as follows:
Mayor D.V. Cardillo
Alderman B. Stortz
Alderman M. Yantzi
1 Rep. - Kitchener Downtown Council of Churches
5 Reps.- Chairman & 4 members - Kitchener Downtown Business Association
1 Rep. - Kitchener Chamber of Commerce
1 Rep. - Social Planning Council of Kitchener-Waterloo
1 Rep. - Senior Citizens
1 Rep. - Affordable Housing
1 Rep. - Physically Challenged
6 Reps.- 1 from each of the following neighbourhood areas:
(a) Cedarhills
(b) Central Frederick
(c) Central Ottawa
(d) Civic Centre
(e) Mill/Courtland
(f) Victoria Park."
