REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1.Execution of Enqineerinq Aqreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement for the provision of professional engineering services made between the City of Kitchener and K.J. Behm & Associates Inc., regarding Caryndale Drive Extension." Monte Carlo Licence It was resolved: "That the City of Kitchener has no objection to a Provincial licence being issued to the Juvenile Diabetes Foundation Canada, Region of Waterloo Chapter, to conduct a Monte Carlo event on May 11, 1991 at Bingeman Park Farms, Kitchener." 3. Taq Day It was resolved: "That the City of Kitchener approves of Waterloo-Wellington Chapter of the Amyotrophic Lateral Sclerosis Society (A.L.S.) conducting a Tag Day in Kitchener on Friday, May 31st and Saturday, June 1st, 1991 ." 4. Enqineerinq Aqreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement for the provision of professional engineering services made between the City of Kitchener and Progressive Engineering Ltd., regarding Grulke Street Extension." 5. Quit Claim Deed - BRIDGEPORT NORTH WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Quit Claim Deed in favour of Richard Ambrose Reitzel for Parts 1, 2, 3 and 4 on Reference Plan 58R-7188, save and except an easement on Part 1 of Reference Plan 58R-2627." 6. 1991 Interim Subsidy Approval - Home Support Services for the Elderly It was resolved: "That the Mayor and Clerk be authorized to execute an Agreement with her Majesty the Queen in right of Ontario, as represented by The Minister of Community and Social Services, for 1991 Interim Approved Subsidy for the period January 1, 1991 to December 31, COMMITTEE OF THE WHOLE MINUTES B. Sale of City Surplus Land - Grand Hill Drive - SOUTH WARD Dealt with under Delegations. 8. Binqo Application It was resolved: "That the City of Kitchener grant permission to the Optimist Club of Waterloo Region to commence the operation of bingos at the Kitchener Bingo Country, 1356 Weber Street East, Kitchener, as at April 9, 1991 ." 9. Raffle Lottery It was resolved: "That the Forest Hill T-Ball Association be granted permission to conduct a Raffle Lottery in the City of Kitchener with the draw to be held on Sunday, August 4, 1991 at Diamond #1 in Wilson Park, Kitchener." 10. Certification of Title Application - CHICOPEE WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and draft reference plan to expedite a Certificate of Titles Act Application by Tillsonburg Construction Limited, with respect to lands described as Lot 11, Registered Plan 1278 in the City of Kitchener." 11. Quit Claim - WEST WARD It was resolved: "That the City is willing to accept a Quit Claim Deed from Traders Developments Limited with respect to Blocks F and G, Registered Plan 1273 located at the end of Inadale Court and Gallarno Court." 12. Volunteer Week 1991 It was resolved: "The in conjunction with the Proclamation of Volunteer Week from April 21 to April 27, 1991, in Kitchener, that the City Clerk be authorized to direct the imprinting of mail processed through the City's postage meter during the month of April with the message: 'Volunteering - A Great Way to Grow'. It being understood that any costs associated herewith will be charged to the Parks & Recreation Department." 13. Industrial Land Consents It was resolved: "That the City consent to a lease from Berkshire Building Corporation to Berg Installations Inc. for space at the property described as Parts 14 to 19 inclusive on Reference Plan 58R-2072 and municipally known as 25 Groff Place, Kitchener." - and - COMMITTEE OF THE WHOLE MINUTES B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) MARCH 18, 1991 "That the City consent to a lease from Waechtersbach Canada Limited to Halcyon Foods (to be incorporated as Halcyon Foods Inc.) for the property described as Part 6 on Reference Plan 58R-5849 and municipally known as 565 Trillium Drive, Kitchener." 14. Variances - City of Kitchener Municipal Code, Chapter 680 (Sign) - FAIRVlEW WARD & STANLEY PARK WARD Dealt with under Delegations. 15. Waterloo Region Catholic School Board Recycling Program It was resolved: "That we support in principle the application by the Waterloo Region Catholic School Board to the Ministry of the Environment for funding under its Environment's Star Program to establish waste reduction, recycling programs in all its schools. Further, that Browning-Ferris Industries Ltd. be requested to work with the Waterloo Region Catholic School Board in establishing its recycling program." 16. Tenders Alderman C. Zehr requested that in future all budget figures be identified in the memorandum from the Director of Purchasing concerning tenders awarded by the City. Alderman B.M. Hiscott disclosed a conflict of interest and abstained from all voting and discussion concerning the awarding of Tender T91-6 as a construction firm owned by his neighbour submitted a bid. It was resolved: "That proposal P90-70, Supply and Install A Pad Mounted Substation at the Breithaupt Centre, be awarded to Del-Co Electrical Limited, Waterloo, Ontario at their proposed price of $60,405. (including general and provincial sales taxes)." - and - "That tender T91-6, Victoria Hills Community Centre, be awarded to CRD Construction Ltd., Guelph, Ontario at their tendered price of $848,400." - and - "That tender T90-87, Domestic Water Meters, be awarded to Ontario Water Products, London, Ontario at their tendered price of $194,040." Alderman B.M. Request for Exemption - Chapter 408, Municipal Code (Pigeons) It was resolved: "That in accordance with Chapter 408 which regulates the keeping of animals within the City, the City approve Manuel Viana Jr's request for an exemption to Chapter 408 and hereby grants permission to keep pigeons for exhibition purposes at his property known as 175 Kenneth Avenue in Kitchener." It was resolved: "That a further sum of $30,000.00 be paid on a without prejudice basis to Moderne Button Company Limited as a further advance on account of costs to relocate from 182 King Street West in installments as approved by the City Solicitor." 19. City Hall - Relocation Settlement (Kwik-Kopy) It was resolved: "That a further sum of $20,000.00 be paid on a without prejudice basis to ABS Reprographics (Kitchener) Inc. (Kwik-Kopy) as a further advance on account of costs to relocate from 121 Duke Street West in installments as approved by the City Solicitor."
