B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Master Proof of Loss It was resolved: "That the Mayor and Clerk be authorized to execute a Master Proof of Loss in the amount of $3,630.78 pertaining to damage to a power scrubber at the Kitchener Memorial Auditorium which occurred on or about November 11, 1990. That item B.4 of the Committee of the Whole Agenda approved by City Council on July 15th be rescinded." 2. Engineering Agreement It was resolved: "That the Mayor and Clerk be authorized to execute an agreement for the provision of professional engineering services made between the City of Kitchener and Paragon Engineering Limited, regarding Willow Woods Subdivision, 30T-89014." 3. Agreement - Home Support Services for the Elderly It was resolved: "That the Mayor and Clerk be authorized to execute an Agreement with Her Majesty the Queen in right of Ontario, as represented by The Minister of Community and Social Services in the amount of $147,112.00 for continuation of the Home Support Program in Kitchener for the period January 1, 1991 to December 31, 1991 ." 4. Licences It was resolved: "That the City of Kitchener has no objection to Provincial licences being issued to the Kitchener-Waterloo Oktoberfest Inc. to conduct Monte Carlo events at Bingeman Park Farms, the Holiday Inn and the Valhalla Inn during Oktoberfest, October 11-19, 1991 ." - and - "That the City of Kitchener has no objection to a Provincial Licence being issued to the Kiwanis Club of Kitchener-Waterloo to conduct a Raffle Lottery in the City of Kitchener with the draws to commence on November 1, 1991 and ending October 1, 1992." - and - "That the City of Kitchener has no objection to a Provincial licence being issued to the Our People Fund to conduct a Monte Carlo event at the Alpine Club, 464 Maple Avenue, Kitchener, on October 26, 1991 ." REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) Easement - SOUTH WARD It was resolved: "That the City of Kitchener grant Kitchener Alliance Community Homes Inc. a permanent 6 metre easement over a portion of Chandler Park, to be more particularly described in a reference plan to be completed, for sanitary sewer purposes. It being understood that Kitchener Alliance Community Homes Inc. will not undertake any work within the easement area without obtaining permission of the Commissioner of Parks and Recreation and will restore the area to its original condition to the satisfaction of the Commissioner of Parks and Recreation." Resolution - Comprehensive Nuclear Weapons Test Ban It was resolved: "That Kitchener City Council endorse the resolution of the City of Vancouver, British Columbia, outlined in correspondence dated July 15, 1991, wherein the City renewed its September 1989 request that the Federal Government actively support negotiations for a comprehensive nuclear weapons test ban in every appropriate international forum, including the United Nations and the Conference on Disarmament." Gun Control The Committee was in receipt of a letter from Ms. K. Hudson, Ottawa Co-ordinator, Coalition for Gun Control, dated May 28, 1991, requesting the City's support of the Coalition and a financial contribution to assist in achieving their goals. It was resolved: "That Kitchener City Council endorse the position of the Coalition for Gun Control for the purposes of ongoing education and publicity efforts and agree to assist in the distribution of information in this regard within the municipality." 10. Aqreement with Reqion of Waterloo - Administrative Buildinq It was resolved: "That subject to the approval of the Ontario Municipal Board, the Mayor and Clerk be authorized to execute a master agreement with the Regional Municipality of Waterloo relative to the Waterloo Regional Administration Building, the details of which are contained in the agreement attached to this Agenda." 11. Business Cards - Committee Lay Members Council was in receipt of a memorandum from Alderman G. Leadston dated July 8, 1991, requesting that the City provide lay members of Committees of Council with business cards indicating the Committee they represent, their name, address and telephone number. COMMITTEE OF THE WHOLE MINUTES AUGUST 19, 1991 REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) Alderman Leadston suggested that business cards could be supplied if requested following Council's annual reappointment of Committee members in December. Alderman B. Stortz suggested the use of generic cards similar to those provided for the Spicer Commission. It was generally agreed that this item would be dealt with at the annual appointment meeting in December and Mr. R.W. Pritchard, on or before that date, would provide a report outlining the total number of Committee members involved and the related costs of providing an appropriate number of cards. 12. Proposed Watermain Crossinq - Kinq Street West at Wellinqton Street BRIDGEPORT NORTH WARD The Committee accepted the report from Mr. D. Gardner outlining the procedure to be followed in the closure of King Street to allow installation of a watermain to its south side from Wellington Street as information. 13. Road Closure - CENTRE WARD It was resolved: "That King Street be closed between Gaukel Street and College Street on Saturday, September 7, 1991, from 10:30 a.m. to 12:30 p.m. to accommodate an Art Exhibition in conjunction with the New City Hall project." 14. Various Tenders It was resolved: "That tender T91-16, Queensmount Arena - Roof Replacement and Structural Repairs, be awarded to E-D Roofing Limited, Mississauga at their tendered price of $173,652., plus Provincial Sales Tax and G.S.T." - and - "That tender T91-62, Supply and Delivery of Highway Coarse Salt, be awarded to Sifto Canada Inc. of Mississauga at their tendered price." - and - "That tender T91-71, Remedial Work - Market Parking Garage, be awarded to Bravo Construction Services Ltd., Stoney Creek, at their tendered price of $58,587.50." - and - "That tender T91-64, Rosenberg Park Sportsfield Lighting Installation, be awarded to Nadalin Electric Co. (Ont.) Inc., Milton at their tendered price of $53,650." 15. Federal Women's Detention Centre It was resolved: "That the City of Kitchener actively proceed with an application to The Federal Government to have one of its new Federal Women's Detention Centres located in this municipality." 16. Encroachment Aqreement - 30 Hampton Place Council was in receipt of a memorandum from Ms. L. MacDonald dated August 9, 1991, COMMITTEE OF THE WHOLE MINUTES AUGUST 19, 1991 REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) requesting authorization to execute an encroachment agreement for the installing a 3 foot chain link fence on the City's road allowance. purpose of It was resolved: "That the Mayor and Clerk be authorized to execute an encroachment agreement with the registered owners of 30 Hampton Place to permit the installation of a 3 foot chain link fence which will encroach 5 feet, more or less, onto the road allowance known as Hampton Place." 17. Property Acquisition - Near David and Joseph Streets It was resolved: "That the Council resolution of July 15, 1991 relative to the acquisition of properties near David and Joseph Streets be amended so as to authorize the Mayor and Clerk to initial amendments to the offers already submitted or, alternately, to execute new offers with respect to the purchase of the 5 properties in question at $22.00 a square foot, and further, That the Mayor and Clerk be authorized to execute all documentation required, as approved by the City Solicitor, in order to complete the above transactions." Alderman B.M. Hiscott indicated that he is opposed to this offer being made as, in his opinion, the lands in question could be acquired at a lower price.
