BY-LAWS AS LISTED ON THE AGENDA - 2ND READING It was resolved: "That the by-laws considered by this Committee be taken as read a second time and be recommended for enactment." B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Consent - SOUTH WARD It was resolved: "That the City consent to a mortgage from Failer Holdings Limited to Central Guaranty Trust Company and a lease between Failers Holdings Limited and Jamsons Industrial Supplies Inc. for the property described as Part 27 on Reference Plan 58R-5668 and municipally known as 63 Mclntyre Place, Kitchener." 2. Grant Contract - Coqeneration System - New City Hall It was resolved: "That the Mayor and Clerk be authorized to execute the amended Contract with the Ministry of Energy for a demonstration grant of $166,650. towards the new City Hall Cogeneration Project." 3. Petition for Subsidy It was resolved: "That the Mayor and Clerk be authorized to execute a petition with the Ministry of Transportation for interim payment under the Public Transportation and Highway Improvement Act on construction and maintenance expenditures for the period January 1, 1991 to October 31, 1991, in the amount of $6,336,940." 4. New Binqo Halls It was resolved: "That the City of Kitchener has no objection to a Provincial License being issued to Youth Against Substance Abuse (K-W Inc.), 200 Waterloo Street, Kitchener, to conduct bingos at 329 King Street East, Kitchener, provided that Council's approval is subject to the following: 1. That the applicant limit its bingo activities to the City of Kitchener. That the applicant meet all terms and conditions of Kitchener's Consolidated Bingo Regulations as passed by City Council. That the applicant meet with the Manager of Licensing to review the above regulations prior to any licence being issued. That for record purposes, copies of all bingo reports for licences issued be forwarded to the municipality. 5. That all Provincial Bingo Lottery requirements are met." - and - COMMITTEE OF THE WHOLE MINUTES NOVEMBER 25, 1991 REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) "That the City of Kitchener has no objection to a Provincial Licence being issued to Street Kids in Preventative Programs (K-W) Inc., 200 Waterloo Street, Kitchener, to conduct bingos at 329 King Street East, Kitchener, provided that Council's approval is subject to the following: 1. That the applicant limit its bingo activities to the City of Kitchener. That the applicant meet all terms and conditions of Kitchener's Consolidated Bingo Regulations as passed by City Council. That the applicant meet with the Manager of Licensing to review the above regulations prior to any licence being issued. That for record purposes, copies of all bingo reports for licences issued be forwarded to the municipality. 5. That all Provincial Bingo Lottery requirements are met." 5. Tenders It was resolved: "That Expression of Interest E91-86, Engineering Services - Watermain Infrastructure Needs Study, be awarded to ITX Technologies Inc., Cambridge, subject to a satisfactory agreement being negotiated, an upset fee established and Ontario Ministry of the Environment approval for funding being obtained prior to initiation of the study." - and - "That tender T91-89, Schneider Trunk Sanitary Sewer - Phase 4 - Stage 1 (Tunnel), be awarded to S. McNally & Sons Limited, Hamilton at their tendered price of $2,346,760."
