BY-LAWS AS LISTED ON THE AGENDA - 2ND READING It was resolved: "That the by-laws considered by this Committee be taken as read a second time and be recommended for enactment." B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER 1. Annual Bus Push for Biq Sisters It was resolved: "That we approve the University of Waterloo, Engineering Society A, taking up a silver collection along the route of the 1992 Bus Push for the Kitchener-Waterloo Big Sisters Association to be held on Saturday, March 14, 1992." 2. Volunteer Week 1992 It was resolved: "That in conjunction with the Proclamation of Volunteer Week from April 26 to May 2, 1992, in Kitchener, that the City Clerk be authorized to direct the imprinting of mail process through the City's postage meter during the month of April with the message: "Volunteering - A Great Way to Grow". It being understood that any costs associated herewith will be charged to the Parks and Recreation Department." 3. City Conveyance of Land - CHICOPEE WARD It was resolved: "That the City convey to IPCF Properties Inc., for the sum of $3,000.00, part of Sunnyside Avenue formerly Weber Street closed and designated as Parts 5 and 6 on Reference Plan 58R-5991, reserving a storm and sanitary sewer easement in favour of the City thereon, to be incorporated as part of its property located at 2722-2736 King Street East; and further, That the Mayor and Clerk be authorized to execute the required documentation to complete this transaction." 4. Multicultural Festival It was resolved: "That in conjunction with Multicultural Festival 90 and all activities connected therewith, to be held at Victoria Park Saturday, July 4, 1992 and Sunday, July 5, 1992, the week June 29th to July 5th, 1992 inclusive be declared a period of Civic Celebration in the City of Kitchener." 5. Licenses It was resolved: "That the Ontario District Association of Chapters of Society for the Preservation and Encouragement of Barber Shop Quartet Singing in America be granted permission to conduct a Raffle Lottery in the City of Kitchener at the Centre in the Square on October 24, 1992." Licenses (Cont'd) "That the Kidney Foundation of Canada be granted permission to operate a Refreshment Stand to be located under the pod at City Hall, 22 Frederick Street, on March 14, 1992 provided that the necessary health approval and licence are obtained." - and - "That the City of Kitchener has no objection to a Provincial Lottery Licence being issued to Kitchener-Waterloo Symphony Orchestra Association to conduct a Raffle Lottery at the Centre in the Square, Kitchener, with a series of draws commencing April 26, 1992 and ending July 31, 1992." 6. Certification of Title Application - ROCKWAY-ST. MARY'S WARD It was resolved: "That the Mayor and Clerk be authorized to execute a Consent and Waiver of Notice and draft reference plan to expedite a Certificate of Titles Act Application by Fercan Corporation with respect to lands described as Part Lot 3 Municipal Compiled Plan 786." 7. Various Tenders Kitchener Firefighters demonstrated the Breathing Apparatus presently used by the City, as well as the self-contained units recommended under Tender T92-8. It was noted that the new units operate at higher pressure and have an improved communication system. Alderman Zehr referred to the staff recommendation and questioned whether any of the other four bidders met the equipment specification. Fire Chief Hancock replied that the only product which met the specification was the unit recommended for purchase this date. He explained the equipment requirements and the differences between various units. Alderman Zehr questioned why the recommended amount is less than the tendered amount and Chief Hancock replied that the use of 1 year old breathing air cylinders accounts for the cost reduction. Alderman Zehr pointed out that the report of the Director of Purchasing does not refer to the amount budgeted by the Fire Department and noted that this information was previously requested by Council in regard to all tender recommendations. Chief Hancock advised that approximately $252,000.00 has been budgeted for the breathing apparatus and a compressor unit. It was resolved: "That tender T92-8, Self-Contained Breathing Apparatus, be awarded to Resqtech Systems Inc., Woodstock, at their alternate tendered price of $190,203.60." - and - "That tender T92-9, Rebuilt Detroit Diesel Engines, be awarded to S.N.Diesel Service Ltd., Concord, Ontario at their tendered unit prices." 8. Liaison with Humane Society Alderman J. Ziegler suggested that the recommendation in the Committee of the Whole agenda of this date be amended to indicate that either a member of staff and/or Council be appointed to the Liaison Committee. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER (CONT'D) Liaison with Humane Society (Con'td) It was resolved: "That a Member(s) of Staff and/or Council be appointed and together with similar representation from the City of Waterloo form a Liaison Committee to meet with the Kitchener and Waterloo Humane Society on a regular basis to review the operation of the Animal Control Contract."
