A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
Banner Requests
It was resolved:
"That we grant permission to the Canadian Bible Society, South Central Ontario
District, for erection of a banner on King Street at Rockway Gardens from Monday,
April 20 to Thursday, May 7, 1992 inclusive.
Further, that this organization make the necessary arrangements with the City's
contractor for the erection and removal of the banner and the payment of any costs
associated therewith."

"That in conjunction with the 7th Annual Silent Auction to be held at Bingeman Park
on Saturday, May 2, 1992, we grant permission to the Juvenile Diabetes Foundation
of Canada, Region of Waterloo Chapter, to have a banner erected on King Street at
Francis Street from Monday, April 13, 1992 to Saturday, May 2, 1992 inclusive.
Further, that this organization make the necessary arrangements with the City's
contractor for the erection and removal of the banner and the payment of any costs
associated therewith."
2. Easement - South WARD
It was resolved:
"That the Mayor and Clerk are hereby authorized to execute a covenant on behalf of
the City contained in the Transfer of Easement to be granted by the Ministry of
Transportation over Part 1, Plan 58R-7532 to allow the installation of a sanitary sewer
along Highway No. 8."
3. Kitchener Housincl Inc. - BRIDGEPORT NORTH WARD
It was resolved:
"That the Mayor and Clerk are hereby authorized to execute a Deed in favour of
Kitchener Housing Inc. with respect to Part of Part 3, Plan 58R-1679 adjacent to
Lancaster Street West which is to be used by Kitchener Housing Inc. for emergency
access only, in a form acceptable to the City Solicitor."
4. Petition for Subsidy
It was resolved:
"That the Mayor and Clerk be authorized to execute the annual petition for road
subsidy under the provisions of the Public Transportation and Highway Improvement
Act for the year 1991 ."

Application for Minor Variance (Siqn) - SOUTH WARD
It was resolved:
"That the decision of the Committee of Adjustment sitting as a Standing Committee of
City Council, of January 14, 1992, recommending approval of Submission No. S 1/92 -
Voisin Developments Limited - Be Ratified and Confirmed."
By-law Repeal - WEST WARD
It was resolved:
"That pursuant to Section 34 of the Ontario Heritaqe Act Council enact a by-law to
repeal By-law #90-147 designating 1198 Highland Road West as a property having
historic and architectural significance, as the subject property has been demolished
by the owners, Monarch Construction Limited, following the required 180 day waiting
period stipulated in the legislation, and further,
That Notice be subsequently published in accordance with the Act, reference deleted
from the Register of Designated Properties and the repealing by-law registered on
title to the subject lands."
Tenders
It was resolved:
"That tender T91-96, Elevator Maintenance and Service, be awarded to Otis Canada
Inc. of Oakville at their total tendered price of $139,356.
- and -
"That proposal P91-66, Human Resources and Payroll Management System, be
awarded to People Soft, Toronto at a negotiated price of $360,000."
Easement - Schneider Creek Sewer
The Committee was in receipt of a memorandum from Mr. J. Wallace, Commissioner of
Legal Services and City Solicitor, dated January 27, 1992 relative to an easement from
Ontario Hydro for the sewer works presently under construction.
It was resolved:
"That the Mayor and Clerk are hereby authorized to execute an easement document
whereby the City obtains an easement over Part Lots 14 and 19, Registered Plan
1482 and Part of Lot 7, Municipal Compiled Plan 757, City of Kitchener in return for
the sum of $4,000.00."
Transfer of Condominium Units - 38 McBrine Place
The Committee was in receipt of a memorandum from Mr. J. Shivas, Director of Legal
Services, dated January 24, 1992 recommending that the City consent to the transfer of
condominium units located at 38 McBrine Place.
It was resolved:
"That the City of Kitchener consent to the transfer of condominium units from WKS
Developments Limited to Dennis James Winterburn; James Grant Fotheringham and
Edith Anabel Fotheringham; Greta Jeanette Hanlon; Way-Glen Holdings Ltd.; Dale
Douglas Wilkinson & Henry Roland Schneider at the property described as Part 2 on
Reference Plan 58R-5480 and municipally known as 38 McBrine Place, Kitchener."
