A. BY-LAWS AS LISTED ON THE AGENDA - 2ND READING
It was resolved:
"That the by-laws considered by this Committee be taken as read a second time and be
recommended for enactment."
B. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER
1. New Development Charges By-law 91-314
It was resolved:
"That the Clerk be directed to remove from the City of Kitchener Municipal Code
Chapter 325 respecting development charges, (its underlying By-law 89-59 as
amended by By-law 89-70 to remain in full force and effect);
And further that the Clerk be directed to make By-law 91-314 respecting development
charges a part of the Municipal Code by adding it to the concordance and arranging
and numbering it so as to fit within the scheme of the Code;
And further that the Clerk be directed to make the appropriate adjustments to By-law
91-314 and the Code annually for development charges and the park frontage credit
in accordance with Section 20 of the By-law."
2. Agreement - 55+ Plus Personnel Placement Grant
It was resolved:
"That the Mayor and Clerk be authorized to execute an Agreement with Her Majesty
the Queen In Right of Canada represented by the Minister of Employment and
Immigration respecting 55 Plus Personnel Placement under the Outreach Program for
the period April 1, 1992 to March 31, 1993, in the amount of $29,890.00."
3. Appointment - Downtown Improvement Area Board of Manaqement
It was resolved:
"That we accept the appointment of Cam Costley, Cambridge Leaseholds, to the
Downtown Improvement Area Board of Management for a term to expire November
30, 1994."
4. License
It was resolved:
"That the City of Kitchener has no objections to a Provincial Monte Carlo licence
being issued to The Kitchener-Waterloo Extend-A-Family Association for a Monte
Carlo event to be held on February 27, 1992, at Bingeman Park Farms."
5. Banner Request
It was resolved:
"That in conjunction with the free public skating party to be held by 570 CHYM in
Victoria Park in January on a date to be determined, we grant permission for erection
of a banner on King Street at Francis Street from Monday, January 6, 1992 to Friday,
January 31, 1992, inclusive.

Further, that 570 CHYM make the necessary arrangements with the City's contractor
for the erection and removal of the banner and the payment of any costs associated
therewith.
And further, that the Chief Administrative Officer be authorized to schedule the
erection and removal of this banner on an annual basis as requested."
Encroachment Aqreements
It was resolved:
at the Mayor and Clerk be authorized to execute an Encroachment Agreement with
the registered owner(s) of Part Lots 58 and 59, Plan 248, known as 62 Earl Street, to
legalize the hedges which encroach onto the road allowances known as Claremont
Avenue and Earl Street."

at the Mayor and Clerk be authorized to execute an Encroachment Agreement with
the registered owner(s) of Part Lot 382, Plan 376, known as 81 Waterloo Street, to
legalize the eaves of the roofed porch which extend .94 feet, more or less, onto the
road allowance known as Waterloo Street."
Lay Appointments to Mayor's Task Force on Productivity Improvements
· R.W. Pritchard advised that the previous Council had directed that an advertisement be
placed inviting interested citizens to submit their names for consideration by City Council
in respect to appointments to the Mayor's 1992 Task Force on Productivity Improvement
in Kitchener City Hall. He noted that it had been previously agreed that the Committee
would consist of the Mayor, the Chairmen of the City's four Standing Committees, four
citizens representing the community and two volunteer specialists in productivity
improvement. Mr. Pritchard indicated that ballots had been distributed to each member of
Council in order that voting could take place in accordance with Council's established
procedure in this regard.
derman C. Zehr suggested that the volunteer specialists be identified and that those two
positions be voted on before four citizen appointees were considered.
Ilowing the nomination and voting procedure, Mr. David M. Diltz and Mr. Douglas J.
McCready were the successful volunteer specialists to be appointed to the Committee.
Ilowing the nomination and voting procedure, Mr. John Coleman, Mr. Robert K.
Deutschmann, Mr. Doug W. Hutton and Mr. Joseph D. Keating were the successful citizen
representatives to be appointed to the Committee.
On motion, it was resolved:
"That we approve the following appointments effective until November 30, 1992, to the
Mayor's 1992 Task Force on Productivity Improvement in Kitchener City Hall:
Mayor D.V. Cardillo
Alderman G. Lorentz, Chairman, Community Services Committee
Alderman J. Smola, Chairman, Public Works & Transportation Committee
Alderman C. Zehr, Chairman, Finance & Administration Committee

Notice of Objection to Desiqnation - CHICOPEE WARD
It was resolved:
"That pursuant to Section 29(7) of the Ontario Heritaqe Act R.S.O. 1980, the City
Clerk be directed to refer the Notice of Objection to the designation of 133 Graber
Place (Harvey J. Graber Transformer Station), submitted by Mr. R. Charie on behalf of
Kitchener-Wilmot Hydro and dated December 23, 1991, to the Conservation Review
Board for a subsequent hearing and report to Council."
